    The peer group effect and the optimality properties of head and income taxes

    This paper studies a Tiebout model with two school districts, housing markets and peer effects to re-evaluate the optimality properties of the allocation of households to districts induced by head and income taxes. The main novel results reveal that head taxes are not superior to income taxes and that the indirect redistribution implied by income taxation is not necessarily at odds with location optimality or associated to welfare losses. Many combinations of head taxes differentiated by household type can sustain the optimal outcome as an equilibrium. While this may not be possible using differentiated income taxes, a combination of non-differentiated ones and differentiated head taxes levied on the residents of the rich district can lead to the optimal outcome and effect significant local redistribution. In turn, non-differentiated head taxes are suboptimal (unless optimality requires one of the districts to be type-homogeneous) and a combination of uniform income taxes and head taxes levied on the rich district's population can do as well as them. Moreover, non-differentiated income taxes may generate smaller welfare losses than their lump-sum counterpart, a result which clashes with the benefit view of head taxes.Tiebout; peer effects; head tax, income tax; optimality

    Income Stratification Across Public and Private Education: The Multi-community Case

    This paper analyses the question of which households opt out of public education in a multi-community economy with local school finance and housing markets. In particular, the objective is to investigate whether perfect income stratification across public and private educational sectors predicted by single jurisdiction models and by multiple jurisdiction ones without housing markets holds in this setting. Nechyba (1999) has shown that the existence of a fixed stock of heterogeneous houses can prevent perfect income stratification from arising in equilibrium. Here we demonstrate that, even with homogeneous housing, perfect income stratification is not assured. On the contrary, it is possible to find equilibria in which households from intermediate income intervals use private schools, while richer ones prefer to send their youths to a local public school of higher quality. The emergence of very high quality public schools that attract students from the best-off households and survive the competition of private schools is therefore possible. The paper identifies a new way whereby housing markets affect how the market for education works.

    On the utility representation of asymmetric single-peaked preferences*

    We introduce two natural types of asymmetric single-peaked preferences, which we name biased-above and biased-below, depending on whether the asymmetry (or preference-bias) favors alternatives above or below the peak. We de.ne a rich family of utility functions, the generalized distance-metric utility functions, that can represent preferences biased-above or biased-below, besides accommodating any degree of asymmetry. We also identify restrictions on differentiable utility representations that guarantee the underlying preferences to be biased-above or below, and allow to compare degrees of asymmetry.     On the Political Economy of University Admission Standards

    We study the political determination of the proportion of students attending university when access to higher education is rationed by admission tests. Parents differ in income and in the ability of their unique child. They vote over the minimum ability level required to attend public universities, which are tuition-free and financed by proportional income taxation. University graduates become high skilled, while the other children attend vocational school and become low skilled. Even though individual preferences are neither single-peaked nor single-crossing, we obtain a unique majority voting equilibrium, which can be either classical (with 50% of the population attending university) or ends-against- the-middle, with less than 50% attending university (and parents of low and high ability children favoring a smaller university system). The majority chosen university size is smaller than the Pareto efficient level in an ends-against-the-middle equilibrium. Higher income inequality decreases the majority chosen size of the university. A larger positive correlation between parents income and childs ability leads to a larger university populated by a larger fraction of rich students, in line with the so-called participation gap. Our results are robust to the introduction of private schooling alternatives, financed with fees

    A Knowledge-Based Entrepreneurial Approach for Business Intelligence in Strategic Technologies: Bio-Mems

    We propose a knowledge-based entrepreneurial (KBE) approach for business intelligence in strategic technologies at industrial sectors. The KBE approach is at the convergence of business intelligence and knowledge management and is used for advising users in business decisions and potential risks. Our approach comprises both a technology roadmap model as well as a knowledge-based entrepreneurial portal for various technologies. We use the Biological-Micro-Electrical-and- Mechanical-Systems industry (Bio-MEMS) to illustrate the approach. The technology roadmap model identifies the main actors, defines their roles and specifies the issues to be addressed. It handles information about main products, market trends, companies, research centers, application domains, products, standardization, and intellectual properties issues. The portal provides knowledge about the main actors through automation facilities based on digital libraries, searching and knowledge extraction from databases, data-ware houses and the Web. We explain how the KBE is helping Bio-MEMS users in business analysis

