    CHANGING POLICE PERFORMANCE OBJECTIVES

    In the last decade, there has been an effort to reform police practices, defund police agencies, and decriminalize certain offenses. In addition, in an effort to reduce police-citizen encounters, agencies nationwide have changed some primary offenses to secondary, meaning law enforcement could not create an encounter solely for that offense, such as one non-functional headlight. This recent legislation changes police functions and requires agencies to modify how they evaluate officer effectiveness. This thesis looks at different police evaluation methods to determine what measures can be used for success. Two agencies were used as case studies; their methods, which included qualitative and quantitative metrics, were examined, as were the research and opinions of other police scholars. Ultimately, the present study found there is no single method of conducting police evaluations, and that more than one model may be successful. This thesis found that training for first line supervisors is essential as they have the most predominant role in the mentoring and evaluating the routine patrol officer. Another key finding is that effectiveness does not necessarily mean enforcement; effectiveness can include presence and community engagement. To measure effectiveness, agencies and supervisors must dedicate time to documenting how often and the manner in which evaluations were conducted.     Bimodal Phase Diagram of the Superfluid Density in LaAlO3/SrTiO3 Revealed by an Interfacial Waveguide Resonator

    We explore the superconducting phase diagram of the two-dimensional electron system at the LaAlO3/SrTiO3 interface by monitoring the frequencies of the cavity modes of a coplanar waveguide resonator fabricated in the interface itself. We determine the phase diagram of the superconducting transition as a function of temperature and electrostatic gating, finding that both the superfluid density and the transition temperature follow a dome shape, but that the two are not monotonically related. The ground state of this 2DES is interpreted as a Josephson junction array, where a transition from long- to short-range order occurs as a function of the electronic doping. The synergy between correlated oxides and superconducting circuits is revealed to be a promising route to investigate these exotic compounds, complementary to standard magneto-transport measurements.Comment: 5 pages, 4 figures and 10 pages of supplementary materia

    CO2 assisted blending of poly(lactic acid) and poly(ε-caprolactone)

    Poly(lactic acid) (PLA) is gaining increasing interest from the packaging industry as a biodegradable alternative to oil based polymers such as polypropylene (PP) and polyethylene terephthalate (PET). However, its’ inherent brittle nature prevents widescale commercial use. Blending in order to improve the Young’s modulus, yield stress and elongation to break, provides a possible alternative although many polymers have been found to be immiscible with PLA. In this study, high pressure carbon dioxide (CO2) was utilised during blending to encourage miscibility between two normally immiscible polymers: poly(ε-caprolactone) (PCL) and poly(lactic acid) (PLA). Blends were prepared by melt blending in the presence of carbon dioxide (CO2) and compared to solvent casting and melt blending with a single-screw extruder. CO2 assisted blends demonstrated a significant reduction in the size and number of PCL domains in a PLA matrix, and consequently improved the adhesion between phases at the microscale. The optimum melt blend composition for Young’s modulus, yield stress and elongation to break was found to be 75% PLA and 25% PCL.     Discovering and verifying DNA polymorphisms in a mung bean [V. radiata (L.) R. Wilczek] collection by EcoTILLING and sequencing

    <p>Abstract</p> <p>Background</p> <p><it>Vigna radiata</it>, which is classified in the family Fabaceae, is an important economic crop and a dietary staple in many developing countries. The species <it>radiata </it>can be further subdivided into varieties of which the variety <it>sublobata </it>is currently acknowledged as the putative progenitor of <it>radiata</it>. EcoTILLING was employed to identify single nucleotide polymorphisms (SNPs) and small insertions/deletions (INDELS) in a collection of <it>Vigna radiata </it>accessions.</p> <p>Findings</p> <p>A total of 157 DNA polymorphisms in the collection were produced from ten primer sets when using <it>V. radiata </it>var. <it>sublobata </it>as the reference. The majority of polymorphisms detected were found in putative introns. The banding patterns varied from simple to complex as the number of DNA polymorphisms between two pooled samples increased. Numerous SNPs and INDELS ranging from 4–24 and 1–6, respectively, were detected in all fragments when pooling <it>V. radiata </it>var. <it>sublobata </it>with <it>V. radiata </it>var. <it>radiata</it>. On the other hand, when accessions of <it>V. radiata </it>var. <it>radiata </it>were mixed together and digested with CEL I relatively few SNPs and no INDELS were detected.</p> <p>Conclusion</p> <p>EcoTILLING was utilized to identify polymorphisms in a collection of mung bean, which previously showed limited molecular genetic diversity and limited morphological diversity in the flowers and pod descriptors. Overall, EcoTILLING proved to be a powerful genetic analysis tool providing the rapid identification of naturally occurring variation.</p

