    Policy Issues of e-Commerce Technology Diffusion in Southeast Nigeria: The Case of Small Scale Agribusiness

    The benefits brought about by the emergence of e-commerce, e-business and other Information Communication Technologies (ICTs) applications have not been fully explored in the developing economies of the world. The less developed economies are still struggling to catch up with ICT application as opposed to its heavy deployment in the developed economies. Empirical evidence suggests that ICTs and other related technologies are increasingly emerging in the communities of the developing economies such as Nigeria. Rural actors engaged in the Agricultural industries (Agribusiness) feel that the implementation of ICTs can influence the development of new business processes and the way existing processes are organised. In the Southeast of Nigeria, which is a typical example of a less developed community, the impact of e-business technologies has yet to be determined. This paper identifies two classical traditional agribusiness supply chains and hence reports on the impact of e-commerce technology diffusion along the equilibrium of the supply chains, focusing on the elimination of intermediary actors from the chain. It provides an assessment of the Governments’ policies and strategies on e-commerce adoption for the sustainability of small-scale agricultural businesses. The paper examines the politics surrounding ICT implementations by actors engaged in the agribusiness sector. This research has motivated The South East State Government, in collaboration with the Federal Government, to give closer attention to their earlier policy of making Nigeria an ICT-enabled country

    An Analysis of the Impact of Affirmative Action Programs on Self-Employment in the Construction Industry

    The main findings of this paper are that despite the existence of various affirmative action programs designed to improve the position of women and minorities in public construction, little has changed in the last twenty five years. We present evidence showing that where race conscious affirmative action programs exist they appear to generate significant improvements: when these programs are removed or replaced with race-neutral programs the utilization of minorities and women in public construction declines rapidly. We show that the programs have not helped minorities to become self-employed or to raise their earnings over the period 1979-2004, using data from the Current Population Survey and the Census, but have improved the position of white females. There has been a growth in incorporated self-employment rates of white women in construction such that currently their rate is significantly higher than that of white men. The data are suggestive of the possibility that some of these companies are 'fronts' which are actually run by their white male spouses or sons to take advantage of the affirmative action programs.

    Asymptotic dynamics of the exceptional Bianchi cosmologies

    In this paper we give, for the first time, a qualitative description of the asymptotic dynamics of a class of non-tilted spatially homogeneous (SH) cosmologies, the so-called exceptional Bianchi cosmologies, which are of Bianchi type VI−1/9_{-1/9}. This class is of interest for two reasons. Firstly, it is generic within the class of non-tilted SH cosmologies, being of the same generality as the models of Bianchi types VIII and IX. Secondly, it is the SH limit of a generic class of spatially inhomogeneous G2G_{2} cosmologies. Using the orthonormal frame formalism and Hubble-normalized variables, we show that the exceptional Bianchi cosmologies differ from the non-exceptional Bianchi cosmologies of type VIh_{h} in two significant ways. Firstly, the models exhibit an oscillatory approach to the initial singularity and hence are not asymptotically self-similar. Secondly, at late times, although the models are asymptotically self-similar, the future attractor for the vacuum-dominated models is the so-called Robinson-Trautman SH model instead of the vacuum SH plane wave models.Comment: 15 pages, 6 figures, submitted to Class.     Asymptotic silence-breaking singularities

    We discuss three complementary aspects of scalar curvature singularities: asymptotic causal properties, asymptotic Ricci and Weyl curvature, and asymptotic spatial properties. We divide scalar curvature singularities into two classes: so-called asymptotically silent singularities and non-generic singularities that break asymptotic silence. The emphasis in this paper is on the latter class which have not been previously discussed. We illustrate the above aspects and concepts by describing the singularities of a number of representative explicit perfect fluid solutions.Comment: 25 pages, 6 figure

    Bianchi VIII vacuum solutions to Einstein's equations are causally geodesically complete to the future, given an appropriate time orientation, and the objective of this article is to analyze the asymptotic behaviour of solutions in this time direction. For the Bianchi class A spacetimes, there is a formulation of the field equations that was presented in an article by Wainwright and Hsu, and we analyze the asymptotic behaviour of solutions in these variables. We also try to give the analytic results a geometric interpretation by analyzing how a normalized version of the Riemannian metric on the spatial hypersurfaces of homogeneity evolves.Comment: 34 pages, no figure

    Asymptotic self-similarity breaking at late times in cosmology

    We study the late time evolution of a class of exact anisotropic cosmological solutions of Einstein's equations, namely spatially homogeneous cosmologies of Bianchi type VII0_0 with a perfect fluid source. We show that, in contrast to models of Bianchi type VIIh_h which are asymptotically self-similar at late times, Bianchi VII0_0 models undergo a complicated type of self-similarity breaking. This symmetry breaking affects the late time isotropization that occurs in these models in a significant way: if the equation of state parameter Îł\gamma satisfies γ≀4/3\gamma \leq 4/3 the models isotropize as regards the shear but not as regards the Weyl curvature. Indeed these models exhibit a new dynamical feature that we refer to as Weyl curvature dominance: the Weyl curvature dominates the dynamics at late times. By viewing the evolution from a dynamical systems perspective we show that, despite the special nature of the class of models under consideration, this behaviour has implications for more general models.Comment: 29 page
