Balance of Payments Support Aid in Japan:
Summaries The paper presents an overview of the historical evolution of BOP support aid in Japan, including changes in its policies and modalities. Organizational set?up and evaluation methodologies of official donor agencies such as the Ministry of Foreign Affairs, OECF and EXIM are explained. The methodologies are analyzed in the following two ways: items covered in the evaluations and analytical methods. Lessons and suggestions from their evaluations are as follows: objectives of structural adjustment programmes should be clearly defined; direct indicators for impact should be selected in correspondence with policy measures categorized; and the impact of other factors than structural adjustment, especially project aid, should be separated

There is every indication that changes are likely to take place in the North in the future as a result of rapidly growing demand for natural resources and export of oil and gas from the Arctic regions of Russia surrounding the Arctic Ocean, coupled with improved conditions for navigation due to a change of climate in the area. In view of the great interests at stake for Iceland, the Minister for Foreign Affairs established a working group, under the auspices of the Ministry for Foreign Affairs, to examine the opening of the Northern Sea Route and its significance for Iceland. A thorough evaluation of the Pools' unique approach was essential in order to ensure that, two years after their inception, the Pools not only functioned effectively, but actively added value to DepartmentsÂż individual contributions. In this context, the finding that the progress achieved through the Pools justifies their continuation is particularly important.
