Sustainable Landscape Development with Regional Parks - Overcoming Problems of Landscape Multifunctionality in Urban Agglomerations
Urban agglomerations all over Europe are growing at the expense of the surrounding landscapes. Given the enormous growth of built-up land for settlement and transport use within recent decades in Western and Southern Europe and, more recently, comparable trends within Central and Eastern European EU accession states landscape and open space policy in urban regions is an emerging core issue and action field for targeted sustainable spatial development (Office for Publications of the European Communities 1999). For European urban regions strategies and instruments to secure and improve open spaces play an important role because quality of life, the image of the region as well as international competitive capacity are tightly linked with the existence of valuable open space structures. Although Germany has a comparatively well-developed system of landscape protection (e.g. landscape planning, nature protection) and inclusion of landscape issues in the political instruments of town and regional planning, every day 105 ha of open space is transformed into sealed land. Conflicts between ecological and socio-economic aspects tend to obstruct the implementation of traditional landscape policy instruments, which frequently ignore the multifunctionality of urban landscapes (Apolinarski/Gailing/Röhring 2004). For these reasons in some urban regions protagonists involved in landscape policy have recognized that metropolitan open space depends not only on the top-down approach of public landscape protection, but also on active landscape management and development. They have established Regional parks in order to enhance the value of open spaces by means of project-oriented regional management. Improving living conditions and mobilising urban landscape is to be achieved by the collaborative implementation of local projects and by overcoming problems of institutional interplay (Young 2002) between fields such as local recreation, sustainable agriculture, nature protection, protection of cultural heritage or landscape architecture. In the sense of multifunctional landscape management individual open space interests are integrated and the status of open space is strengthened in a holistic approach. Former âresidual spaceâ can thus acquire a lobby in formal planning processes. Case studies of the âBerlin-Brandenburger Regionalparksâ, the âRegionalpark RheinMainâ and the âEmscher Landschaftsparkâ demonstrate that Regional parks are an innovative form of regional governance in agglomerations and urban surroundings (Gailing 2004). Despite problems like the underestimation of agricultural land use or the dependence on public finances, Regional parks can be identified as efficient tools to strengthen the status of the landscape in urban and regional policies. By bridging the gap between conception and implementation they are complementary to existing formal planning processes.

Suburbane Kulturlandschaften als HandlungsrÀume - Institutionenprobleme und Governance-Formen
Der Beitrag befasst sich aus der Perspektive der sozialwissenschaftlichen Institutionen- und Governance-Forschung mit suburbanen Kulturlandschaften. Dazu werden suburbane Kulturlandschaften als HandlungsrĂ€ume sowie die mit ihrer kollektiven Entwicklung verbundenen Institutionenprobleme thematisiert. Der Beitrag stellt hierzu zunĂ€chst die Governance kulturlandschaftlicher HandlungsrĂ€ume in deutschen Stadtregionen im Ăberblick vor; eine vertiefte Betrachtung erfahren Regionalparks und andere regionale GrĂŒnsysteme. AnschlieĂend werden am Beispiel des Barnim im nordöstlichen Berliner Stadtumland grundsĂ€tzlich relevante Institutionenprobleme suburbaner Kulturlandschaftsgestaltung erörtert. Hierzu gehören eine gegenĂŒber ruralen Kulturlandschaften verschĂ€rfte "interplay"-Problematik, komplexe Vorstellungen zu Kulturlandschaftsimages und AusprĂ€gungen regionaler IdentitĂ€ten angesichts hybrider Landnutzungsformen und Lebensweisen zwischen Stadt und Land sowie verschĂ€rfte "problems of fit" durch eine administrative Zersplitterung des suburbanen Raums insbesondere im Ăbergangsbereich zur Kernstadt. AbschlieĂend wird, verbunden mit einem Ausblick auf Fragen der sozialen Konstruktion suburbaner Kulturlandschaften, ein ResĂŒmee gezogen.This paper examines suburban cultural landscapes from the perspective of social science research into institutions and governance. Suburban cultural landscapes are investigated as spheres of action and attention paid to the institutional problems linked to their collective development. The governance of cultural landscape spheres of action in German urban regions is reviewed, with close attention being paid to regional parks and other regional systems of green areas. The example of Barnim to the north-east of Berlin serves to illustrate relevant institutional problems of suburban cultural landscape design. These include problems caused by the, in comparison to rural cultural landscapes, more intense interplay and more complex cultural landscape images and regional identities. This is due to the prevalence of hybrid land uses and ways of life that fall between urban and rural as well as exacerbated problems of fit arising from the administrative fragmentation of suburban space, particularly in the transition zone heading towards the inner city. The paper closes with a resume that includes consideration of the social construction of suburban cultural landscapes

