    The environmental "trade balance" between Scotland and the rest of the UK : an inter-regional input-output and SAM analysis

    We use an inter-regional input-output (IO) and social accounting matrix (SAM) pollution attribution framework to serve as a platform for sub-national environmental attribution and trade balance analysis. While the existence of significant data problems mean that the quantitative results of this study should be regarded as provisional, the inter-regional economy-environment IO and SAM framework for Scotland and the rest of the UK (RUK) allows an illustrative analysis of some very important issues. There are two key findings. The first is that there are large environmental spillovers between the regions of the UK. This has implications in terms of the devolution of responsibility for achieving targets for reductions in emissions levels and the need for policy co-ordination between the UK national and devolved governments. The second finding is that whilst Scotland runs an economic trade deficit with RUK, the environmental trade balance relationship for the main greenhouse gas, CO2, runs in the opposite direction. In other words, the findings of this study suggest the existence of a CO2 trade surplus between Scotland and the rest of the UK. This suggests that Scotland is bearing a net loss in terms of pollutants as a result of inter-union trade. However, if Scotland can carry out key activities, such as electricity generation, using less polluting technology, it is better for the UK as a whole if this type of relationship exists. Thus, the environmental trade balance is an important part of the devolution settlement

    An extension and application of the Leontief pollution model for waste generation and disposal in Scotland

    Solid waste generation, treatment and disposal are important policy concerns for the Scottish Parliament. As a result of the Environment Act 1995, a National Waste Strategy for Scotland was introduced with the general aim of reducing the amount of waste produced and dealing with what is produced in more sustainable ways. This implies the need for an empirical framework to inform policymakers regarding the relationship between economic activity and waste generation, treatment and disposal and the likely impacts of any policy actions or other disturbances on all types of sustainability indicators. In this paper we report on a study to develop an extended input-output (IO) system of the type originally proposed in the seminal paper by Leontief (1970). This involves extending the standard IOaccounts to take account of pollution or waste generation as an additional output accompanying production and consumption activities in the economy and of the activity required to clean up (or prevent) these unwanted outputs. The extension of IO tables to take account of pollution/waste generation is relatively widespread in the literature. It is usually achieved through the introduction of physical pollution/waste-output coefficients, and has been previously applied to Scotland for the case ofair pollution (see McNicoll & Blackmore, 1993, McGregor et al, 2001). Such an approach allows us to examine the impact of the economy on the environment, in terms of the amount of pollution/waste emitted as a result of economic activity. However, it does not allow us to track the feedback from the environment to the economy in terms of the resources used in environmental cleaning. If we areinterested in this aspect, we need to identify the input structure of any pollution abatement or waste disposal activities and identify columns in the IO tables representing cleaning activities

    Background/Aims: Pharmacological and morphological studies suggest that the gut mucosal immune system and local neuropeptide-containing neurones interact. We aimed to determine whether gut immune cells are targets for calcitonin gene-related peptide (CGRP), which has potent immune regulatory properties. Methods: Using density gradient centrifugation, rat lamina propria mononuclear cells (LP-MNCs) and intra-epithelial lymphocytes (IELs) were isolated. RT-PCR was employed for the detection of mRNA of rat calcitonin receptor-like receptor (CRLR), which is considered to represent the pharmacologically defined CGRP receptor-1 subtype, as well as mRNA of the receptor activity-modifying proteins, which are essential for CRLR function and determine ligand specificity. A radioreceptor assay was employed for the detection of specific CGRP binding sites. Results: RT-PCR and DNA sequencing showed that LP-MNCs and IELs express CRLR. Incubation of isolated LP-MNCs with radiolabelled alphaCGRP revealed the existence of specific binding sites for CGRP. Conclusion: These novel data indicate that mucosal immune cells of the rat gut are a target for CGRP and provide significant evidence that CGRP functions as an immune regulator in the gut mucosa.     Measuring Active-Sterile Neutrino Oscillations with a Stopped Pion Neutrino Source

    The question of the existence of light sterile neutrinos is of great interest in many areas of particle physics, astrophysics, and cosmology. Furthermore, should the MiniBooNE experiment at Fermilab confirm the LSND oscillation signal, then new measurements are required to identify the mechanism responsible for these oscillations. Possibilities include sterile neutrinos, CP or CPT violation, variable mass neutrinos, Lorentz violation, and extra dimensions. In this paper, we consider an experiment at a stopped pion neutrino source to determine if active-sterile neutrino oscillations with delta-m greater than 0.1 eV2 can account for the signal. By exploiting stopped pi+ decay to produce a monoenergetic nu_mu source, and measuring the rate of the neutral current reaction nu_x + 12C -> nu_x +12C* as a function of distance from the source, we show that a convincing test for active-sterile neutrino oscillations can be performed.Comment: 10 pages, 9 figure

    Functional Plasticity in Somatosensory Cortex Supports Motor Learning by Observing.

