Siberian plants shift their phenology in response to climate change
Siberia has undergone dramatic climatic changes due to global warming in recent decades. Yet, the ecological responses to these climatic changes are still poorly understood due to a lack of data. Here, we use a unique data set from the Russian βChronicles of Natureβ network to analyse the long-term (1976β2018) phenological shifts in leaf out, flowering, fruiting and senescence of 67 common Siberian plant species. We find that Siberian boreal forest plants advanced their early season (leaf out and flowering) and mid-season (fruiting) phenology by β2.2, β0.7 and β1.6 days/decade, and delayed the onset of senescence by 1.6 days/decade during this period. These mean values, however, are subject to substantial intraspecific variability, which is partly explained by the plants' growth forms. Trees and shrubs advanced leaf out and flowering (β3.1 and β3.3. days/decade) faster than herbs (β1 day/decade), presumably due to the more direct exposure of leaf and flower buds to ambient air for the woody vegetation. For senescence, we detected a reverse pattern: stronger delays in herbs (2.1 days/decade) than in woody plants (1.0β1.2 days/decade), presumably due to the stronger effects of autumn frosts on the leaves of herbs. Interestingly, the timing of fruiting in all four growth forms advanced at similar paces, from 1.4 days/decade in shrubs to 1.7 days/decade in trees and herbs. Our findings point to a strong, yet heterogeneous, response of Siberian plant phenology to recent global warming. Furthermore, the results highlight that species- and growth form-specific differences among study species could be used to identify plants particularly at risk of decline due to their low adaptive capacity or a loss of synchronization with important interaction partners

First of all, the regional asymmetry is specific for two types of territories- rural and urban. The differentiation of indicators has been analyzed by the example of Krasnoyarsk Krai and the developing Krasnoyarsk Agglomeration, which influences an entrepreneurial environment of rural and urban areas as well as the degree of territorial asymmetry. The hypothesis of multi-directional influence of the agglomeration processes on conditions of entrepreneur development by territories is being justified. Taking this into consideration, the necessity to reflect mechanisms aimed at reduction of level of spatial inequality- asymmetry, influencing business development and entrepreneur environment, in industrial policy is substantiated

In the context of spatial inequalities and asymmetry in regional development, the research paper, on
the example of the Krasnoyarsk Territory (Krai), considers general problematic trends in ensuring
economic security of the resource regions of the country, which not only come from theβoutsideβ with
international sanctions and federal policy, but are created within the region. Partially, economic and
social security problems are determined by historical specialization of the region and the population
settlement system, human resources structure, remoteness from the main areas of economic activity
and markets, extreme weather conditions, strong resource and natural potential. The combination of
all these factors, for example, made the Territory (Krai) a βnational repositoryβ, defined its significant
role in the national economy of the country within resource-export model of development, outlined the
prospects for the development of industry and society. However, along with this, spatial inequality and

Krasnoyarsk Krai β the largest in its area and the availability of natural resources region of Russia is considered as a model resource region. The Kraiβs role in the Russian economy as well as its financial and social well-being are largely determined by the resource model of the economic development of the country. The article proposes an approach to the typology of the resource region municipalities, taking into account the level of the socio-economic and financial conditions differentiation between the municipalities and the level of sensitivity to the changes in the institutional conditions of the fiscal policy of the country. The results obtained in the article are based on the panel research of Krasnoyarsk Krai municipalities and the use of the econometric models with fixed effects
THE DEVELOPMENT OF NEW APPROACHES OF PUBLIC POLICY IN THE FIELD OF SPATIAL DEVELOPMENT BASED ON THE CLASSIFICATION OF MODERN URBANIZATION PROCESSES OF RUSSIA RESOURCE REGIONS
The goal of the article is to examine and classify fundamental and specific factors of
Russian spatial development in the context of increasing efficiency of the state spatial
policy. The article gives a comparative analysis and a classification of urbanization
processes in the Russian resource regions, points out the factors of urbanization,
positive and negative effects of this process. The influence of urbanization processes on
inter-regional social-economic asymmetry of regions was investigated by the example
of Krasnoyarsk Krai as a typical resource region of Russia. Research methods include
econometric modeling and building standardized integral indexes. Evolution of spatial
policy instruments within the last decades has been considered and due
recommendations for the state spatial policy have been elaborated to increase the
effectiveness of urbanization management

In the context of spatial inequalities and asymmetry in regional development, the research paper, on
the example of the Krasnoyarsk Territory (Krai), considers general problematic trends in ensuring
economic security of the resource regions of the country, which not only come from theβoutsideβ with
international sanctions and federal policy, but are created within the region. Partially, economic and
social security problems are determined by historical specialization of the region and the population
settlement system, human resources structure, remoteness from the main areas of economic activity
and markets, extreme weather conditions, strong resource and natural potential. The combination of
all these factors, for example, made the Territory (Krai) a βnational repositoryβ, defined its significant
role in the national economy of the country within resource-export model of development, outlined the
prospects for the development of industry and society. However, along with this, spatial inequality and
asymmetry in regional development, which formed several paradoxes of economic characteristic of
