    The evaluation of convergence evolution process of nano-bio-info-cogno technologies

    Najbolj obetajoče nove tehnologije so informacijske tehnologije, biotehnologija, energetska tehnologija in nanotehnologija, kot so strokovnjaki že leta 2000 začeli opozarjati na prvi konferenci Nacionalne fundacije za znanost iz ZDA. Učinki znanstveno tehnološkega razvoja in konvergentnih tehnologij namreč pod vprašaj postavljajo pravi namen sodobnih inovacij, hkrati pa kličejo po oblikovanju in merjenju parametrov konvergence, ki se danes dogaja na različnih področjih človekovega delovanja. Raziskave in razvoj predstavljajo ključno determinanto za doseganje evolucije nano, bio, informacijskih in kognitivnih tehnologij (NBIC tehnologij), s tem pa učinkov znanstveno tehnološkega razvoja in konvergentnih tehnologij ter njihovih konkurenčnih prednosti. Na podlagi teorij o NBIC konvergenci, njenih področjih in dejavnikih, ter življenjskega cikla razvoja novih medijev smo oblikovali evolucijski model NBIC konvergence, predstavili njene parametre in razvili model celovitega opcijskega vrednotenja konvergence. Model smo tudi verificirali z rezultati opravljene empirične raziskave. Na osnovi teorije pojavov nove ekonomije, teorije realnih opcij in kazalnikov stanja raziskovalnega in inovacijskega sistema pa smo izvedli kvantitativno in kvalitativno vrednotenje načrtovanih in že izvajanih razvojno-raziskovalnih projektov v podjetjih in institucijah, ki smo jih obravnavali v raziskavi. V doktorski disertaciji smo poleg nosilnega teoretskega in empiričnega okvira predstavili še zgodovinsko teoretski okvir znanosti, tehnologije, družbe, konvergence in konvergentnih tehnologij. Proučili smo tudi raziskave in tehnološki razvoj v Evropi, vključno z analizo uspešnosti Slovenije v okvirnih programih Evropske unije, predstavili teorije raziskovalnih politik, ter raziskovalni in inovacijski sistem v Sloveniji. Na podlagi rezultatov raziskave smo podali tudi predloge za izboljšave sistema.In 2000, at the first Conference of the National Foundation for Science from the United States experts started to draw attention to information technology, biotechnology, energy technology and nanotechnology as most promising new technologies. Effects of scientific and technological development and convergence of technologies are challenging the right purpose of modern innovation, while calling for the creation and measurement of convergence parameters that is happening today in various areas of human activity. Research and the development represent a key determinant for achieving the evolution of nano, bio, information and cognitive technologies (NBIC technologies), and thus the effects of scientific technological development and convergence of technologies and their competitive advantages. Based on theories of NBIC convergence, its areas and factors, and life cycle development of new media we design evolutionary model of NBIC convergence, present its parameters and develop a holistic option valuation model of convergence. The model is verified by results of our own empirical research. On the basis of the theory of the phenomena of the new economy, the theory of real options and indicators of the state of research and innovation system, we proceed by quantitative and qualitative valuation of planned and already implemented research and development projects in companies and institutions that have been discussed in the study. In this doctoral thesis in addition to supporting theoretical and empirical framework we presented historic and theoretical framework for science, technology, society, convergence and converged technologies. We studied the research and technological development in Europe, including an analysis of the performance of Slovenia in the framework programs of the European Union, described the theories of research policies and research and innovation system in Slovenia. Based on the results of our survey we also offer suggestions for improvements to the system
