Fédéralisme, centralisation et décentralisation dans les Archives en République fédérale d'Allemagne

Föderalismus, Zentralisier ung und Dezentralisierung in dent Archivsystern der Bundesrepublik Deutschland. Das Archivsystem der Bundesrepublik Deutschland, wie es nach 1945 (auf oft bis ins 19. Jh. zuruckreichenden Grundlagen) errichtet wurde, verbindet den Föderalismus auf landesweiter Stufe mit der Zentralisierung auf Länderstufe : keine zentralisierte Archivgeneraldirektion für die ganze Republik (aber natürlich ein Bundesarchiv mit insgesamt vier Dépôts in Koblenz, Frankfurt, Freiburg und St. Augustin bei Bonn) ; in jedem Land ein Staatsarchiv (Zentral-oder Haupt-oder Bezirksarchiv), sehr oft der Erbe eines von den fruheren deutschen Staaten im 19. Jh. errichteten Archivs ; diese Archive sind unabhängig von einem Bundesland zum anderen und gegenüber dem Bundesarchiv, aber innerhalb des Landes unter der Befehlsgewalt des zuständigen Ministeriums zentralisiert. Indessen treten z.Zt. einige Dezentralisierungsfälle in manchen Ländern auf, wo Landkreise ihre eigenen Archive, die auch von der örtlichen Verwaltung Staats-fonds empfangen und den Gemeindearchiven ihres Bezirks mit Rat zur Seite stehen können, geschaffen haben. Die mangelnde landesweite Zentralisierung wird glücklicherweise durch bedeutende Koordinationsfaktoren ausgeglichen : einheitliche Ausbildung der Archivare in nur zwei Schulen, München und Marburg ; einige für die gesamte BRD gültige, auf Anregung der Ständigen Konferenz der Staatsarchivleiter vorbereitete Ordnungsmassnahmen (Datenschutz, Sicherheitsmikrofilme). Dies ist ubrigens das Ergebnis des Wirkens des (1946 gegründeten) Vereins Deutscher Archivare, der durch seine Kongresse, seine Abteilungskonferenzen und sein Organ Der Archivar eine grundlegende Politik des Austausches von Berufserfahrungen und der dauernden Fortbildung der Archivare belebt.Centralization and Décentralisation in the Archives of the FRG. The archival system of the Federal Republic of Germany, created after 1945 (upon bases which sometimes go back to the 19th century), combines federalism at the national level with centralisation at the " Lànder " level. There is no centralized authority for all the archives of the Republic (though, of course, there is a Federal Archives, with four repositories at Coblentz, Frankfurt, Freiburg and Sankt Augustin near Bonn). In each " Land ", the State Archives, which often are heirs of the archives of the German States of the 19th century, are independent from the archives of other " Länder " an from Federal Archives, but they are centralized within the " Land ", under the authority of the competent Minister. Nonetheless, there are examples of decentralization in some " Länder ", where the districts (" Landkreise ") have created their own archives, that can also receive state records of the local administration and advise municipal archives in the district. The lack of national centralization is luckily corrected by some important factors of coordination : uniform professional training in only two schools (Marburg and Munich), and a few Régulations valid in the whole FRG, elaborated under the impulse of the Permanent Conférence of People in Charge of State Archives (protection of ADP data, security microfilming). These are the result of the action of the Society of German Archivists (Verein Deutscher Archivare), which, through its conférences, sectional meetings and journal Der Archivar, promotes a basic policy of interchanges in professional experience and permanent training of archivists.Federalismo, centralizaciôn y descentralizaciôn en los archivos de RFA. El sistema archivistico de la Republica Fédéral de Alemania, creado después de 1945 (sobre bases que a veces se remontan al siglo XIX), une el federalismo al nivel nacional a la centralizaciôn al nivel de los «Länder ». No hay una Direcciôn General centralizada para todos los archivos de la Republica (aunque, evidentemente, existe un Archivo Fédéral, que tiene cuatro depositos en Coblencia, Francoforte, Friburgo y Sankt-Augustin cerca de Bonn). En cada «Land », los Archivos de Estado, frecuentemente herederos de los Archivos de los Estados alemanes del siglo XIX, son autônomos con respecto a los archivos de otros «Lânder » y a los archivos federales, pero centralizados dentro del «Land », bajo la autoridad del Ministerio competente. Sin embargo, hay ejemplos de descentralizaciôn en unos «Länder », donde los districtos («Landkreise ») han creado su proprio archivo, que tambien puede recibir fondos estatales de la administracion local y asesorar los archivos comunales del districto. La falta de centralizaciôn nacional es afortunadamente corregida por varios importantes factores de coordinaciôn : una formaciôn profesional uniforme en duas Escuelas solo (Marburgo y Munique), y unos reglamentos vâlidos en toda la RFA, elaborados bajo el impulso de la Conferencia Permanente de Encargados de Archivos de Estado (protecciôn de datos informâticos, microfilmaciôn de seguridad). Esos son el resultado de la acciôn de la Asociaciôn de Archivistas Alemanes (Verein Deutscher Archivare) que, por sus congresos, sus conferencias seccionales y su revista Der Archivar, anima una politica fundamental de intercambios de experiencias profesionales y de formaciôn continua de archivistas.Franz Eckhart G. Venus Modeled Spectrum and Observations with SCIAMACHY

SCIAMACHY (Scanning Imaging Spectrometer for Atmospheric Chartography) onboard ENVISAT successfully captured visible and near-infrared spectra of sunlight scattered and reflected from Venus atmosphere. Only when the planet was rising above the Earth’s limb, the line-of-sight geometry allowed the observation of Venus. Addtionally, Venus spectra were simulated using a line-by-line radiative transfer model. These modeled spectra can be used for a better understanding of the Venus atmospheric composition and therefore for helping in the explanation of the Venusian spectra measured by SCIAMACHY.
