    Mobile Water Payment Innovations in Urban Africa

    This study assess mobile payment options for water service bills in four urban African contexts. Systems are evaluated to identify differences in adoption levels and motivations and barriers to uptake; how costs are distributed among water service providers, mobile network operators, and customers; and mobile payment applications and designs. Data was collected through interviews with water service providers, mobile network operators and service regulators, as well as a household survey in one of the study regions and the aid of World Bank and national water regulator data. Mobile water payment adoption rates were low, but there was also evidence that key barriers such as limited awareness, lack of physical proof of payment, and high transaction tariffs, could be overcome. Increased mobile water payment is found to result in considerable savings in time and money for consumers, revenue for mobile network operators, and perhaps most importantly, strengthened finances for water service providers to improve their ability to provide sustainable service

    The use of colloquial words in advanced French interlanguage

    This article addresses the issue of underrepresentation or avoidance of colloquial words in a cross-sectional corpus of advanced French interlanguage (IL) of 29 Dutch L1 speakers and in a longitudinal corpus of 6 Hiberno-Irish English L1 speakers compared with a control of 6 native speakers of French. The main independent variable analysed in the latter corpus is the effect of spending a year in a francophone environment. This analysis is supplemented by a separate study of sociobiographical and psychological factors that affect the use of colloquial vocabulary in the cross-sectional corpus. Colloquial words are not exceptionally complex morphologically and present no specific grammatical difficulties, yet they are very rare in our data. Multivariate regression analyses suggest that only active authentic communication in the target language (TL) predicts the use of colloquial lexemes in the cross-sectional corpus. This result was confirmed in the longitudinal corpus where a t-test showed that the proportion of colloquial lexemes increased significantly after a year abroad

    The Regulation of Biological Pollution: Preventing Exotic Species Invasions from Ballast Water Discharged into California Coastal Waters

    In Part I of this article, we describe ballast water\u27s use, its contribution to biological invasions, and the technical approaches that could be used to combat the problem. In Part II, we describe opportunities for employing existing laws and regulations to manage ballast discharges in California. We first discuss the limitations of international, federal and state laws that have tried to address ballast discharges of exotic organisms as a shipping issue. We then consider the potential for regulating ballast discharges under federal and state laws aimed at controlling water pollution, protecting wildlife, ensuring the assessment, disclosure and mitigation of environmental impacts, and providing for the planning and management of coastal zone development. While we evaluate these laws in terms of their potential application in California, the federal laws and, in many cases, corresponding state laws could be applied in other coastal regions. We conclude by summarizing how existing regulations may provide a comprehensive overall framework for achieving effective regulation of ballast water discharges

    Objective To describe the process of establishing and implementing a social support infant feeding intervention. Design This paper outlines the initial stages of a randomised controlled trial which assessed the effectiveness of a social support intervention on a range of infant feeding outcomes. Details are presented of the processes involved in recruiting, training and supporting a group of volunteers who provided support to the study sample. Setting Camden and Islington, London, UK. Results Initial networking with local agencies and organisations provided invaluable information and contacts. Employing a dedicated volunteer co-ordinator is vitally important in the recruitment, training and support of volunteers. Providing child care and travel expenses is an essential incentive for volunteers with young children. Advertisements placed in local newspapers were the most successful means of recruiting volunteers. Appropriate training is needed to equip volunteers with the necessary knowledge and skills to provide effective support. Particular emphasis in the training focused upon developing the necessary interpersonal skills and self-confidence. The evaluation of the training programme demonstrated that it improved volunteers’ knowledge and reported confidence. The provision of ongoing support is also essential to maintain volunteers’ interest and enthusiasm. The retention of volunteers is, however, a key challenge. Conclusions The processes outlined in this paper have demonstrated the feasibility of successfully establishing, implementing and maintaining a community-based social support infant feeding programme. The experiences described provide useful insights into the practical issues that need to be addressed in setting up a social support intervention

