    Hot Shots and Project-Based Extension: Setting a National Model by Reinventing Extension in Urban Areas

    Colorado State University\u27s Denver County Extension office is transforming the urban Extension landscape through a deliberate shift from traditional Extension programming toward a more project-based approach. In collaboration with the Western Center for Metropolitan Extension and Research, Denver County Extension developed the hot shot model to conduct applied research and special projects via project-based Extension in Denver, innovating how Extension operates and is viewed in urban communities. This approach couples staffing flexibility with expanded subject matter expertise, allowing local Extension to respond nimbly to stakeholder priorities while brokering the research and educational expertise of the university with the community

    Washington State University (WSU) is redefining how Extension works in urban areas. Its Metropolitan Center for Applied Research and Extension (Metro Center) engages nontraditional Extension audiences using an innovative business model that focuses on short-term projects instead of long-term programs. Outcome-driven, client-centered, and solution-oriented, the Metro Center works to develop practical, place-based solutions by being a conduit between metropolitan decision makers and WSU faculty expertise across the state. In this article, we present a case study centered on the conditions and opportunities leading to the Metro Center\u27s formation, the center\u27s entrepreneurial business model, and center projects that allow Extension to reach new audiences

    Urban Extension: Aligning with the Needs of Urban Audiences Through Subject-Matter Centers

    The educational program model is the principle approach Extension uses to deliver on its mission of “taking knowledge to the people.” However, with county-based faculty fully engaged in long-term program delivery, they may have little or no capacity to address emerging issues faced by urban communities. Urban governments often seek the research capacity of a university in addition to, or instead of, the traditional Extension programming model but sometimes turn first to other urban-serving universities. Washington State University Extension has addressed these challenges by establishing subject-matter centers. This article examines how subject-matter centers can add capacity to traditional Extension offices in order to be responsive to emerging local needs, suggesting models that other university Extension programs may use or adapt to their local communities. These models also foster more community engagement and articulate greater public value for the institution as a whole

    A New Regional Model for Increasing Extension\u27s Capacity to Reach Metropolitan Audiences

    Six western Extension organizations founded the Western Center for Metropolitan Extension and Research (WCMER) to increase the internal capacity of Extension to address metropolitan issues and elevate the value of Extension to external metropolitan audiences. In this article, we present a case study of WCMER. We describe the inception of the center and results of an analysis of its functionality. Those results include findings related to the advisory board’s ability to build social capital and leverage power networks, WCMER’s originating within a culture of innovation and being modeled after other innovative centers, and the concurrent formation of WCMER and the National Urban Extension Leaders network, which propelled WCMER to a national level

    A National Framework for Urban Extension

    To help ensure Extension\u27s relevance and accessibility to an increasingly diverse population, the National Urban Extension Leaders group created a framework based on historical and emerging developments. Themes focus on programs, personnel, partnership, and the positioning of Extension at local, state, and national levels. For Extension to be a vibrant and resilient 21st-century system, it must build on best practices, leverage regional and national networks, and invest in innovative strategies that engage people living and working in metropolitan communities. A robust urban Extension presence contributes to building strong connectivity among urban, suburban, and rural communities

    The carry-over effects of school gardens on fruit and vegetable availability at home: A randomized controlled trial with low-income elementary schools

    This group-randomized controlled trial examines the effects of a school garden intervention on availability of fruits and vegetables (FV) in elementary school children's homes. Within each region, low income U.S. schools in Arkansas, Iowa, New York, and Washington State were randomly assigned to intervention group (n = 24) or waitlist control group (n = 22). Children were in grades 2, 4, and 5 at baseline (n = 2768). The garden intervention consisted of both raised-bed garden kits and a series of grade-appropriate lessons. FV availability at home was measured with a modified version of the GEMS FJV Availability Questionnaire. The instrument was administered at baseline (Fall 2011) and throughout the intervention (Spring 2012, Fall 2012, Spring 2013). Analyses were completed using general linear mixed models. The garden intervention led to an overall increase in availability of low-fat vegetables at home. Among younger children (2nd grade at baseline), the garden intervention led to greater home availability of vegetables, especially, low-fat vegetables. Moreover, for the younger group, garden intervention fidelity (GIF) or robustness predicted home availability of fruit, vegetables, and low-fat vegetables.
