    Improving local search heuristics for some scheduling problems - I

    Local search techniques like simulated annealing and tabu search are based on a neighborhood structure defined on a set of feasible solutions of a discrete optimization problem. For the scheduling problems P2Cmax,1precCiP2||C_{max}, 1|prec|\sum C_i and 1Ti1||\sum T_i we replace a simple neighborhood by a neighborhood on the set of all locally optimal solutions. This allows local search on the set of solutions that are locally optimal

    Very few African countries have the resources to provide optimum paediatric cardiac services to their largely indigent populations. In the current era, in countries with access to modern paediatric cardiac care, mortality for congenital heart disease occurs more often in adulthood than in childhood. This level of care is largely unavailable in Africa. The Walter Sisulu Paediatric Cardiac Centre for Africa was set up in 2003 as a public-private collaborative initiative to extend modern paediatric cardiac care to the continent. Three core functions form the basis of our operations: service delivery, training, and research. This communication reviews our experience with this effort over an eight-year period. We have performed 2 023 procedures on 1 738 patients including a large proportion of neonates and infants with an overall mortality of 7.1%. Our charity arm sponsored 21.5% of these patients. We have encountered problems peculiar to the African context which we discuss. We also describe innovative techniques in management of specific patient populations. Our training efforts yielded two qualified paediatric cardiac surgeons who now work at the centre and two additional surgeons are in training. We have participated in research leading to publication of papers in peer-reviewed journals. In spite of our achievements, we recognise the enormous challenges faced by the continent in terms of paediatric cardiac care. An attempt has been made to quantify the burden of congenital disease in Africa to guide planning and training. We offer recommendations on how to address some of these pressing health issues for children of the continent

    This article describes the operation of the near-infrared wavefront sensing based Adaptive Optics (AO) system CIAO. The Coud\'e Infrared Adaptive Optics (CIAO) system is a central auxiliary component of the Very Large Telescope (VLT) interferometer (VLTI). It enables in particular the observations of the Galactic Center (GC) using the GRAVITY instrument. GRAVITY is a highly specialized beam combiner, a device that coherently combines the light of the four 8-m telescopes and finally records interferometric measurements in the K-band on 6 baselines simultaneously. CIAO compensates for phase disturbances caused by atmospheric turbulence, which all four 8 m Unit Telescopes (UT) experience during observation. Each of the four CIAO units generates an almost diffraction-limited image quality at its UT, which ensures that maximum flux of the observed stellar object enters the fibers of the GRAVITY beam combiner. We present CIAO performance data obtained in the first 3 years of operation as a function of weather conditions. We describe how CIAO is configured and used for observations with GRAVITY. In addition, we focus on the outstanding features of the near-infrared sensitive Saphira detector, which is used for the first time on Paranal, and show how it works as a wavefront sensor detector.Comment: 12 pages, 8 figures, accepted for publication in Instruments (open access journal from mdpi

    In search of the authentic nation: landscape and national identity in Canada and Switzerland

    While the study of nationalism and national identity has flourished in the last decade, little attention has been devoted to the conditions under which natural environments acquire significance in definitions of nationhood. This article examines the identity-forming role of landscape depictions in two polyethnic nation-states: Canada and Switzerland. Two types of geographical national identity are identified. The first – what we call the ‘nationalisation of nature’– portrays zarticular landscapes as expressions of national authenticity. The second pattern – what we refer to as the ‘naturalisation of the nation’– rests upon a notion of geographical determinism that depicts specific landscapes as forces capable of determining national identity. The authors offer two reasons why the second pattern came to prevail in the cases under consideration: (1) the affinity between wild landscape and the Romantic ideal of pure, rugged nature, and (2) a divergence between the nationalist ideal of ethnic homogeneity and the polyethnic composition of the two societies under consideration
