Empowering Small Donors in Federal Elections

An effective new public matching funds system in which citizens direct the distribution of public funds to candidates would fundamentally change the way our campaigns are financed. The system would decrease the opportunities for corruption of federal officeholders and government decisions, and provide candidates with an alternative means for financing their elections without being obligated to special interest funders. Most importantly, the system would restore citizens to their rightful pre-eminent place in our democracy

Interview with Fred Wertheimer by Diane Dewhirst

Biographical NoteFred Wertheimer was born on January 9, 1939, in Brooklyn, New York. He is a graduate of the University of Michigan and Harvard Law School. From 1981 to 1995 he served as president of Common Cause, a nonpartisan citizens’ lobby, and he worked with Senator Mitchell on campaign finance reform issues while he was president of Common Cause. At the time of this interview he was president of Democracy 21, a nonprofit organization that promotes the government reform of campaign finance, lobbying, and ethics. He is married to Linda Wertheimer, the senior national correspondent for National Public Radio. Campaign Finance Reform: The Unfinished Agenda

In 1974, following the Watergate scandal, Congress enacted major campaign finance reform legislation. The legislation created a revolutionary new public financing system for our presidential campaigns, but it left congressional campaigns to be financed totally by private money. The presidential public financing system has worked well. Despite some incremental problems, the system has accomplished its basic goal of allowing individuals to run for the presidency without becoming dependent on their financial backers. The system for financing congressional cam paigns, on the other hand, is out of control and in need of fundamental reform. The inappropriate role of special interest political action commit tees (PACs) in influencing congressional elections and congressional decisions is the single biggest problem facing the political process.
