    Material Planning for Remanufacturing Defense Assets

    This paper develops a planning system for depots remanufacturing components of defense assets, such as helicopters, armored cars, and so forth. These depots take in used assets, disassemble them, repair, upgrade and reassemble them to supply US troops and, occasionally, foreign military services of allied nations. Uncertainty in the supply of used components, the yield of good parts, and the demand for remanufactured products makes this a difficult process to manage. This article describes a multi-period material planning system for the process. It covers everything from collection to final delivery. The system is based on material requirements planning, a method familiar to many managers. It uses linear programming to develop purchase recommendations and to schedule the disassembly of the used components.     The impact of remanufacturing in the economy

    Very few durable goods are recovered at the end of their useful lives. However, this situation could reverse with the development of a stronger remanufacturing industry in the economy. This paper evaluates the impact of remanufacturing in a hypothetical situation where remanufacturing holds a significant share of the economy, presently dominated by the original manufacturing industries. It would have direct impacts on the demand for several inputs. We adapt the inter-industry input-output framework with the development of a methodology to consider these changes. Subsequently, we apply the model to the 30-sector aggregation of the French input-output national data to illustrate the nethod and to evaluate the impact that remanufacturing may have on the economy. The analysis assumes that remanufacturing sectors substitute labor and transport services for the usual inputs such as raw materials and semi-finished goods. We find that remanufacturing may satisfy the same final demand from all sectors requiring fewer intermediate resources, with proportionally higher demand of labor

The purpose of this project is to study the effectiveness of spare posturing strategies towards the improvement of operational availability. Possible strategies for positioning of spare parts include inventory augment and sparing models such as readiness-based sparing (RBS) and demand-based sparing (DBS). An alternative strategy is the use of a depot ship with repair and production capabilities through a combination of subtractive manufacturing and additive manufacturing (AM).     Excerpt from the Proceedings of the Nineteenth Annual Acquisition Research SymposiumIn the wake of a major corruption conspiracy, the U.S. Navy reformed husbanding services procedures to increase competition, auditability, and accountability with the end goal of reducing expenditures. The first policy change, Off-Ship Bill Pay (OSBP), formalized a process for procuring, rendering, and paying for husbanding services to increase oversight. The second policy change increased the use of multiple award contracts (MACs) in which multiple vendors are awarded a contract over a region, increasing competition for individual port visits. The purpose of this paper is to analyze the effects of these policy changes on the cost of husbanding services. Multiple regression was used to account for port visit characteristics that affect cost such as ship type and the number of days in port. MACs demonstrated a reduction effect on the cost of port visits. Further, OSBP appears to have a negligible effect on port visit cost after the initial learning curve for both Navy personnel and vendors.Approved for public release; distribution is unlimited
