Population Growth and Other Statistics of Middle-sized Irish Towns. General Research Series Paper No. 85, April 1976
The basic aim of the study is the presentation of tables of comparative
statistical data relating to 97 towns with population 5OO-1O,OOO in
1971 and analyses of such data. The exclusion of the four County Boroughs
and Dun Laoghaire together with twelve other large towns and all small
towns and villages, was to impart a degree of homogeneity to the inquiry, as
regards function of town. The 97 towns range from Mullingar, the largest
with a population of 9,245 to Cootehill with 1,542

Leading from the Field: Funded international nongovernmental organizations and the participatory development of long-term impact assessments
Leaders of international nongovernmental organizations (NGOs) must contend with multiple accountability regimes while balancing responsibilities to stakeholders. While many accountability mechanisms are donor-led, this study sought to understand the capacity that NGOs have as agents of change to influence measurement and evaluations activities. The study focused on NGO applications submitted to a donor-government during competitive award announcements for conventional weapons destruction activities.
Using a parallel convergent mixed methods approach, this study examined the ways in which NGO leaders develop their organizations’ capacity to implement long-term impact assessments. A direct entry logistic regression of applications showed evidence of organizational characteristics influencing the inclusion of such assessment activities in response to a stated donor-government objective. Textual analysis of these applications helped build a more robust understanding of how the community of practice proposed to develop and deploy impact assessments.
This study found a field engaged in active conversation about measuring impact and highlights the changing power dynamics in the traditional donor/NGO relationship. Opportunities for future research and limitations of the study are discussed. The results of the investigation have important implications for researchers and practitioners in the field, including ways NGO leaders can use a collaborative process to demonstrate accountability, improve strategic planning, develop internal capacity, and substantiate impact
Irish County Incomes in 1960. ESRI General Research Series Paper No. 16, September 1963
This paper owes its inception to a problem
which the Taoiseach (Prime Minister), Mr. Se~n
F. Lemass, T.D., at the Opening Ceremony on
6 June, 196I, asked the Institute to examine, in the
following terms:--
"The Minister for Finance has already raised
the questions whether the present system is
adequate or appropriate to deal with the increasing
activities of local bodies or whether a more
rational or more effective system could be devised.
There is a situation developing in local authority
operations, and their financing, which requires
consideration. Investigations, under the auspices
of the Institute, of certain aspects, including the
economic aspects, of the incidence of local taxation
covering such matters as the effect of the
local rate charge on enterprise and development,
and the possibilities of providing Local Authorities
with new sources of income, will provide some
basic material which will be invaluable in the
review of local finance which the Minister for
Local Government intends to undertake"

Best Management Practices, First Responder Training, Planning Guidance and Tools to Increase Resilience and Protect Vulnerable Karst Aquifers from Contamination During Firefighting
Best Management Practices for Firefighting in the Karstic Edwards (Balcones Fault Zone) Aquifer of South-Central Texas
Karst aquifers are vulnerable to contamination from hazardous pollutants that can harm drinking water supplies, species inhabiting aquifers and springs, and other karst water resources. This paper presents best management practices (BMPs) designed for use by first responders, and for use in developing training curricula and tools to assist first responders in protecting karst water resources. Training and tools based on the BMPs will help first responders prevent or reduce runoff of potentially hazardous materials that can rapidly enter an aquifer during firefighting and other responses to emergencies in locations where hazardous materials are stored, such as in retail centers, warehouses, industrial and agricultural facilities, and in vehicles and rail cars along transportation corridors. Emergencies can include fire caused by accident or arson, terrorist attack, flood, high wind, lightning, and explosion in structures and transport vehicles. BMPs are provided for preplanning, response during an emergency, and cleanup after an event. Future work will include these BMPs in first responder training curricula and a georeferenced database that will include recommendations for protective action in areas containing karst features where hazardous materials may be present
The effectiveness of youth centers in increasing use of sexual and reproductive health services: a systematic review.
This study presents findings from a systematic review of the evidence regarding the effectiveness of youth centers in increasing use of sexual and reproductive health (SRH) services in lower- and middle-income countries. Evidence from peer-reviewed and gray literature between 1990 and 2010 was reviewed. After the screening of 3,769 citations, 21 studies reporting on 17 youth center programs were included, and were ranked by strength of evidence. Considerable consistency in findings across studies was observed. Youth centers generally served a relatively small proportion of young people living nearby. The main users were young men attending school or college, with a significant proportion older than the target age. Users of the on-site SRH services were predominantly young women, with a significant proportion older than the target age group. Uptake of services was generally low. Despite widespread emphasis on youth centers as a strategy for encouraging young people to access SRH services, results from these studies have not been encouraging, and cost-effectiveness for these purposes is likely to be low
