    This article considers some different views of fairness and whether they conflict with the use of a version of Cost Effectiveness Analysis (CEA) that calls for maximizing health benefits per dollar spent. Among the concerns addressed are whether this version of CEA ignores the concerns of the worst off and inappropriately aggregates small benefits to many people. I critically examine the views of Daniel Hausman and Peter Singer who defend this version of CEA and Eric Nord among others who criticize it. I come to focus in particular on the use of CEA in allocating scarce resources to the disabled

    I argue that you can be permitted to discount the interests of your adversaries even though doing so would be impartially suboptimal. This means that, in addition to the kinds of moral options that the literature traditionally recognises, there exist what I call other-sacrificing options. I explore the idea that you cannot discount the interests of your adversaries as much as you can favour the interests of your intimates; if this is correct, then there is an asymmetry between negative partiality toward your adversaries and positive partiality toward your intimates

    Open areas in a landscape enhance pollen-mediated gene flow of a tree species: evidence from northern Switzerland

    Habitat fragmentation often has negative consequences for genetic diversity, and thereby for the viability of populations. However, these negative consequences might be counteracted by gene flow as the latter provides functional connectivity between apparently isolated habitat fragments. Gene flow is itself influenced by landscape structure and composition, and it is therefore important to understand the relationship between gene flow and landscape structure and composition. We used linear LAD regression models to investigate the relationship between contemporary gene flow by pollen in the rare, insect-pollinated forest tree Sorbus domestica and several landscape features. None of the landscape components—which included closed forest, deep valleys, open land and settlements—proved to be an impermeable barrier to gene flow by pollen. We found evidence that settlements, large open areas, and a pronounced topography increased long-distance gene flow in the landscape as compared to a random model including all possible gene flow trajectories. These results are encouraging from a conservation view, as gene flow in species pollinated by generalist insects seems to provide functional connectivity and may help to maintain genetic diversity in rare plant species in fragmented landscape

    Abortion Bans and Cruelty

    Abortion bans have been characterized as cruel especially in not allowing exceptions for rape or incest. The article first examines one approach to morally justifying bans based on the Doctrine of Double Effect (DDE) which distinguishes morally between killing or letting die intending death versus doing so only foreseeing death. It then presents some criticisms of the implications of the DDE but also argues that what the doctrine permits helps provide a ground for the permissibility of abortions even if the fetus is a person. Whether there are limits on applying this argument is also considered. In conclusion, the article considers whether and why not permitting exceptions to bans for rape and incest is cruel and whether cruelty is a ground for opposition to bans

    A theory of the Post-Collision Interaction (PCI) is developed for the case when an electron atom impact results in creation of two low-energy Wannier electrons and an ion excited into an autoionizing state. The following autoionization decay exposes the Wannier pair to the influence of PCI resulting in variation of the shape of the line in the autoionization spectrum. An explicit dependence of the autoionization profile on the wave function of the Wannier pair is found.     High Cell Diversity and Complex Peptidergic Signaling Underlie Placozoan Behavior.

    Placozoans, together with sponges, are the only animals devoid of a nervous system and muscles, yet both respond to sensory stimulation in a coordinated manner. How behavioral control in these free-living animals is achieved in the absence of neurons and, more fundamentally, how the first neurons evolved from more primitive cells for communication during the rise of animals are not yet understood [1-5]. The placozoan Trichoplax adhaerens is a millimeter-wide, flat, free-living marine animal composed of six morphologically identified cell types distributed across a simple body plan [6-9]: a thin upper epithelium and a columnar lower epithelium interspersed with a loose layer of fiber cells in between. Its genome contains genes encoding several neuropeptide-precursor-like proteins and orthologs of proteins involved in neurosecretion in animals with a nervous system [10-12]. Here we investigate peptidergic signaling in T. adhaerens. We found specific expression of several neuropeptide-like molecules in non-overlapping cell populations distributed over the three cell layers, revealing an unsuspected cell-type diversity of T. adhaerens. Using live imaging, we discovered that treatments with 11 different peptides elicited striking and consistent effects on the animals' shape, patterns of movement, and velocity that we categorized under three main types: (1) crinkling, (2) turning, and (3) flattening and churning. Together, the data demonstrate a crucial role for peptidergic signaling in nerveless placozoans and suggest that peptidergic volume signaling may have pre-dated synaptic signaling in the evolution of nervous systems
