    Usporedba QSPR modela zasnovanih na vodikom-popunjenim molekularnim grafovima i na grafovima atomskih orbitala

    QSPR models are studied for normal boiling points of alkanes, alkylbenzenes, and polyaromatic hydrocarbons, in terms of optimized correlation weights of local invariants of the hydrogen- -filled graphs (HFGs) and of the graphs of atomic orbitals (GAOs). Morgan extended connectivities of the zeroth, first, and second order of the HFGs and GAOs were employed. The best QSPR model obtained is based on optimized correlation weights of the extended connectivity of the first order of the GAO. The statistical characteristics of this model are: n = 70, r superscript(2) = 0.9988, s = 5.8 °C, F = 57437 (training set); n = 70, r superscript(2) = 0.9985, s = 6.7 °C, F = 45154 (test set).Istraživani su QSPR modeli za normalnu točku vrelišta alkana, alkilbenzena i poliaromatskih ugljikovodika, zasnovani na optimiziranim korelacijskim te`inama lokalnih invarijanti vodikom-popunjenih molekularnih grafova (HFG) i grafova atomskih orbitala (GAO). Primjenjeni su Morganovi indeksi proširene povezanosti nultoga, prvoga i drugoga reda, kako za HFG tako i za GAO.     Homeless Veterans: VA Should Improve Reporting on the Benefits Provided by Leases of Unneeded Property

    [Excerpt] Federal real property is on GAO’s high risk list partly because some agencies, like VA, have large amounts of underutilized or vacant space. In an effort to develop some of these unneeded properties, VA has worked with private partners to convert its unneeded space into supportive housing for veterans and other purposes using EULs. Congress included a provision in statute for GAO to review VA’s EUL program. This report examines: 1) VA’s authorities for managing unneeded property and providing homeless veteran housing; 2) VA’s internal control design for monitoring EULs and collecting accurate data; and 3) VA’s estimates of the financial effect of EULs. To conduct this work, GAO reviewed federal laws and VA guidance, and analyzed VA models for determining an EUL’s financial effect for two lease types: supportive housing and improved VA operations, since these two lease types had the greatest number of EULs. GAO reviewed two EULs from each lease type, selected based on the dollar amount of net benefits. GAO compared VA’s design of the EUL program’s internal control activities to federal standards and interviewed VA officials. Testing the effectiveness of VA’s internal controls was not within GAO’s scope

    Let G be any abelian group and {a_sG_s}_{s=1}^k be a finite system of cosets of subgroups G_1,...,G_k. We show that if {a_sG_s}_{s=1}^k covers all the elements of G at least m times with the coset a_tG_t irredundant then [G:G_t]\le 2^{k-m} and furthermore k\ge m+f([G:G_t]), where f(\prod_{i=1}^r p_i^{alpha_i})=\sum_{i=1}^r alpha_i(p_i-1) if p_1,...,p_r are distinct primes and alpha_1,...,alpha_r are nonnegative integers. This extends Mycielski's conjecture in a new way and implies a conjecture of Gao and Geroldinger.     Temporary Assistance for Needy Families: Update on Families Served and Work Participation

    [Excerpt] The Temporary Assistance for Needy Families (TANF) program, created in 1996, is one of the key federal funding streams provided to states to assist low-income families. A critical aspect of TANF has been its focus on employment and self-sufficiency, and the primary means to measure state efforts in this area has been TANF’s work participation requirements. When the Deficit Reduction Act of 2005 (DRA) reauthorized TANF, it also made changes that were generally expected to strengthen these work requirements. Given the impending extension or reauthorization of TANF, this testimony primarily draws on previous GAO work to focus on (1) how the welfare caseload and related spending have changed since TANF was created and (2) how states have met work participation rates since DRA. To address these issues, in work conducted from August 2009 to May 2010, GAO analyzed state data reported to the Department of Healthand Human Services (HHS); surveyed state TANF administrators in 50 states and the District of Columbia; conducted site visits to Florida, Ohio, and Oregon, selected to provide geographic diversity and variation in TANF program characteristics; and reviewed relevant federal laws, regulations, and research. In July 2011, GAO updated this work by analyzing state data reported to HHS since that time. In addition, GAO gathered information on caseload changes through its forthcoming work on TANF child-only cases

    Drawing on the existing scholarly studies that have gone beyond the misogynist paradigm, such as those by Mabel Lee, Gilbert Fong, Terry Siu-han Yip, Kwok-kan Tam, and Mary Mazzilli, I intend to explore the connection between the Zen Buddhist comprehension of Dao and the representation of women in Gao Xingjian’s novels and plays. As desire and sexual relationships play a very crucial part in the realm of Zen, the role of women is inevitably bound up with self-awareness and self-reflection, which are enshrined by Gao Xingjian as necessary on the path toward individual enlightenment. According to Gao, even if women’s roles are socially and culturally constructed or sometimes become a privileged trope of defying social convention, the truth that emerges from secular life often incorporates the spirituality into women’s unique biological and psychological construction, immune to men’s full understanding but inexorably furnishing a way leading to the state of Zen

    Retirement Security: Improved Guidance Could Help Account Owners Understand the Risks of Investing in Unconventional Assets

    [Excerpt] Federal law places few restrictions on the types of investments allowable in tax-favored retirement accounts, such as IRAs or employer-sponsored 401(k) plans. Recent federal and state investigations and litigation have raised questions as to whether investing in unconventional assets may jeopardize the accounts’ tax-favored status, placing account owners’ retirement security at risk. GAO was asked to examine issues related to the potential risks and responsibilities associated with investments in unconventional assets. GAO examined: (1) what is known about the prevalence of accounts that invest in unconventional assets; (2) how these accounts are managed; and (3) what challenges are associated with administering these retirement accounts. GAO reviewed relevant federal laws, regulations, and guidance; analyzed data collected from the retirement industry; analyzed available industry documents; and reviewed 334 related consumer complaints collected from three federal agencies and two independent entities