    An influential idea in neuroscience is that the sensory-motor system is activated when observing the actions of others [1, 2]. This idea has recently been extended to motor learning, in which observation results in sensory-motor plasticity and behavioral changes in both motor and somatosensory domains [3-9]. However, it is unclear how the brain maps visual information onto motor circuits for learning. Here we test the idea that the somatosensory system, and specifically primary somatosensory cortex (S1), plays a role in motor learning by observing. In experiment 1, we applied stimulation to the median nerve to occupy the somatosensory system with unrelated inputs while participants observed a tutor learning to reach in a force field. Stimulation disrupted motor learning by observing in a limb-specific manner. Stimulation delivered to the right arm (the same arm used by the tutor) disrupted learning, whereas left arm stimulation did not. This is consistent with the idea that a somatosensory representation of the observed effector must be available during observation for learning to occur. In experiment 2, we assessed S1 cortical processing before and after observation by measuring somatosensory evoked potentials (SEPs) associated with median nerve stimulation. SEP amplitudes increased only for participants who observed learning. Moreover, SEPs increased more for participants who exhibited greater motor learning following observation. Taken together, these findings support the idea that motor learning by observing relies on functional plasticity in S1. We propose that visual signals about the movements of others are mapped onto motor circuits for learning via the somatosensory system

    The minimum intervention principle and the uncontrolled manifold hypothesis state that our nervous system only responds to force perturbations and sensorimotor noise if they affect task success. This idea has been tested in muscle and joint coordinate frames and more recently using workspace redundancy (e.g., reaching to large targets). However, reaching studies typically involve spatial and or temporal constraints. Constrained reaches represent a small proportion of movements we perform daily and may limit the emergence of natural behavior. Using more relaxed constraints, we conducted two reaching experiments to test the hypothesis that humans respond to task-relevant forces and ignore task-irrelevant forces. We found that participants responded to both task-relevant and -irrelevant forces. Interestingly, participants experiencing a task-irrelevant force, which simply pushed them into a different area of a large target and had no bearing on task success, changed their movement trajectory prior to being perturbed. These movement trajectory changes did not counteract the task-irrelevant perturbations, as shown in previous research, but rather were made into new areas of the workspace. A possible explanation for this behavior change is that participants were engaging in active exploration. Our data have implications for current models and theories on the control of biological motion

    340 years of atmospheric circulation characteristics reconstructed from an eastern Antarctic Peninsula ice core

    Copyright @ 2006 American Geophysical Union (AGU)Precipitation delivery mechanisms for Dolleman Island (DI), located off the east coast of the Antarctic Peninsula, are investigated using reanalysis and back trajectory data. The Southern Annular Mode (SAM) and ENSO are both shown to influence precipitation delivery and event size. Precipitation delivery variability is compared against the interannual variation of chemical data from two DI ice cores. Nitrate concentration in the cores is strongly linked with the ratio of easterly to westerly back trajectories arriving at DI, as described by a Cross-Peninsula Index (CPI) defined in this paper. This CPI is used subsequently to reconstruct the atmospheric circulation characteristics for the 340-year ice core record. The analysis highlights a period of increased easterlies during 1720–1780 and an increase in westerlies for 1950–1980, the latter concomitant with a positive SAM trend and western Peninsula warming. The reconstruction also reveals periods when polynyas may have been present in the Weddell Sea

    The Victorian goat meat industry is a significant contributor to export earnings, which is derived largely from the harvest of feral goats. The potential for exports of farmed goat meat into Asian product markets is being developed in a supply chain approach with producers, processors, exporters and Asian importers. Producers have been networked in four locations to improve supply capability and participate in production and economic benchmarking. In the absence of an existing market for premium farmed goat meat, a larger group of producers are cooperating with a marketer to develop a niche market in the Asian food service sector. This presents a challenge to the group in developing commercial relationships and playing a role in the marketing of their goat meat
