Anisotropy of the paramagnetic susceptibility in LaTiO: The electron-distribution picture in the ground state
The energy-level scheme and wave functions of the titanium ions in
LaTiO are calculated using crystal-field theory and spin-orbit coupling.
The theoretically derived temperature dependence and anisotropy of the magnetic
susceptibility agree well with experimental data obtained in an untwinned
single crystal. The refined fitting procedure reveals an almost isotropic
molecular field and a temperature dependence of the van Vleck susceptibility.
The charge distribution of the 3d--electron on the Ti positions and the
principle values of the quadrupole moments are derived and agree with NMR data
and recent measurements of orbital momentum and crystal-field splitting.
The low value of the ordered moment in the antiferromagnetic phase is

Opportunities and Principles of Using Digitalization in the Dialogue of Society and the Public Authorities in the UK on the Example of the Greater London Authority
The UK is one of the leaders in the use of digital tools in the interaction of government institutions and citizens. Now we are witnessing an active dialogue between various British institutions precisely in the digital dimension, as the transfer of data on vaccinations and hospitalizations from hospitals to other structures is carried out thanks to blockchain technologies. Of course, the explosion of interest in the use of digital events was provided by the coronavirus. However, it provided not only an increase in the importance of «numbers» in British society, but also greatly contributed to the disunity of citizens, especially in the context of access to the Internet infrastructure. To this day, this very task remains the main one in the respective strategies. At the same time, individual cities and regions of the country are more actively solving the task. London and the activities of the mayor’s office should be pointed out as the most illustrative example. For the services of the mayor’s office, it was necessary to ensure the transparency of the decisions made, to form and strengthen the trust of citizens. As part of the analysis, the author comes to the conclusion that for the most part, these tasks can be considered completed. The purpose of this article is basing on an analysis of specific digital tools and examples of the implementation of digital strategies for 2017 and 2021 to identify how a particular metropolis has formed permanent channels of communication and interaction between decision-making institutions and citizens
Synthesis and luminescence of lead(II)-activated cadmium sulfide in poly(methyl methacrylate)
Optically transparent polymeric materials PMMA: Cd(Pb)S have been synthesized by polymerization of methyl methacrylate, which concurrently acts as a reaction medium for synthesis of metal sulfides, dispersion medium for the resulting colloidal solution forming during synthesis, and the base of compositions. Dependences of cadmium sulfide luminescence on the concentrations, concentration ratios of the initial compounds, reaction medium composition, and temperature have been established. The observed changes in the spectra are related to the introduction of lead(II) into compositions, complex formation on the surface of colloidal particles, and the effect of polar acetonitrile
Anisotropic Exchange in LiCuVO probed by ESR
We investigated the paramagnetic resonance in single crystals of LiCuVO
with special attention to the angular variation of the absorption spectrum. To
explain the large resonance linewidth of the order of 1 kOe, we analyzed the
anisotropic exchange interaction in the chains of edge-sharing CuO
octahedra, taking into account the ring-exchange geometry of the
nearest-neighbor coupling via two symmetric rectangular Cu-O bonds. The
exchange parameters, which can be estimated from theoretical considerations,
nicely agree with the parameters obtained from the angular dependence of the
linewidth. The anisotropy of this magnetic ring exchange is found to be much
larger than it is usually expected from conventional estimations which neglect
the bonding geometry. Hence, the data yield the evidence that in copper oxides
with edge-sharing structures the role of the orbital degrees of freedom is
strongly enhanced. These findings establish LiCuVO as one-dimensional
compound at high temperatures.

Synthesis and luminescence spectra of poly(methyl methacrylate)/CdS:Ln(III) composites
Cadmium sulfide was prepared by colloidal synthesis in methyl methacrylate (MMA). Europium and terbium salts were added to the colloidal solutions. Using MMA radical polymerization, we synthesized PMMA/CdS:Eu(III), PMMA/CdS:Tb(III), and PMMA/CdS:Eu(III):Tb(III) luminescent composites. Their luminescence is due to defects in the CdS crystals and the 5Dо → 7Fj and 5D4 → 7Fj electronic transitions of the Eu3+ and Tb3+ ions, respectively. It depends on the composition of the materials, complexation on the surface of the colloidal particles, heat treatment time during synthesis, excitation wavelength, and other factors
Well-being of Pensioners. A Subjective Assessment of the Life's Quality (By the Example of China and Russia)
The well-being of pensioners depends on not only objective factors, but also subjective. Subjective assessment of the life's quality occupies an irreplaceable position in the welfare of pensioners. This study is limited by the following restrictions: results of the survey (80 profiles in Russia, 154 questionnaires in China): 18 questions for both objective and subjective assessments; deviation of the quality of life of pensioners in Russia and China; recommendations for improving pension policy (from the standpoint of the interests of the person and the state).We proved hypothesis that, despite the significant differences assessment of the life's quality and welfare of older persons in China and Russia, subjective assessment is important. A key way of the well-being of older persons is a union of state support, personal and corporate resources

This research is limited with the following frames: only material well-being, only governmental support, 8 federal districts of the Russian Federation, the exploration period is 6 years: 2006-2011. The evaluation of 6 activities by MinMax Method, including three cash ones and three "non-cash" ones, allowed to prove empirically the hypothesis that social support of pensioners living in various federal districts of the Russian Federation is significantly different. Leveling out of these differences should be a crucial way to perfect/improve pensioners’ social support
