    PROGRAM MANAGEMENT PRACTICES: COMPARISON BETWEEN DOD AND NASA

    The Government Performance and Results Act Modernization Act of 2010 emphasized the necessity of partnerships between federal agencies to achieve common goals. In order to successfully execute cross-agency programs and projects, it is important to understand processes and policies across organizational boundaries. Knowing where guidance overlaps, converges, and diverges can help better inform program and project managers. This project compares and contrasts program and project management practices of two government agencies: the Department of Defense (DOD) and National Aeronautics and Space Administration (NASA). DOD’s big-A and little-a acquisitions are compared with relevant NASA Policy Directives and NASA Procedural Requirements in order to identify similarities and differences. These similarities and differences are then assessed against the twelve program management principles identified in the Project Management Body of Knowledge to finally inform a strengths, weaknesses, opportunities, and threats (SWOT) analysis. The comparison shows more similarities than differences. Similarities resulted in common strengths to both DOD and NASA, for instance a culture of innovation and focus on tailoring. Differences informed possible best practices, such as DOD’s multiple acquisition pathways for time-phased and product-based programs and NASA’s structured tailoring approach.Civilian, National Aeronautics and Space AdministrationApproved for public release.     Role of soil texture, clay mineralogy, location, and temperature in coarse wood decomposition—a mesocosm experiment

    Of all the major pools of terrestrial carbon (C), the dynamics of coarse woody debris (CWD) are the least understood. In contrast to soils and living vegetation, the study of CWD has rarely relied on ex situ methods for elaborating controls on decomposition rates. In this study, we report on a mesocosm incubation experiment examining how clay amount (8%, 16%, and 24% clay), clay type (soil reconstructed with kaolinite vs. montmorillonite), wood placement (on litter layer surface, at the litter layer–soil interface, buried in the mineral soil), and laboratory incubation temperature (10°, 20°, or 30°C) control decomposition rates of highly standardized stakes and blocks of coarse aspen wood. Clay type effect was pronounced, with wood decomposing more quickly in kaolinite- than in montmorillonite-amended soils, perhaps due to a combined effect of moisture and microbial access to the substrate. Clay amount had only very limited effect on wood decomposition, which was a function of contact with the mineral soil (Surface \u3c Interface \u3c Mineral), perhaps due to greater contact with the decomposer community. Temperature effects were significant and dependent on interactions with clay type and wood placement. Effects of temperature on wood decomposition declined as the effects of soil variables increased, suggesting a hierarchy of controls on wood decomposition rates. Both water content and temperature had a strong effect on wood decomposition. Our results highlight that multiple interacting factors likely regulate wood decomposition processes.     Effect of Cry1Ab Protein on Rhizobacterial Communities of Bt-Maize over a Four-Year Cultivation Period

    Background: Bt-maize is a transgenic variety of maize expressing the Cry toxin from Bacillus turingiensis. The potential accumulation of the relative effect of the transgenic modification and the cry toxin on the rhizobacterial communities of Btmaize has been monitored over a period of four years. Methodology/Principal Findings: The accumulative effects of the cultivation of this transgenic plant have been monitored by means of high throughput DNA pyrosequencing of the bacterial DNA coding for the 16S rRNA hypervariable V6 region from rhizobacterial communities. The obtained sequences were subjected to taxonomic, phylogenetic and taxonomicindependent diversity studies. The results obtained were consistent, indicating that variations detected in the rhizobacterial community structure were possibly due to climatic factors rather than to the presence of the Bt-gene. No variations were observed in the diversity estimates between non-Bt and Bt-maize. Conclusions/Significance: The cultivation of Bt-maize during the four-year period did not change the maize rhizobacterial communities when compared to those of the non-Bt maize. This is the first study to be conducted with Bt-maize during such a long cultivation period and the first evaluation of rhizobacterial communities to be performed in this transgenic plant using Next Generation Sequencing

    Differential Attraction of Malaria Mosquitoes to Volatile Blends Produced by Human Skin Bacteria

    The malaria mosquito Anopheles gambiae sensu stricto is mainly guided by human odour components to find its blood host. Skin bacteria play an important role in the production of human body odour and when grown in vitro, skin bacteria produce volatiles that are attractive to A. gambiae. The role of single skin bacterial species in the production of volatiles that mediate the host-seeking behaviour of mosquitoes has remained largely unknown and is the subject of the present study. Headspace samples were taken to identify volatiles that mediate this behaviour. These volatiles could be used as mosquito attractants or repellents. Five commonly occurring species of skin bacteria were tested in an olfactometer for the production of volatiles that attract A. gambiae. Odour blends produced by some bacterial species were more attractive than blends produced by other species. In contrast to odours from the other bacterial species tested, odours produced by Pseudomonas aeruginosa were not attractive to A. gambiae. Headspace analysis of bacterial volatiles in combination with behavioural assays led to the identification of six compounds that elicited a behavioural effect in A. gambiae. Our results provide, to our knowledge, the first evidence for a role of selected bacterial species, common on the human skin, in determining the attractiveness of humans to malaria mosquitoes. This information will be used in the further development of a blend of semiochemicals for the manipulation of mosquito behaviour
