To achieve sustainable inclusive and sustainable development, national governments used gender and development as the framework of action. But to able to do this, diffusion of gender and development goals must reach the grassroots level, for people participation is dependent upon this knowledge. To assess the level of diffusion of gender and development working principles to the grassroots level, descriptive survey was conducted. Research participants were the local leaders and GAD advocates. Local leaders were elected officials of the community duly elected by residents. GAD advocates were residents who were designated by local leaders as focal persons for GAD programs, activities, and plans. Results showed that the level of knowledge is low indicating that GAD concepts have not reached the grassroots level. Furthermore, it was found out that adherence to harmful sociocultural gender-based issues and concerns is linked to the low level of knowledge. Toward this end, training programs aimed to target the gender mainstreaming and people participation need to be designed to speed up the gender mainstreaming goal as an approach for inclusive and equitable development for both men and women
