    Proposal for a Performance Dashboard for the Monitoringof Water and Sewage Service Companies (WaSCs)

    The water and sewage industry provides an essential service to the community, but it is characterized by natural monopoly tendencies of service suppliers. In this framework, it is very important to assist regulators with a small set of critical indicators (performance dashboard) for the evaluation and monitoring of the service provided by Water and Sewage Companies (WaSCs). The paper originates from the analysis of situation of Piemonte (Italy), where each regional and local body adopts a proprietary Performance Measurement System (PMS). In order to improve the coordination of information flow and to support the definition of common service standards, a methodology to merge existing PMSs and define a unique shared reference system is proposed. The Kaplan and Norton's Balanced Scorecard (BSC) is adopted as the reference model of this approach. BSC is widely recognized to be an exhaustive and balanced framework in describing the performances of an organization and ensures that all the operational aspects of WaSCs are adequately monitored. The output of the proposed procedure is a general performance dashboard for the monitoring of WaSCs. The dashboard is shown and some remarks about indicators properties are developed. In particular, this analysis highlights some common pitfalls originated by a ‘rushed' aggregation of several performance indicators. Description is supported by several example

    Publication and patent analysis of European researchers in the field of production technology and manufacturing systems

    This paper develops a structured comparison among a sample of European researchers in the field of Production Technology and Manufacturing Systems, on the basis of scientific publications and patents. Researchers are evaluated and compared by a variegated set of indicators concerning (1) the output of individual researchers and (2) that of groups of researchers from the same country. While not claiming to be exhaustive, the results of this preliminary study provide a rough indication of the publishing and patenting activity of researchers in the field of interest, identifying (dis)similarities between different countries.     Battery choice and management for New Generation Electric Vehicles

    Different types of electric vehicles (EVs) have been recently designed with the aim of solving pollution problems caused by the emission of gasoline-powered engines. Environmental problems promote the adoption of new-generation electric vehicles for urban transportation. As it is well known, one of the weakest points of electric vehicles is the battery system. Vehicle autonomy and, therefore, accurate detection of battery state of charge (SoC) together with battery expected life, i.e., battery state of health, are among the major drawbacks that prevent the introduction of electric vehicles in the consumer market. The electric scooter may provide the most feasible opportunity among EVs. They may be a replacement product for the primary-use vehicle, especially in Europe and Asia, provided that drive performance, safety, and cost issues are similar to actual engine scooters. The battery system choice is a crucial item, and thanks to an increasing emphasis on vehicle range and performance, the Li-ion battery could become a viable candidate. This paper deals with the design of a battery pack based on Li-ion technology for a prototype electric scooter with high performance and autonomy. The adopted battery system is composed of a suitable number of cells series connected, featuring a high voltage level. Therefore, cell equalization and monitoring need to be provided. Due to manufacturing asymmetries, charge and discharge cycles lead to cell unbalancing, reducing battery capacity and, depending on cell type, causing safety troubles or strongly limiting the storage capacity of the full pack. No solution is available on the market at a cheap price, because of the required voltage level and performance, therefore, a dedicated battery management system was designed, that also includes a battery SoC monitoring. The proposed solution features a high capability of energy storing in braking conditions, charge equalization, overvoltage and undervoltage protection and, obviously, SoC information in order to optimize autonomy instead of performance or vice-versa

