    Government Role in Road Toll Collection: The Coimbatore Bypass Experience

    India has the second largest road system in the world with a road length of 3.3 million kms. In the past 50 years, while the aggregate length of the roads has increased eightfold, the traffic has increased to almost twentyfold, resulting in congestion. To reduce the congestion and improve road quality, the central and state governments have focused on road development projects in the recent years. Public private partnerships have also been leveraged through the Build, Operate and Transfer (BOT) framework. This paper discusses various issues in toll based BOT projects, with the focus on a specific case study. L&T Transportation Infrastructure Limited, the BOT operator has been facing financial problems, experiencing a difficult time collecting tolls from the Athupalam Bridge segment of the Coimbatore Bypass project. Though the government has been trying to resolve the problem, it has not arrived at any positive solution as yet. This paper highlights the lessons from the Coimbatore Bypass experience for the future road BOT projects.

    Chile's 1981 reform revolutionized pension design and created a system that was lauded and emulated widely. The main feature of the system was the creation of state-mandated, privately managed individual pension capitalization accounts based on contributions of employees. After nearly three decades of experience, there is a reassessment of the extent to which the pension system has achieved its objectives, particularly with respect to coverage and adequacy. In March 2006, the newly elected President Bachelet set up a Presidential Advisory Council on Pension Reform under the chairmanship of Mario Marcel to evaluate the existing pension system. This paper examines the rationale and the nature of the recommendations made by the Council. The analysis focuses on the structure of the proposed new pension system and risk-sharing implications of different pillars of the system, the accessibility of the existing pension system in terms of coverage, particularly for women and self-employed persons, the impact of reform on transaction costs; investment policies and management and their implications for rates of return and financial market development. The implications of the new system on pension design and policy debate in Asian countries are addressed. The paper suggests that must imbibe lessons from countries such as Chile and urgently undertake the task of constructing sustainable, robust and adequate pension systems and social safety nets.Chile, Asia, Pension Reform

    Stabilized Lateritic Blocks Reinforced With Fibrous Coir Wastes

    Tropical countries are rich in lateritic soil, a naturally available raw material for building construction. But its potential in block making is not yet satisfactorily explored. This paper focuses on an experimental investigation for improvising stabilized lateritic blocks (SLB) with coir cutting wastes from coir industry as reinforcing elements. Lateritic soil used in this study showed a higher percentage of clay content. Hence it was pre-stabilized with sand and cement. Blocks were prepared by stabilizing it further with waste fibrous additives and tested for strength and durability. Considerable improvement in strength (compressive strength @19% and tensile strength @ 9%) and durability characteristics were exhibited by the new fiber reinforced lateritic blocks (FRLB) with fiber content of 0.5%. These blocks can be successfully proposed for load bearing construction and as well as for earthquake resistant structure

It used as tea in many places. An ointment prepared from the leaves of Eupatorium odoratum is has been shown to promote the healing of soft tissue wounds by enhancing the proliferation and migration of fibroblast. It has been identified that the presence of antioxidants and other bioactive compounds might have helped the people to use the leaves and roots of this plant as natural medicine. It used as medicinal as well as ornamental plant. Successive extracts from dried flowers of Eupatorium odoratum were investigated for the presence of phytochemicals. Methanol extract was used for the phytochemical and antibacterial studies. Aqueous extracts of Eupatoriumodoratum was used for the insecticidal and larvicidal activity. As a result it was found that the plant flowers have insecticidal and larvicidal activity and a slight range of antibacterial activity. Aqueous extract exhibited the presence of enzyme polyphenol oxidase. The extract was subjected to ammonium sulfate precipitation and dialysis to precipitate proteins. It was then eluted out using ion exchange chromatography and partially purified. The PPO have a wide range of applications, it is an important natural component in dye industry, it is good for bioremediation as it cleaves phenol rings of many of the petroleum compounds which cause soil pollution
