Taxpayers' Response to Tax Rate Changes: A Canadian Panel Study
Taxpayers may respond to changes in income tax rates in several manners. One way to classify them is to distinguish between behavioural changes (changes in labour supply, changes in the weights of the different types of labour income, changes in saving behaviour, etc.) and income reporting changes (timing, evasion, ...). Consequently, there might not be a perfectly proportional relationship between tax rate changes and tax revenues. This paper presents a methodology for the estimation of 1)income and 2)number of taxpayer elasticities with respect to marginal income tax rates. The model considers shares of total income and number of taxpayer for three income classes: medium (100,000), high (150,000) and highest ( - 100 000 - 150 000 et plus). La méthodologie proposée est appliquée à un panel de données provinciales au Canada au cours de la période 1972-1996. Des résultats spécifiques sont présentés pour trois sous-périodes (1972-1976, 1977-1987 et 1988-1996). Ces sous-périodes correspondent aux différents régimes fiscaux qu'a connus le Canada entre 1972 et 1996. Les résultats indiquent des réactions significatives des contribuables à revenus élevés et trÚs élevés durant la période 1988-1996. Les résultats obtenus du modÚle portant sur le nombre de contribuables indiquent également qu'une part importante de la réaction s'explique par la migration des contribuables entre les classes de revenu.Tax rates, income elasticity, panel data, Taux d'impÎt, impÎt sur le revenu, données de panel
Does a Specific Union Impact on Wage Increases? Evidence from Canada, 1985-2007
The purpose of this note is to examine the effect of belonging to a specific union on negotiated wage increases, given unionisation status. The data consist of all collective agreements with more than 500 employees, which were signed in Quebec (N=632) or Ontario (N=1349) during the 1985-2007 period. The model used is a standard wage equation with the negotiated rate of increase of base wages, annualized as the dependent variable and four dichotomous variables for a specific union, the CPI and the unemployment rate two quarters before the collective agreements, the presence or not of a cost of living agreements in the collective agreement and eighteen industrial dichotomous variables. We find with one exception no evidence that one union is better than another in obtaining higher wage growth. Les attributs linguistiques et la dĂ©termination du revenu des hommes au QuĂ©bec en 1971 : les groupes dâĂąge et dâĂ©ducation
This paper examines the role that language skills play in the determination of the labour earnings of Quebec males in 1971 both for all males and for age and education specific subgroups. The first part of the paper presents the conceptual framework and the gross earnings differences between anglophones and francophones in Quebec. The second part describes the data and the variables used and the third and fourth parts contain the regression results and a discussion of the economic meaning of these results. In a nutshell these results indicate that knowing English is a more highly rewarded skill than knowing French in Quebec in 1970 and that the returns vary with the age but not with the education of Quebec males

Ătant donnĂ© les contraintes internationales (GATT, libre-Ă©change, etc.), le partage souhaitĂ© ou nĂ©cessaire de certains pouvoirs avec le Canada, les Ă©crits rĂ©cents sur les dĂ©terminants du succĂšs et de la croissance Ă©conomique et sur le fĂ©dĂ©ralisme et la situation particuliĂšre du QuĂ©bec, sociĂ©tĂ© francophone en AmĂ©rique du Nord, nous croyons que ce sont les compĂ©tences rattachĂ©es au capital humain, particuliĂšrement celles portant sur la langue, lâĂ©ducation, la formation et lâimmigration qui sont les plus importantes pour le QuĂ©bec.The purpose of this paper is to review some of the recent writings in the field of growth economics to identify key factors in explaining the success or growth of nations. That done, we examine the link between these factors and the division of powers in Canada to establish, which ones should be held by QuĂ©bec given its distinctiveness in North America. Given international constraints (GATT, free trade, etc.), the desired or required sharing of some powers with Canada, recent writings on the determinants of success and growth and on federalism, and the place of QuĂ©bec as a francophone society in North America, we believe that powers impacting on human capital such as those touching on language, education, training and immigration are the most important ones for QuĂ©bec to control

Ce texte présente les résultats de 15 études traitant des coûts encourus par les firmes ou par les individus de se conformer aux exigences fiscales. On constate que les coûts décroissent avec la taille des firmes et croissent avec la complexité des sources de revenus.This paper presents the results of 15 studies examining the tax compliance costs of businesses and individuals. We find that costs decrease with the size of businesses and increase with the complexity of revenue sources