    Biocomponents from Opuntia robusta and Opuntia streptacantha fruits protect against diclofenac-induced acute liver damage in vivo and in vitro

    This study aimed to investigate whether Opuntia spp-extracts protect against diclofenac (DF)-induced hepatotoxicity. Rats were pretreated with Opuntia extracts, betanin (Bet) and N-acetylcysteine (NAC) followed by a single challenge of diclofenac. Liver tissue was collected for biochemical and histological analysis. Primary rat hepatocytes were treated with diclofenac (400 mu mol/L) with and without pretreatment with Opuntia extract. Apoptosis was measured by caspase-3 activity and necrosis by Sytox green staining. RNA was isolated, and realtime qPCR was performed to assess mRNA levels of stress and apoptosis-related genes MnSOD (SOD2), GADD45B and P53. ROS production was measured using the fluorescent MitoSOX assay. Results demonstrated that Opuntia spp-extracts protect against DF-induced liver toxicity via reducing oxidative stress and the inhibition of P53

    Comparative Efficacy of Botulinum Toxin in Salivary Glands vs. Oromotor Therapy in the Management of Sialorrhea in Cerebral Palsy Impact on Sleep Quality

    AimsThe aim of this study was to compare the effects of intraglandular abobotuliniumtoxinA application and oromotor therapy in the management of sialorrhea in patients with cerebral palsy and its effect on sleep quality.MethodsA comparative study (n = 134), mean age 7.1 years (± 3.9 years) was performed in pediatric patients, between the efficacy of abobotuliniumtoxinA in salivary glands and oromotor therapy (JT), with a control group receiving exclusive oromotor therapy (EOMT). Demographic variables, as well as Gross Motor Function Classification System (GMFCS), Drooling Severity and Frequency Scale (DSFS), Sleep Disturbance Scale for Children (SDSC) and Eating and Drinking Ability Classification System (EDACS) were analyzed in 134 patients considering two measurements 6 months apart. Statistical analysis was developed between both groups.ResultsThe greatest improvement in safety and efficacy of swallowing were those in the JT group with initial levels of EDACS IV and V. Both therapies result in favorable changes of all subscales means of SDSC, with joint therapy showing the greater benefit (p = 0.003) over EOMT (p = 0.06), especially for Sleep Breathing Disorders and Disorders of initiating and maintaining sleep (p < 0.01 vs. p = 0.07). No major adverse effects were found, only those expected from the application of the toxin, such as pain, mild, and transient local inflammation.InterpretationA correlation between frequency and intensity of sialorrhea, with the frequency of sleep disorders and dysphagia was found. Conventional EOMT proved to be useful, improving the safety and efficacy of swallowing, sialorrhea and sleep disorder, however it can be enhanced with the application of abobotuliniumtoxinA

    Emergence of genetically unrelated NDM-1-producing Acinetobacter pittii strains in Paraguay

    The New Delhi metallo-β-lactamase (NDM-1) was initially identified in Escherichia coli and Klebsiella pneumoniae isolates in Sweden, from a patient previously hospitalized in India.1 To date, NDM producers in Latin America have been scarce, and associated with species of Enterobacteriaceae from Guatemala, Mexico, Colombia and Brazil, although in Honduras it was reported in Acinetobacter baumannii.2?6 Here, we report two genetically unrelated NDM-1-producing Acinetobacter pittii isolates identified in Paraguay. Since 1996, the Pan American Health Organization (PAHO) has supported a regional surveillance system, the Antimicrobial Resistance Surveillance Network in Latin America (ReLAVRA), that includes 794 laboratories from 20 Latin American countries, including their respective reference laboratories.7 This network provides reliable, timely and reproducible microbiological data in order to improve patient care. A regional protocol for the detection of carbapenemases has been harmonized and implemented through ReLAVRA. Briefly, metallo-β-lactamase (MBL) production is suspected in isolates that exhibit decreased susceptibility to carbapenems (CLSI criteria) and a positive synergy test result between a disc containing 10 μg of imipenem and a disc containing 750 μg of EDTA plus 1900 μg of sodium thioglycolate.8 During 2012, following the ReLAVRA algorithm, the National Health Laboratory of Paraguay confirmed an MBL phenotype in two Acinetobacter spp. isolates recovered from a single hospital.
