As recentes políticas habitacionais e as práticas do setor imobiliário na atualidade : a segregação socioespacial no espaço urbano de Uberaba – MG

Dissertação (mestrado)—Universidade de Brasília, Instituto de Ciências Humanas, Departamento de Geografia, Programa de Pós-graduação, 2019.Entre os anos de 1999 e 2018 o Brasil passou por diferentes ciclos políticos e econômicos que promoveram impactos diretos na produção do espaço urbano e nas relações sociais que permeiam esse meio. Nesse sentido, essa pesquisa debruça-se sobre a atuação dos agentes públicos e privados que compõe a dinâmica habitacional da cidade, que ao produzirem novos espaços também estabelecem novas dinâmicas sociais nesses meios, e assim, podem desencadear, intensificar ou amenizar processos socioespacias. Nesse contexto, destaca-se a reestruturação na conjuntura política do país com o início de uma nova gestão política no ano 2003, que promoveu a criação de novos ministérios, diversos programas sociais e a retomada dos debates a respeito de políticas públicas, em especial a política habitacional. Circunstância essa que propiciou a retomada do papel do setor público na produção habitacional, fator determinante no direcionamento das ações do setor imobiliário como um todo. Concomitante a esse cenário político, o setor imobiliário, não somente no Brasil, mas em escala mundial, assume novas frentes de atuação, a partir da financeirização da riqueza fundiário-imobiliária, vinculando os mercados financeiros aos imobiliários. É sob esse contexto de mudanças políticas e novas configurações mercadológicas, que a atuação do setor imobiliário foi reestruturada. Assim, diante da complexidade da atuação desses agentes, face à questão da habitação e da própria produção conflituosa do espaço, propomos investigar a forma de organização e estruturação da cidade de Uberaba – MG nos últimos anos, que sofreu constantes expansões para atender os interesses do capital e não da sociedade como um todo. Como resultado dessa dinâmica, temos o acirramento da divisão e mesmo ruptura de relações entre os diferentes grupos sociais, que provocam o esfacelamento do espaço a partir da segregação dos diferentes grupos sociais que compõe o urbano. Assim partimos da hipótese de que as novas práticas e dimensões da atuação do setor imobiliário, em consonância com a política habitacional vigente, provocaram o agravamento do processo de segregação no espaço urbano de Uberaba, mediante a rápida conformação de novos eixos de expansão especulativos altamente segmentados. É a partir dessas circunstâncias que o objetivo dessa análise foi investigar a produção do espaço urbano de Uberaba, mediante a ação do setor imobiliário e das políticas habitacionais dos governos de 1999 a 2018. E a partir dessas ações, investigar a evolução do processo de segregação socioespacial na cidade.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES).Between 1999 and 2018 years, Brazil has undergone different political and economic cycles that have promoted direct impacts on the production of urban space and social relations that permeate this environment.In this sense, this research focuses on the actions of public and private agents that compose the city's housing dynamics, that by producing new spaces also establish new social dynamics in these means, and thus, can trigger, to intensify or mitigate socio-spatial processes. In this context, we highlight the restructuring in the political conjuncture of the country with the beginning of a new political management in the year 2003, which promoted the creation of new ministries, various social programs and the resumption of debates about public policies, in Especially housing policy. This circumstance has led to the resumption of the role of the public sector in housing production, a determinant factor in directing the actions of the real estate sector as a whole. Concomitantly to this political scenario, the real estate sector, not only in Brazil, but on a global scale, assumes new fronts of action, from the financialization of wealth-real estate, linking the financial markets to the real estate. It is under this context of political changes and new market configurations, that the actuation of the real estate sector has been restructured. Thus, given the complexity of the actions of these agents, in the face of the issue of housing and the very conflicting production of space, we propose to investigate the form of organization and structuring of the city of Uberaba-MG in recent years, which has undergone constant expansions To meet the interests of the capital and not of society as a whole. As a result of this dynamic, we have the intensification of the division and even the rupture of relations between the different social groups, which cause the splitting of space from the segregation of the different social groups that makes up the urban. Thus we assume that the new practices and dimensions of the real estate sector, in line with the current housing policy, provoked the worsening of the segregation process in the urban space of Uberaba, by rapidly forming new highly segmented speculative expansion axes. It is from these circumstances that the objective of this analysis was to investigate the production of the urban space of Uberaba, through the action of the real estate sector and the housing policies of the governments from 1999 to 2018. A FRAGMENTAÇÃO SÓCIO-ESPACIAL EM UBERABA-MG: UMA DISCUSSÃO PRELIMINAR A PARTIR DA REESTRUTURAÇÃO DA CIDADE

The dynamics of the agents of urban space, whose interests, induce ruptures and changes inside and outside the cities, have undergone profound changes over the past few decades, expanding their roles in national/regional context and, at the same time, refl ecting on each use, portion or fragment. This article focuses on analyzing two of urban dynamics, territorial expansion discontinuous urban fabric that makes accompanied by multiplying and segmentation of the lots and condominiums that are deployed within the urbanized area (socio-spatial segregation) and, the redefi nition of the pair “Centerperiphery”, through, in particular, the formation of new urban centres in neighborhoods outside of the Main Centre. Second Sposito (2013) the intensifi cation and coordination, in a relationship, between these dynamics, have as a result the socio-spatial fragmentation of urban space, noted in metropolitan areas and some medium-sized cities. In this context the city of Uberaba-MG, as a mid-sized city that off ers us a vast fi eld to be parsed, the particularities of the intense economic development whereby the city passed in the last two decades, stressed the urban dynamics focused for this job. From these considerations, this article aims to analyse recent transformations linked to the expansion and restructuring of the city of Uberaba-MG, which redefi ne the Center-periphery relationship and makes the more diff use urban fabric, which could indicate a tendency for socio-spatial fragmentation, as in metropolitan spaces and other medium-sized cities.As dinâmicas de atuação dos agentes produtores do espaço urbano, cujos interesses, induzem rupturas e mudanças dentro e fora das cidades, sofreram profundas alterações ao longo das últimas décadas, ampliando seus papéis no contexto regional/nacional e, concomitantemente, repercutindo sobre cada uso, parcela ou fragmento que as constituem. Este artigo tem como foco analisar duas dessas dinâmicas urbanas, a expansão territorial descontínua do tecido urbano que se faz acompanhada pela multiplicação e segmentação dos loteamentos e condomínios implantados nos limites da área urbanizada (segregação sócio-espacial) e, a redefinição do par “centro-periferia”, através, sobretudo, da formação de novas centralidades urbanas em bairros “fora” do Centro Principal. Segundo Sposito (2013) a intensificação e articulação, numa relação de efeito,  entre essas dinâmicas, têm como resultado a fragmentação sócio-espacial do espaço urbano, fato este já observado em regiões metropolitanas e algumas cidades médias.  Neste contexto destaca-se a cidade de Uberaba – MG, como uma cidade de porte médio que nos oferece um vasto campo a ser analisado, cujas particularidades do intenso desenvolvimento econômico pelo qual a cidade passou nas últimas duas décadas, acentuaram as dinâmicas urbanas enfocadas por este trabalho. A partir dessas considerações, este artigo tem como objetivo analisar as transformações recentes articuladas à expansão e reestruturação da cidade de Uberaba-MG, que redefinem a relação centro-periferia e torna o tecido urbano mais difuso, o que poderia indicar uma tendência para a fragmentação sócio-espacial, tal qual se verifica nos espaços metropolitanos e noutras cidades médias.&nbsp