    The cosmic infrared background (CIB) radiation is the cosmic repository for energy release throughout the history of the universe. Using the all-sky data from the COBE DIRBE instrument at wavelengths 1.25 - 100 mic we attempt to measure the CIB fluctuations. In the near-IR, foreground emission is dominated by small scale structure due to stars in the Galaxy. There we find a strong correlation between the amplitude of the fluctuations and Galactic latitude after removing bright foreground stars. Using data outside the Galactic plane (∣b∣>20deg⁡|b| > 20\deg) and away from the center (90deg⁡<l<270deg⁡90\deg< l <270\deg) we extrapolate the amplitude of the fluctuations to cosec∣b∣=0|b|=0. We find a positive intercept of ήFrms=15.5−7.0+3.7,5.9−3.7+1.6,2.4−0.9+0.5,2.0−0.5+0.25\delta F_{\rm rms} = 15.5^{+3.7}_{-7.0},5.9^{+1.6}_{-3.7}, 2.4^{+0.5}_{-0.9}, 2.0^{+0.25}_{-0.5} nW/m2/sr at 1.25, 2.2,3.5 and 4.9 mic respectively, where the errors are the range of 92% confidence limits. For color subtracted maps between band 1 and 2 we find the isotropic part of the fluctuations at 7.6−2.4+1.27.6^{+1.2}_{-2.4} nW/m2/sr. Based on detailed numerical and analytic models, this residual is not likely to originate from the Galaxy, our clipping algorithm, or instrumental noise. We demonstrate that the residuals from the fit used in the extrapolation are distributed isotropically and suggest that this extra variance may result from structure in the CIB. For 2\deg< \theta < 15^\deg, a power-spectrum analysis yields firm upper limits of (\theta/5^\deg) \times\delta F_{\rm rms} (\theta) < 6, 2.5, 0.8, 0.5 nW/m2/sr at 1.25, 2.2, 3.5 and 4.9 mic respectively.     ISOCAM observations in the Lockman Hole - II The 14.3 micron deep survey: data reduction, catalogue and source counts

    We present a new analysis of the ISOCAM 14.3 micron deep survey in a 20x20 square arcmins area in the Lockman Hole. This survey is intermediate between the ultra-deep surveys and the shallow surveys in the ELAIS fields. The data have been analyzed with the method presented by Lari et al. (2001). We have produced a catalogue of 283 sources detected above the 5-sigma threshold, with fluxes in the interval 0.1-8 mJy. The catalogue is 90% complete at 1 mJy. The positional accuracy, estimated from the cross-correlation of infrared and optical sources, is around 1.5 arcsec. The search for the optical counterparts of the sources in the survey is performed on a medium-deep r' band optical image (5-sigma depth of r'=25), making use of the radio detections when available. The photometry has been checked through simulations and by comparing the data with those presented in a shallower and more extended ISOCAM survey in the Lockman Hole, that we have presented in a companion paper. Only 15% of the 14.3 micron sources do not have an optical counterpart down to r'=25 mag. We use the 6.7/14.3 micron colour as a star/galaxy separator, together with a visual inspection of the optical image and an analysis of the observed Spectral Energy Distribution of the ISOCAM sources. The stars in the sample turn out to be only 6% of the sample. We discuss the 14.3 micron counts of extragalactic sources, combining our catalogue with that obtained from the shallower ISOCAM survey. The data in the two surveys are consistent, and our results fully support the claims in previous works for the existence of an evolving population of infrared galaxies, confirming the evident departure from non-evolutionary model predictions.Comment: Version accepted by Astronomy and Astrophysics.     A Joint Evaluation Methodology for Service Quality and User Privacy in Location Based Systems

    Pervasive and ubiquitous applications provide novel and exciting services leveraging on a multitude of data obtained from people's devices, adapting the computation to the context in which the user currently is. This improves the service quality of these applications, which can provide a more tailored configuration of the application itself depending on the user context and needs. In these scenarios privacy is of paramount importance, since users must be also be protected against the misuse of their personal data. Analyzing ubiquitous systems in terms of service quality and privacy issues is however a challenging task, due to the heterogeneity of the possible attacks, which makes it difficult to compare two applications. In this paper we propose a novel methodology to jointly evaluate the service quality and the privacy issues in ubiquitous applications in an extensible and comparable way, building on the data available in each part of the system to be analyzed, and defining service qualities and privacy issues so that they can be easily re-used in other analyses. Our evaluation on a candidate application highlights the benefits of our proposal, showing the dependency between privacy levels and service quality, and paving the way for a novel methodology for the definition of these scenarios

    Duality for a boundary driven asymmetric model of energy transport

    We study the asymmetric brownian energy, a model of heat conduction defined on the one-dimensional finite lattice with open boundaries. The system is shown to be dual to the symmetric inclusion process with absorbing boundaries. The proof relies on a non-local map transformation procedure relating the model to its symmetric version. As an application, we show how the duality relation can be used to analytically compute suitable exponential moments with respect to the stationary measure
