    This chapter introduces the concept of public procurement and explains what itis and is not and how it is distinct from private purchasing. To do so it describesthe public-private continuum and explains what publicness is. Subsequently, thepublic procurement process is described using the circular 3P (Prepare, Purchase, and Perform) model. This is followed by a discussion of the seven developmental stages of public procurement. It explains how public procurement has developed over time from an executive management function aimed at fulfilling an internal demand to a policy instrument that can collaboratively create public value. The chapter ends with an explanation of the multifaceted nature of public procurement and why understanding and applying multiple perspectives (e.g., economic, legal, societal, and political) is necessary to bring public procurement into a new era and fully understand and utilize the impact of public procurement

Inkoopbeleid gaat over de beslissingen en richtlijnen van een publieke organisatie met betrekking tot haar inkoop en gebruik van haar leveranciersbestand. Kaders en richtlijnen van een inkoopbeleid vormen een belangrijke basis voor het ontwikkelen van een specifieke strategie voor een aanbesteding of groep van aanbestedingen. Voor het bepalen van een algemene richting van een inkoopstrategie in de publieke context wordt het Kraljic-portfoliomodel in combinatie met het klantenportfoliomodel van Carter gepresenteerd.     Faculty and student perceptions of the feasibility of individual student–faculty meetings

    The extent to which students feel involved in their education positively influences academic achievement. Individual student–faculty meetings can foster student involvement. To be effective, faculty acknowledgement of the benefit of these meetings is a prerequisite. The aim of this study was to explore faculty perceptions of individual student–faculty meetings. In addition we investigated students’ perceptions. As part of the undergraduate programme, mandatory individual intake and follow-up meetings between first-year medical students (n = 425) and senior faculty members (n = 34) have been implemented from 2009 onwards. We administered a questionnaire on faculty perceptions of the benefit and impact of intake meetings. Subsequently, after both meetings had been held, strong and weak points of the mandatory programme were explored using open-ended questions. Students’ perceptions were investigated by open-ended questions as a part of the curriculum evaluation process. Faculty enjoyed the meetings (90 %), perceived the meetings to be beneficial (74 %) and expected a positive effect on student involvement (74 %). Faculty appreciated the opportunity to give advice tailored to students’ personal needs and levels of performance. The students appreciated the meetings and the attention given to their personal situation and study progress. Faculty and student appreciation of the meetings seems to support the assumption that the individual meetings increase students’ social and academic involvement. Further research should focus on the impact of individual student–faculty meetings on students’ learning behaviours

    Promoting self-facilitating feedback processes in coastal ecosystem engineers to increase restoration success:Testing engineering measures

    Coastal ecosystem engineers often depend on self‐facilitating feedbacks to ameliorate environmental stress. This makes the restoration of such coastal ecosystem engineers difficult. We question if we can increase transplantation success in highly dynamic coastal areas by engineering measures that promote the development of self‐facilitating feedback processes.Intertidal blue mussels Mytilus edulis are a typical example of ecosystem engineers that are difficult to restore. A lack of self‐facilitating feedbacks at low densities limits establishment success when young mussels are transplanted on dynamic mudflats.In a large field experiment, we investigated the possibility of increasing transplantation success by stimulating the formation of an aggregated spatial configuration in mussels, thereby reducing hydrologically induced dislodgment and the risks of predation. For this, we applied engineering measures in the form of fences that trapped wave dislodged mussels.Mussel loss rates were significantly lower when mussels were placed between both artificial fences, and in high densities (4.2 kg/m2) compared with mussels placed in areas without fences and in low densities (2.1 kg/m2). The fences induced the formation of a banded pattern with high local mussel densities, which locally reduced predation.Synthesis and applications. Our results underline the importance of actively promoting the development of self‐facilitating processes, such as aggregation into patterns, in restoration projects of ecosystem engineers. In particular, the current study shows that engineering measures can help to initiate these kinds of self‐facilitating interactions, especially in highly dynamic areas

    Positive psychology of Malaysian students: impacts of engagement, motivation, self-compassion and wellbeing on mental health

    Malaysia plays a key role in education of the Asia Pacific, expanding its scholarly output rapidly. However, mental health of Malaysian students is challenging, and their help-seeking is low because of stigma. This study explored the relationships between mental health and positive psychological constructs (academic engagement, motivation, self-compassion, and wellbeing), and evaluated the relative contribution of each positive psychological construct to mental health in Malaysian students. An opportunity sample of 153 students completed the measures regarding these constructs. Correlation, regression, and mediation analyses were conducted. Engagement, amotivation, self-compassion, and wellbeing were associated with, and predicted large variance in mental health. Self-compassion was the strongest independent predictor of mental health among all the positive psychological constructs. Findings can imply the strong links between mental health and positive psychology, especially selfcompassion. Moreover, intervention studies to examine the effects of self-compassion training on mental health of Malaysian students appear to be warranted.N/

    Study of Z Boson Pair Production in e+e- Collisions at LEP at \sqrt{s}=189 GeV

    The pair production of Z bosons is studied using the data collected by the L3 detector at LEP in 1998 in e+e- collisions at a centre-of-mass energy of 189 GeV. All the visible final states are considered and the cross section of this process is measured to be 0.74 +0.15 -0.14 (stat.) +/- 0.04 (syst.) pb. Final states containing b quarks are enhanced by a dedicated selection and their production cross section is found to be 0.18 +0.09 -0.07 (stat.) +/- 0.02 (syst.) pb. Both results are in agreement with the Standard Model predictions. Limits on anomalous couplings between neutral gauge bosons are derived from these measurements

    Search for Low Scale Gravity Effects in e+e- Collisions at LEP

    Recent theories propose that quantum gravity effects may be observable at LEP energies via gravitons that couple to Standard Model particles and propagate into extra spatial dimensions. The associated production of a graviton and a photon is searched for as well as the effects of virtual graviton exchange in the processes: e+e- -> gamma gamma, ZZ, WW, mu mu, tau tau, qq and ee No evidence for this new interaction is found in the data sample collected by the L3 detector at LEP at centre-of-mass energies up to 183 GeV. Limits close to 1 TeV on the scale of this new scenario of quantum gravity are set
