Controlling small arms: practical lessons in civilian disarmament and anti-trafficking
This Knowledge Note is an outcome of a practitioners’ workshop held at the German Federal Foreign Office in Berlin on 26/27 February 2018. Among its 29 participants were 19 practitioners from West and southern Africa, United Nations organizations, European Union institutions and EU member states as well as 10 leading researchers and consultants. The present publication aims to identify practical lessons learned in civilian disarmament and cooperation across borders to stop trafficking in firearms. It draws on the knowledge and experience of practitioners at the Berlin workshop in order to help other practitioners. Its intended audience consists of people who plan, design and manage projects to control small arms, as well as officials involved in making policy.
Bearing this audience in mind, this Knowledge Note begins with the lessons learned in civilian disarmament and the trafficking in small arms and light weapons (sections 2 and 3). It then focusses on points raised during the workshop that illustrate the lessons or adds to them (section 4). Section 5 reflects on the difference between gun control and arms control.
In its conclusions (section 6), the Knowledge Note shows that lessons learned will only make a real difference if they are widely shared, taught and applied
Effect of Administrative Practices on Law Enforcement Officers\u27 Emotional Intelligence Performance
Between 2001 and 2017, the Civilian Complaint Review Board (CCRB) received 295,616 allegations of police misconduct involving New York Police Department (NYPD) officers\u27 use of force, abuse of authority, discourtesy, and offensive language (FADO). The purpose of this study was to explore the influence of administrative disciplinary actions on officers\u27 emotional intelligence and performance in relation to citizen complaints of police misconduct. The central research question addressed how administrative practices influence law enforcement officers\u27 behavior in relation to emotional intelligence-based performance. The theoretical construct for this study is based on the emotional intelligence theories of Bar-On, Goleman, and Mayer, DiPaolo and Salovey which suggest that individuals, including police officers, are responsible for their emotional intelligence and conduct. A qualitative analysis of citizen allegations of police misconduct of the NYPD was conducted using documents from the CCRB and Office of the Inspector General for the NYPD. Each complaint was evaluated using a thematic-based analysis. The findings suggested that the NYPD\u27s low disciplinary rate might have influenced FADO behavior, revealing patterns and practices of racial, ethnic, and social stereotyping, and a lack of compliance with department policies. Recommendations include officer and administrator training on emotional intelligence practices and restructuring department policy processes which can lead to positive social change by helping law enforcement agencies engender trust with their communities and eliminate patterns and practices related to social bias, profiling, and racial stereotyping
