    Infrastructure, planning and the command of time

    ā€‹Governments in many countries have sought to accelerate the time taken to make decisions on major infrastructure projects, citing problems of ā€˜delayā€™. Despite this, rarely has the time variable been given careful empirical or conceptual attention in decision-making generally, or in infrastructure decision-making specifically. This paper addresses this deficit by analysing decision-making on two categories of major infrastructure in the UK ā€“ transport and electricity generation ā€“ seeking both to generate better evidence of the changes to decision times in recent decades, and to generate insights from treating time as resource and tracking its (re)allocation. We find that reforms introduced since 2008 have done relatively little to alter overall decision times, but that there are marked and revealing changes to the allocation of time between decision-making stages. While public planning processes have their time frames tightly regulated, aspects led by developers (e.g. pre-application discussion) are not; arranging finance can have a bigger effect on project time frames, and central government retains much flexibility to manage the flow of time. Speed-up reforms are also sectorally uneven in their reach. This indicates how arguments for time discipline falter in the face of infrastructure projects that remain profoundly politicised

    Cultivating mindfulness:Effects on well-being?

    There has been great interest in determining if mindfulness can be cultivated and if this cultivation leads to well-being. The current study offers preliminary evidence that at least one aspect of mindfulness, measured by the Mindful Attention and Awareness Scale (MAAS; K. W. Brown & R. M. Ryan, 2003), can be cultivated and does mediate positive outcomes. Further, adherence to the practices taught during the meditation-based interventions predicted positive outcomes. College undergraduates were randomly allocated between training in two distinct meditation-based interventions, Mindfulness Based Stress Reduction (MBSR; J. Kabat-Zinn, 1990; n=15) and E. Easwaran\u27s (1978/1991) Eight Point Program (EPP; n=14), or a waitlist control (n=15). Pretest, posttest, and 8-week follow-up data were gathered on self-report outcome measures. Compared to controls, participants in both treatment groups (n=29) demonstrated increases in mindfulness at 8-week follow-up. Further, increases in mindfulness mediated reductions in perceived stress and rumination. These results suggest that distinct meditation-based practices can increase mindfulness as measured by the MAAS, which may partly mediate benefits. Implications and future directions are discussed.     Learning from spiritual models and meditation: A randomized evaluation of a college course

    Effects of two meditation and mindfulness-based spiritual interventions were examined in college undergraduates (N=44). Compared to a control group, both interventions decreased negative religious coping (d=āˆ’0.80, p\u3c.01) and images of God as mainly controlling (d=āˆ’.73, p\u3c.01). One intervention provided more training in tools for learning from community and tradition-based spiritual exemplars. It produced gains in famous or traditional spiritual exemplarsā€™ perceived influence (d=+.81, p\u3c.05) and availability (d=+.66, p\u3c.10), in self-efficacy for learning from spiritual exemplars (d=+.92, p\u3c.05), and in nonmaterialistic aspirations (d=+0.65, p\u3c.05)
