    Reflections on the practices of brazilian urban planning: errors that repeat

    The crisis of the planning estabilished on the 1970 decade, the historical changes occurred in Brazil on the 1980 years, the strong of neoliberal ideology, the globalization ideas and the performance of the consultants are important elements to the understanding of the legitimation process of the dominant paradigms on the urban research and on the accomplished planning practices, in general, of the great urban projects. This article establishes connections between the historical context of Brazil and the diffusion of new ideas. The objective of this paper is to propose reflections about the interfaces between the actual planning practices and the urban utopians elaborated on the XIX century.Peer Reviewe

Sua importância no contexto da sociedade contemporânea extravasa a função de identidade simbólica, oferecendo um território para as manifestações coletivas, tanto como um espaço para expressão individual como um palco aberto para a vida da comunidade. Com a notável expansão urbana na qual vivemos, constantemente, nos grandes centros, surgem as questões: como estes parques urbanos sobrevivem em meio à cidade contemporânea e como estão sendo apropriados? As mudanças que incidem na cidade contemporânea geram uma nova atitude na compreensão dos espaços públicos. A transformação na estrutura econômica e social, além das mudanças espaciais, faz com que surjam novas territorialidades, trazendo muitas vezes conflitos entre os atores institucionais e os cidadãos. Neste contexto, o espaço público ganha um novo significado, político, ideológico, social e ambiental. Com este trabalho, pretende-se analisar o conceito de parque urbano, buscando entender como o Parque Américo Renné Gianetti, em Belo Horizonte, e o Passeio Público, em Curitiba, vêm sobrevivendo em meio às novas demandas das metrópoles, além de buscar estabelecer uma relação entre a apropriação dos citadinos com tais parques. Como estudo de caso, serão analisados e comparados, bem como já mencionado, os parques Passeio Público, situado em Curitiba-PR e Parque Américo Renné Gianetti, em Belo Horizonte - MG. A escolha destes dois parques se deu por serem, ambos, os primeiros parques implantados nas duas capitais, sendo importantes no contexto histórico e cultural do final do século XIX. Com essa proposta, a pesquisa entra no eixo temático Gestão do Patrimônio no Ambiente Construído, levantando a seguinte questão: como os parques urbanos podem contribuir para termos cidades com mais consciência ambiental, humanizadas e para a valorização dos mesmos como Patrimônio Cultural e Ambiental?The public space plays a decisive role in the built environment, establishing itself as an affirmation of the democratic balance between private and public dimension in the city. Its importance in the context of contemporary society goes beyond a symbolic identity, providing a territory for collective manifestations, both as a space for individual expression as an open stage for community life. With the notable urban sprawl we live constantly in large centers, the question is how these urban parks survive amid the contemporary city and how they are being appropriated. The changes that impact on contemporary city produce a new attitude in the understanding of public spaces. The transformation in the economic and social structure, in addition to spatial changes, gives rise to new territoriality, bringing often conflicts between institutional actors and citizens. In this context, public space has a new, political, ideological, social and environmental meaning. This work has as a purpose to analyze the concept of urban park, seeking to understand how Park Américo Renné Giannetti, in Belo Horizonte, and the Public Garden, in Curitiba, have survived among the new demands of the metropolis, as well as trying to establish a relationship between the appropriations of city dwellers with such parks. As a case study, as mentioned before, we have analyzed and compared two parks: Public Garden, located in Curitiba PR, and Park Américo Renné Giannetti, in Belo Horizonte - MG. They have been chosen by being the first parks settled in both capitals, having an importance in historical and cultural context in the latest XIX century. With this proposal, the search enters the main theme " Heritage Management in the Built Environment " , raising the question: how urban parks can contribute to have cities with more environmental awareness, humanized and its recovery as Cultural and Environmental Heritage
