The regional variation of new technology based firms in Austria
During the last two decades the role of new business start-ups has gained a growing interest both from regional economics as well as from (regional) economic policy. It was recognized that not only the large Galbraithian enterprise is the driving force in processes like employment growth or structural economic change, but also small and often new or young firms are playing an active role. In the 1980s so called new technology based firms (NTBFs) gained considerable attention. It has been argued that the Schumpeterian entrepreneur is an important force for the implementation of new ideas into the market place, often via the formation of NTBFs. In our paper we analyse the structure and the regional variation of new business formation in the high technology sector in Austria. Using a definition based upon the OECD we differentiate the high tech sector in (i) top technology, (ii) higher technologies and (iii) technology orientated services. We demonstrate the relative importance of these groups for the total population of new business start-ups in Austria in the time period ot 1990-1994 as well as for certain sub-populations like manufacturing and services. The main part of our paper discusses the regional variation of NTBFs using the framework of the well known urban incubator hypothesis. It is expected that metropolitan and urban regions have a higher orientation towards high tech (what means the proportion of NTBFs) than the rural or hinterland regions. An additional part of our paper deals with the question wether NTBFs play an important role in the process of structural change of regional economies as has been postulated by various authors during the last couple of years.

Die Patentaktivitäten der österreichischen Industrie. Ein Beitrag zur Analyse des technologischen Wandels in Österreich.
Die vorliegende Studie unternimmt den Versuch, die Patentaktivitäten der
österreichischen Industrie zu analysieren und die Determinanten des betrieblichen
Patentierverhaltens zu identifizieren. Patente werden als ein Indikator für
Inventionen verstanden, das heißt sie spiegeln die Genese neuen technischen Wissens
wider. Daher können sie auch als ein allgemeiner Indikator für das innovative
Potential interpretiert werden. Die verwendeten Daten beziehen sich auf die
betriebliche Ebene und stammen aus zwei unterschiedlichen Datenquellen, die
miteinander verknüpft wurden, nämlich Daten über die Patentanmeldungen in den
Jahren 1987 bis 1989 des österreichischen Patentamtes und der Betriebs- und
Produktdatenbank der Abteilung Technologieforschung des Österreichischen
Forschungszentrums Seibersdorf. Mit Hilfe eines konzeptionellen Modells wird
versucht die Determinanten des betrieblichen Patentierverhaltens zu identifizieren.
Hierfür werden betriebsinterne Faktoren, das lokale/regionale Umfeld, das technoökonomische
Umfeld und politisch-institutionelle Rahmenbedingungen spezifiziert
und mithilfe einer multivariaten Logit-Analyse getestet. Die Modellergebnisse deuten
darauf hin, daß vor allem interne Faktoren (insbesondere Betriebsgröße) und
Faktoren, die das techno-ökonomische Umfeld (insbesondere Branche) beschreiben,
den größten Einfluß auf das Patentierverhalten haben. Regionale Faktoren, die mit
Hilfe einer Regionstypisierung operationalisiert wurden, haben dagegen nur einen

Unternehmensgründungsgeschehen in Österreich bis 1998 : ENDBERICHT zum Projekt Nr. 1.62.00046 im Auftrag des Bundesministeriums für Wissenschaft und Verkehr (BMWV) der Republik Österreich
Bei der vorliegenden Dokumentation handelt es sich um ein vom österreichischen Bundesministerium für Wissenschaft und Verkehr (BMWV) in Auftrag gegebenes Gutachten, dass sich mit dem Unternehmensgründungsgeschehen in Österreich bis 1998 beschäftigt. Datengrundlage sind zum einen die am ZEW gepflegten ZEW-Gründungspanels West und Österreich sowie zum anderen Betriebs- und Beschäftigungsdaten des Hauptverbandes der österreichischen Sozialversicherungsträger. Basierend auf diesen umfangreichen Datensätzen wird das Gründungsgeschehen anhand einer Vielzahl von Indikatoren und Kennzahlen zu den Themenfeldern zeitliche Entwicklung, Sektor- und Branchenstruktur, Gründungsintensitäten, Technologieorientierung, Strukturwandel und Raumstruktur dokumentiert. Zur Einordnung und Bewertung der Befunde für Österreich
werden Vergleiche mit entsprechenden Kennzahlen aus Westdeutschland und Bayern vorgenommen.
Vertiefende Untersuchungen zur Bedeutung neuer Betriebe für den Strukturwandel und die
Schaffung von Beschäftigung in Österreich sowie zu den Erklärungsfaktoren des Beschäftigungswachstums von jungen Unternehmen in verschiedenen Branchen ergänzen die Fortschreibung der Indikatoren zum Gründungsgeschehen
The Role of Space in the Creation of Knowledge in Austria. An Exploratory Spatial Data Analysis
The paper makes a modest attempt to shed some light on the role of space in the creation of
technological knowledge in Austria. The study is exploratory rather than explanatory in nature and
based on descriptive techniques such as Moran¿s I test for spatial autocorrelation and the Moran
scatterplot. Clusters of the knowledge ¿output¿ [measured in terms of patent counts] are compared
with spatial concentration patterns of two input measures of knowledge production: private R&D
and academic research. In addition, employment in manufacturing is utilised to capture
agglomeration economies. The analysis is based on data aggregated for two digit SIC industries
and at the level of Austrian political districts. It explores the extent to which knowledge spillovers
are mediated by spatial proximity in Austria. A time-space comparison makes it possible to study
whether divergence or convergence processes in knowledge creation have occurred in the past two
decades. As in the case of any exploratory data analysis, the findings need to be treated with
caution and should be viewed only as an initial pre-modelling stage in the enterprise. Future
research activities will be devoted to further exploring the issue of local university knowledge

Telephone Communication Patterns in Austria. A Comparison of the IPFP based Graph-Theoretic and the lntramax Approaches
Two alternative methodological approaches (the IPFP based and the intramax
procedures) to the problem of pattern identification in spatial interaction data
are compared and evaluated in this paper. After a general discussion of the
major characteristics and shortcomings of these methodologies, the paper
presents the findings of a case study relying on telecommunication data
measured by the Austrian PTT in 1991, in terms of erlangs. The results clearly
illustrate the superiority of the intramax approach in the context of mediumsized