    This paper introduces this themed issue of Critical Social Policy on the question of corporate power. Corporate power is recognized as an important agent in social policy making and delivery. However, to date there has been comparatively little attention to the crucial role that lobbying and corporate 'spin' play in helping to shape policy making contexts. This special issue of Critical Social Policy is concerned to bring such issues to the mainstream of social policy analysis. It is argued here that the rise of spin and public relations is a key feature of neoliberalism in the past two decades. These have worked to reshape policy making, resulting in pronounced changes in the content and process of policy making and it is argued that these have tended to marginalize or undermine democratic processes

    Rhodococcus equi pneumonia is a major cause of morbidity and mortality in neonatal foals. Much effort has been made to identify preventative measures and new treatments for R. equi with limited success. With a growing focus in the medical community on understanding the genetic basis of disease susceptibility, investigators have begun to evaluate the interaction of the genetics of the foal with R. equi. This review describes past efforts to understand the genetic basis underlying R. equi susceptibility and tolerance. It also highlights the genetic technology available to study horses and describes the use of this technology in investigating R. equi. This review provides readers with a foundational understanding of candidate gene approaches, single nucleotide polymorphism-based, and copy number variant-based genome-wide association studies, and next generation sequencing (both DNA and RNA)

    The transcription elongation factor NusA is required for stressinduced mutagenesis in Escherichia coli

    Stress-induced mutagenesis describes the accumulation of mutations that occur in nongrowing cells, in contrast to mutagenesis that occurs in actively dividing populations, and has been referred to as stationary-phase or adaptive mutagenesis. The most widely studied system for stress-induced mutagenesis involves monitoring the appearance of Lac+ revertants of the strain FC40 under starvation conditions in Escherichia coli. The SOS-inducible translesion DNA polymerase DinB plays an important role in this phenomenon. Loss of DinB (DNA pol IV) function results in a severe reduction of Lac+ revertants. We previously reported that NusA, an essential component of elongating RNA polymerases, interacts with DinB. Here we report our unexpected observation that wild-type NusA function is required for stress-induced mutagenesis. We present evidence that this effect is unlikely to be due to defects in transcription of lac genes but rather is due to an inability to adapt and mutate in response to environmental stress. Furthermore, we extended our analysis to the formation of stress-induced mutants in response to antibiotic treatment, observing the same striking abolition of mutagenesis under entirely different conditions. The purpose of this paper is, firstly, to survey the existing definition approaches on architecture. Secondly, we propose a model for architecture design which articulates the potential linkage between two principle concepts: synthesis and abstraction. Our proposal model focuses on abstraction concept and permits an effective top-down design approach.     Climatology of Mid-latitude Ionospheric Disturbances from the Very Large Array Low-frequency Sky Survey

    The results of a climatological study of ionospheric disturbances derived from observations of cosmic sources from the Very Large Array (VLA) Low-frequency Sky Survey (VLSS) are presented. We have used the ionospheric corrections applied to the 74 MHz interferometric data within the VLSS imaging process to obtain fluctuation spectra for the total electron content (TEC) gradient on spatial scales from a few to hundreds of kilometers and temporal scales from less than one minute to nearly an hour. The observations sample nearly all times of day and all seasons. They also span latitudes and longitudes from 28 deg. N to 40 deg. N and 95 deg. W to 114 deg. W, respectively. We have binned and averaged the fluctuation spectra according to time of day, season, and geomagnetic (Kp index) and solar (F10.7) activity. These spectra provide a detailed, multi-scale account of seasonal and intraday variations in ionospheric activity with wavelike structures detected at wavelengths between about 35 and 250 km. In some cases, trends between spectral power and Kp index and/or F10.7 are also apparent. In addition, the VLSS observations allow for measurements of the turbulent power spectrum down to periods of 40 seconds (scales of ~0.4 km at the height of the E-region). While the level of turbulent activity does not appear to have a strong dependence on either Kp index or F10.7, it does appear to be more pronounced during the winter daytime, summer nighttime, and near dusk during the spring.Comment: accepted for publication in Radio Scienc