    Effects of CO\u3csub\u3e2\u3c/sub\u3e on Growth Rate, C:N:P, and Fatty Acid Composition of Seven Marine Phytoplankton Species

    Carbon dioxide (CO2) is the primary substrate for photosynthesis by the phytoplankton that form the base of the marine food web and mediate biogeochemical cycling of C and nutrient elements. Specific growth rate and elemental composition (C:N:P) were characterized for 7 cosmopolitan coastal and oceanic phytoplankton species (5 diatoms and 2 chlorophytes) using low density, nutrient-replete, semi-continuous culture experiments in which CO2 was manipulated to 4 levels ranging from post-bloom/glacial maxima (ppm) to geological maxima levels (\u3e2900 ppm). Specific growth rates at high CO2 were from 19 to 60% higher than in low CO2 treatments in 4 species and 44% lower in 1 species; there was no significant change in 2 species. Higher CO2 availability also resulted in elevated C:P and N:P molar ratios in Thalassiosira pseudonana (~60 to 90% higher), lower C:P and N:P molar ratios in 3 species (~20 to 50% lower), and no change in 3 species. Carbonate system-driven changes in growth rate did not necessarily result in changes in elemental composition, or vice versa. In a subset of 4 species for which fatty acid composition was examined, elevated CO2 did not affect the contribution of polyunsaturated fatty acids to total fatty acids significantly. These species show relatively little sensitivity between present day CO2 and predicted ocean acidification scenarios (year 2100). The results, however, demonstrate that CO2 availability at environmentally and geologically relevant scales can result in large changes in phytoplankton physiology, with potentially large feedbacks to ocean biogeochemical cycles and ecosystem structure

    A hydrodynamic theory is formulated for buoyancy-driven ("thermal") granular convection, recently predicted in molecular dynamic simulations and observed in experiment. The limit of a dilute flow is considered. The problem is fully described by three scaled parameters. The convection occurs via a supercritical bifurcation, the inelasticity of the collisions being the control parameter.     A Lorentz-covariant regularization scheme for effective field theories with an arbitrary number of propagating heavy and light particles is given. This regularization scheme leaves the low-energy analytic structure of Greens functions intact and preserves all the symmetries of the underlying Lagrangian. The power divergences of regularized loop integrals are controlled by the low-energy kinematic variables.     Efficacy of salmeterol/fluticasone propionate by GOLD stage of chronic obstructive pulmonary disease: analysis from the randomised, placebo-controlled TORCH study

    Background: The efficacy of inhaled salmeterol plus fluticasone propionate (SFC) in patients with severe or very severe COPD is well documented. However, there are only limited data about the influence of GOLD severity staging on the effectiveness of SFC, particularly in patients with milder disease. Methods: TORCH was a 3-year, double-blind, placebo-controlled trial of 6112 patients with moderate/severe COPD with pre-bronchodilator FEV1 < 60% predicted (mean age 65 years, 76% male, mean 44% predicted FEV1, 43% current smokers). To understand the relative efficacy of SFC and its components by GOLD stages, we conducted a post-hoc analysis of the TORCH dataset using baseline post-bronchodilator FEV1 to segment patients into three groups: moderate COPD (GOLD stage II and above: Âł 50%; n = 2156), severe COPD (GOLD stage III: 30% to < 50%; n = 3019) and very severe COPD (GOLD stage IV: < 30%; n = 937). Results: Compared with placebo, SFC improved post-bronchodilator FEV1: 101 ml (95% confidence interval [CI]: 71, 132) in GOLD stage II, 82 ml (95% CI: 60, 104) in GOLD stage III and 96 ml (95% CI: 54, 138) in GOLD stage IV patients, and reduced the rate of exacerbations: 31% (95% CI: 19, 40) in GOLD stage II, 26% (95% CI: 17, 34) in GOLD stage III and 14% (95% CI: -4,29) in GOLD stage IV. SFC improved health status to a greater extent than other treatments regardless of baseline GOLD stage. Similarly, SFC reduced the risk of death by 33% (hazard ratio [HR] 0.67; 95% CI: 0.45, 0.98) for GOLD stage II, 5% (HR 0.95; 95% CI: 0.73, 1.24) for GOLD stage III, and 30% (HR 0.70; 95% CI: 0.47, 1.05) for GOLD stage IV. The rates of adverse events were similar across treatment arms and increased with disease severity. Overall, there was a higher incidence of pneumonia in the fluticasone propionate and SFC arms, compared with other treatments in all GOLD stages. Conclusion: In the TORCH study, SFC reduced moderate-to-severe exacerbations and improved health status and FEV1 across GOLD stages. Treatment with SFC may be associated with reduced mortality compared with placebo in patients with GOLD stage II disease. The effects were similar to those reported for the study as a whole. Thus, SFC is an effective treatment option for patients with GOLD stage II COPD