Semantische AnnÀherung an "Landschaft" und "Kulturlandschaft"
Die Vielfalt möglicher (Kultur-)Landschaftsbegriffe bildet den Hintergrund zahlreicher Debatten, die seit Jahrzehnten mit groĂer Heftigkeit in unterschiedlichen Arenen gefĂŒhrt werden. Ziel des Beitrags ist es, diese Debatten zumindest ausschnittsweise zu reflektieren und, soweit möglich, zu strukturieren. Dazu werden zunĂ€chst einige Begriffstypologien anderer Autoren vorgestellt. Sodann wird ein eigener Orientierungsrahmen vorgeschlagen. AuĂerdem wird die MehrdimensionalitĂ€t des semantischen Feldes aufgezeigt, das mit den Wörtern âLandschaftâ und "Kulturlandschaft" zusammenhĂ€ngt. Auf dieser Grundlage ist es leichter möglich, zwischen "Kulturlandschaft" und "Raum" sowie zwischen "Kulturlandschaft" und "Landschaft" zu differenzieren. AbschlieĂend werden einige Möglichkeiten erörtert, das Wort "Kulturlandschaft" mit suburbanen RĂ€umen in Verbindung zu bringen. Der Beitrag wurde aus einer diskurstheoretischen Sicht geschrieben. Er beruht auf der Auswertung vorwiegend deutschsprachiger wissenschaftlicher Publikationen der letzten Jahre aus den Bereichen Geographie, Raumplanung, Ăkologie, Landschaftsarchitektur, Architektur, Sozialwissenschaften und Raumplanung.The multiplicity of possible (cultural) landscape concepts has formed the basis of many vigorous debates that have been held in various arenas for decades. The aim of this paper is to reflect at least on some aspects of these debates and to provide as far as possible some structure to them. First, typologies of terminology used by other authors are reviewed and then an alternative framework is proposed. In addition, the multidimensionality of the semantic field linked to the words âlandscapeâ and âcultural landscapeâ is demonstrated. A basis is thus provided that makes it easier to differentiate between âcultural landscapeâ and âspaceâ, and between âcultural landscapeâ and âlandscapeâ. In conclusion, several ways of connecting the word âcultural landscapeâ to suburban spaces are considered. The paper takes a discourse theory perspective and is based on an evaluation of mostly German-language publications of recent years from the spheres of geography, spatial planning, ecology, landscape architecture, architecture and social sciences

Socio-spatial dimensions in energy transitions: Applying the TPSN framework to case studies in Germany
Energy transitions cannot be fully grasped without appreciating their spatial implications. This paper takes up the idea of conceptualizing the socio-spatial dimensions of energy transitions and examines the respective value of the Territory, Place, Scale, and Network (TPSN) framework. The fundamental contribution of this framework is to move the focus of the debate away from whether one ontology of the socio-spatial is âbetterâ than another. By applying the TPSN framework to emblematic cases of regional energy spaces in Germany, we realized that the dynamics of different fields of action within an energy transition are characterized in each case by a specific pattern of the four socio-spatial dimensions and related strategies. The paper concludes with a discussion of the benefits and the shortcomings of the framework as it relates to understanding energy transitions. The fundamental role of place-making at a nexus with territorializations, as well as the additional importance of networking and rescaling strategies, are to be understood with the additional factors of the role of governance spaces, the upscaling of local experiments, powerful space-related discourses, and the socio-materiality of spaces
Kulturlandschaft als regionales Gemeinschaftsgut: vom Kulturlandschaftsdilemma zum Kulturlandschaftsmanagement
Unter Verwendung sozialwissenschaftlicher AnsĂ€tze der GĂŒter- und Institutionentheorie
werden in diesem Beitrag Gemeinschaftsgutaspekte und TriebkrÀfte der Kulturlandschaftsentwicklung
thematisiert und im Kontext von drei unterschiedlichen Problemstellungen dargestellt:
Am Beispiel der Landwirtschaft wird erlÀutert, wie nutzungsorientierte Institutionensysteme
die Kulturlandschaftsentwicklung beeinflussen. Anhand von Seen und ihren
Uferzonen werden Konflikte zwischen ĂŒbergeordneten gesellschaftlichen AnsprĂŒchen und
individuellen Nutzungsinteressen erörtert. Die Analyse von Regionalparks als Governance-
Form zeigt Möglichkeiten auf, wie neben staatlichen Institutionen, die fĂŒr die Kulturlandschaft
zustĂ€ndig sind, ein dynamisches Kulturlandschaftsmanagement möglich ist. Zusammenfassend werden Erkenntnisse der Gemeinschaftsgutforschung fĂŒr den Umgang mit
Kulturlandschaften in der Raumordnung abgeleitet.Applying three approaches derived from theories of goods and institutions current in the
social sciences, this paper focuses on the aspect of communal assets and on the driving forces
underlying the development of cultural landscapes. These are outlined within the context of
three different problem areas: agriculture serves to illustrate the way in which the development
of cultural landscapes may be influenced by use-oriented institutional systems; lakes
and the banks of lakes demonstrate the conflicts over use which exist between the overriding
needs of society and the interests of individuals; an analysis of regional parks, as one form of
governance, demonstrates a dynamic management concept for cultural landscapes in metropolitan
regions to set alongside the public-sector institutions usually responsible for cultural
landscapes. In a final summary, lessons are drawn from research into communal assets on how
spatial planning should deal with the issue of cultural landscapes
