Place-based approaches to child and family services
This paper synthesizes the conceptual and empirical literature on place-based approaches to meeting the needs of young children and their families. A specific focus of the paper is on the potential contribution of place-based approaches to service reconfiguration and coordination.
Outline
The paper begins by outlining the sweeping social changes that have occurred in developed nations over the past few decades and their impact on children, families and communities. It explores the ‘joined up’ problems faced by families and communities in the contemporary world, and highlights the need to reconfigure services to support families more effectively. The paper then focuses on ‘joined up’ solutions, on what we know about how to meet the challenges posed by the complex problems that characterise our society. Next, the paper explores what a place-based approach involves, and what role it can play in supporting families with young children.
The rationale underpinning place-based approaches is outlined and the evidence for the effectiveness of the approach is summarised. The paper then looks at what can be learned from efforts to implement place-based initiatives in Australia and overseas, and explores the issues that need to be addressed in implementing this strategy. The ways in which the early childhood service system might be reconfigured are also considered, and the paper ends with a consideration of the policy and implementation implications. 
Modelling Water Trade in the Southern Murray-Darling Basin
Released in November 2004, the paper uses TERM-Water, a bottoms-up regional CGE model of the Australian economy, to examine the regional effects of expanding trade of irrigation water in the southern Murray- Darling Basin. The study finds that water trading dampens the impact of water allocation cuts on gross regional product (GRP). The benefits of introducing trading within irrigation districts are greater than the further benefits of expanding trade to between these regions. Optimizing Aircraft Availability: Where to Spend Your Next O&M Dollar
In the current fiscally constrained environment, the Air Force must allocate resources where they are most needed and will be most effectively used. For aircraft, this means spending money on weapon systems in a manner that optimizes aircraft availability rates, thereby maximizing the warfighting capability of the Air Force. With that in mind, this thesis endeavors to improve the analytical capability of the Air Force by demonstrating a definitive link between operations and maintenance (O&M) spending and aircraft availability rates. In order to do that, explanatory regression models are developed that show the relationship between O&M spending and AA rates, while controlling for as many other significant variables as the data allow. Ultimately, this research was unable to show that aircraft availability rates are significantly influenced by changes in O&M spending; however, suggestions for future research and potential policy implications are discussed

One way to view the development of the media literacy movement is through the various different ways in which strains of media literacy education have been called on to allay fears that accompanying new media technologies. This article focuses on how one media literacy organization,The LAMP, deals with two very different arenas —the internet safety arena and the news literacy arena--where fear of digital media has created narrow pockets of concern seeking narrow solutions. 1D to 3D Crossover of a Spin-Imbalanced Fermi Gas
We have characterized the one-dimensional (1D) to three-dimensional (3D)
crossover of a two-component spin-imbalanced Fermi gas of 6-lithium atoms in a
2D optical lattice by varying the lattice tunneling and the interactions. The
gas phase separates, and we detect the phase boundaries using in situ imaging
of the inhomogeneous density profiles. The locations of the phases are inverted
in 1D as compared to 3D, thus providing a clear signature of the crossover. By
scaling the tunneling rate with respect to the pair binding energy, we observe
a collapse of the data to a universal crossover point at a scaled tunneling

An optical nanocavity incorporating a fluorescent organic dye having a high quality factor
We have fabricated an L3 optical nanocavity operating at visible wavelengths that is coated with a thin-film of a fluorescent molecular-dye. The cavity was directly fabricated into a pre-etched, free-standing silicon-nitride (SIN) membrane and had a quality factor of Q = 2650. This relatively high Q-factor approaches the theoretical limit that can be expected from an L3 nanocavity using silicon nitride as a dielectric material and is achieved as a result of the solvent-free cavity-fabrication protocol that we have developed. We show that the fluorescence from a red-emitting fluorescent dye coated onto the cavity surface undergoes strong emission intensity enhancement at a series of discrete wavelengths corresponding to the cavity modes. Three dimensional finite difference time domain (FDTD) calculations are used to predict the mode structure of the cavities with excellent agreement demonstrated between theory and experiment
