    Diagnosis and the management constituency of small-scale fisheries

    Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment.     Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholders’ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely ignore the different expectations of stakeholders; the complexity of ecosystem dynamics; and how ecological, social, political and economic subsystems are linked. Integrating a rights-based perspective helps balance the ecological bias of ecosystem-based and resilience approaches. The paper introduces three management implementation frameworks that can lend structure and order to research and management regardless of the management approach chosen. Finally, it outlines possible research approaches to overcome the heretofore limited capacity of fishery research to integrate across ecological, social and economic dimensions and so better serve the management objective of avoiding fishery failure by nurturing and preserving the ecological, social and institutional attributes that enable it to renew and reorganize itself.     Can VAR's describe monetary policy?

    Recent research has questioned the usefulness of Vector Autoregression (VAR) models as a description of monetary policy, especially in light of the low correlation between forecast errors from VARs and those derived from Fed funds futures rates. This paper presents three findings on VARs' ability to describe monetary policy. First, the correlation between forecasts errors is a misleading measure of how closely the VAR forecast mimics the futures market's. In particular, the low correlation is partly due to a week positive correlation between the VAR forecasts and the futures market errors. Second, Fed funds rate forecasts from common VAR specifications do tend to be noisy, but this can be remedied by estimating more parsimonious models on post-1982 data. Third, time aggregation problems caused by the structure of the Fed funds futures market can distort the timing and magnitude of shocks derived from futures rates, and complicate comparisons with VAR-based forecasts.Monetary policy ; Vector autoregression ; Federal funds rate

    Comptonisation of Cosmic Microwave Background Photons in Dwarf Spheroidal Galaxies

    We present theoretical modelling of the electron distribution produced by annihilating neutralino dark matter in dwarf spheroidal galaxies (dSphs). In particular, we follow up the idea of Colafrancesco (2004) and find that such electrons distort the cosmic microwave background (CMB) by the Sunyaev-Zeldovich effect. For an assumed neutralino mass of 10 GeV and beam size of 1'', the SZ temperature decrement is of the order of nano-Kelvin for dSph models with a soft core. By contrast, it is of the order of micro-Kelvin for the strongly cusped dSph models favoured by some cosmological simulations. Although this is out of reach of current instruments, it may well be detectable by future mm telescopes, such as ALMA. We also show that the upscattered CMB photons have energies within reach of upcoming X-ray observatories, but that the flux of such photons is too small to be detectable soon. Nonetheless, we conclude that searching for the dark matter induced Sunyaev-Zeldovich effect is a promising way of constraining the dark distribution in dSphs, especially if the particles are light.Comment: 10 pages, 5 figures, MNRAS, in pres

    We examine the impact of the Great Recession on K-12 education finance and employment and generate five key results. First, nearly 300,000 school employees lost their jobs. Second, schools that were heavily dependent financially on state governments were particularly vulnerable to the recession. Third local revenues from the property tax actually increased during the recession, primarily because millage rates rose in response to declining property values. Fourth, inequality in school spending rose sharply during the Great Recession. Fifth, the federal government’s efforts to shield education from some of the worst effects of the recession achieved their major goal
