    Modeling of bioenergy impact on food security of EU countries

    Ensuring the energy and food independence of each state will not only remain important but that its importance will continue to grow given the constant need for the state to properly guarantee the basic needs of the population. However, the rapid development of bioenergy is a potential precondition for the fuel and food conflict over agricultural raw materials. The article examines the relationship between food safety indices and the overall share of energy from renewable sources and bioenergy production in 13 European countries. The main factors characterizing the food security of these countries for the period from 2012 to 2018 are identified. Statistical methods of correlation analysis are used to determine the links between the outlined factors. It is studied that in most countries the prosperity of the bioenergy sector of agricultural enterprises does not affect the main indices of food security. In 5 countries (Poland, Germany, Norway, Spain, the Czech Republic) correlations were found, but for the most part, they are direct. It means that large values of one variable are associated with large values of the other, in other words with increasing the share of bioenergy production and overall share of energy from renewable sources, food safety indices also increase

    This paper analyzes the impact of the collateral value on the assessment of credit risk in the framework of the Advanced IRB approach and proves its impact on the LGD parameter and also provides a statistical analysis of the linear and multifactor models of the LGD score in order to detect a positive correlation. Based on the analysis, factors that influence the cost of collateral and the valuation of LGD are determined. The results of the research confirm the hypothesis put forward in the study that the valuation of collateral provides a significant influence on the measurement and management of the LGD indicator in conditions of building an Advanced IRB approac

    Balanced development of regional economic systems on the basis of smart specialization: european experience and opportunities for Ukraine

    Basis of the research is the fundamental principles of the theories of regional and local economic development and administration, scientific elaborations of foreign scientists and the works of national researchers, which relate to the problems of regional development management. The article uses general scientific and special methods of research, in particular, logical, statistical that of system and comparative analysis and others.In the conditions of increasing integration processes, significant changes are taking place at the regional level of administration in Ukraine. Concession of greater autonomy to the regions, delegation of appropriate authorities concerning organization of the process of socio-economic development increases the complexity of managing regional economic systems. The state has transferred the powers and considerable resources in the sphere of regional development to the regional authorities. It requires the use of modern methods of regional administration that would meet not only a new status of regional economic systems, but also the environmental conditions characterized by a high level of instability. Smart specialization is a new tool of the European Union, which can help Ukraine to build up regional capability, taking into account two important approaches: local conditions and the knowledge economy. These approaches envisage identifying the competitive advantages and assets of the region, use of its innovation and scientific potential. The key to success of launching smart specialization strategy in Ukraine is real cooperation of the local authorities, the scientific community, the civil society and business, which will help Ukraine get an access to collaboration with European subregions, to increase the number of joint projects with the EU, to attract investors and to ensure “smart” use of manpower.     State budget of Ukraine-2023: features of the regulation of financial and economic processes in the conditions of full-scale war

    Статтю присвячено вивченню теоретико-методологічних та прикладних аспектів формування державного бюджету країни як інструменту реалізації соціально-економічної політики, а також окреслено його роль у житті суспільства й окремих індивідів. Окрім цього, детальний аналіз присвячено структурним складовим бюджету, а саме: джерелам формування дохідної частини бюджету, до якої входять податкові та неподаткові надходження, офіційні трансферти, цільові фонди, доходи від операцій з капіталом та інші надходження; особливостям розподілу видаткової частини через дослідження головних напрямів спрямування державних коштів. Всебічно охарактеризовано взаємозв’язок між роллю, функціями та завданнями держбюджету України щодо практичної реалізації передового досвіду економічно стабільних країн світу щодо застосування сучасних технологій бюджетування. Розглянуто специфіку реалізації бюджетної політики у кризовий період із врахуванням особливостей чинного законодавства України. Як наслідок, виявлено місце державного бюджету у фінансовій системі України в умовах повномасштабної війни в розрізі забезпечення пріоритетних секторів економіки. На основі запропонованого головного фінансового плану країни на 2023 рік шляхом застосування економіко-статистичних методів, дедукції, синтезу й аналізу проведено аналізування та систематизацію ключових макро- і мікроекономічних показників для з’ясування сучасних закономірностей, тенденцій і процесів соціально-економічного розвитку країни в умовах воєнного стану. Особливу увагу приділено фінансуванню державою у 2023 році оборонної й соціальної сфери, особливостям соціального забезпечення населення та державного боргу. У статті детально висвітлено наявні проблеми й потенційні загрози у бюджетній системі України 2023 року та запропоновано шляхи їх вирішення відповідно до умов країни, що воює.The article is devoted to the study of theoretical, methodological and applied aspects of the formation of the country's state budget as a tool for the implementation of social and economic policy, outlines its role in the life of society and individuals. In addition, a detailed analysis is devoted to the structural components of the budget: sources of the revenue part of the budget, which includes tax and non-tax revenues, official transfers, trust funds, income from capital operations and other revenues; peculiarities of the distribution of the expenditure part through researching the main trends of directing state funds. The correlation between the role, functions and tasks of the state budget of Ukraine regarding the practical implementation of the best experience of economically stable countries of the world regarding the use of modern budgeting technologies is comprehensively characterized. The specifics of budget policy implementation in the crisis period are considered, taking into account the specifics of the current legislation of Ukraine. As a result, the place of the state budget in the financial system of Ukraine in the conditions of a full-scale war in terms of ensuring the priority sectors of the economy was revealed. On the basis of the proposed main financial plan of the country for 2023, through the application of economic and statistical methods, deduction, synthesis and analysis, the analysis and systematization of key macro- and microeconomic indicators was carried out in order to clarify the modern laws, trends and processes of the country's socio-economic development in the conditions of war state. The particular attention is paid to financing defense and social spheres in 2023, the features of social security of the population and the state debt. The article highlights in detail the existing problems and potential threats in the budget system of Ukraine in 2023 and suggests ways to solve them in accordance with the conditions of a country at war.The authors received no direct funding for this research
