A functional operational description of orbiter ground power to fuel cell switch-over provisions is given. Emphasis is placed on the description of implementation, procedure and monitoring provisions associated with turn-around operation, at the Kennedy Space Center ground operations and launch facility

The results are presented of an investigation of the factors which affect the determination of Spacelab (S/L) minimum interface main dc voltage and available power from the orbiter. The dedicated fuel cell mode of powering the S/L is examined along with the minimum S/L interface voltage and available power using the predicted fuel cell power plant performance curves. The values obtained are slightly lower than current estimates and represent a more marginal operating condition than previously estimated
Executive compensation at Fannie Mae and Freddie Mac
Corporate governance-and executive-compensation arrangements in particular-should be an important component of the agenda to reform the housing GSEs. The GSEs' safety-and-soundness regulator-who is essentially the debtholders' and taxpayers' representative-must be admitted to the GSEs' boardroom in a way that is atypical of an ordinary publicly held company. This intrusion into the board's oversight of executive-compensation plans is justified given the GSEs' public purposes and their large potential cost to taxpayers. Prudent public policy requires greater supervisory control over executive compensation at the GSEs, which would follow a precedent set in banking.Government-sponsored enterprises ; Executives - Salaries
Relationship loans and regulatory capital: why fair-value accounting is inappropriate for bank loans
Banks have been required to report many securities and all derivatives at fair values under U.S. GAAP rules for many years. Soon, International Accounting Standards will provide some banks with a āfair-value optionā for loans, also. A similar movement toward applying fair values to loans may occur in the U.S. in the near future, too. ; This paper argues that fair-value accounting is inappropriate for banksā relationship loans from the standpoint of safety-and-soundness supervisionāthat is, for the purposes of calculating a bankās regulatory capital. Kinetics of High Pressure Argon-helium Pulsed Gas Discharge
Simulations of a pulsed direct current discharge are performed for a 7% argon in helium mixture at a pressure of 270āTorr using both zero- and one-dimensional models. Kinetics of species relevant to the operation of an optically pumped rare-gas laser are analyzed throughout the pulse duration to identify key reaction pathways. Time dependent densities, electron temperatures, current densities, and reduced electric fields in the positive column are analyzed over a single 20 Ī¼s pulse, showing temporal agreement between the two models. Through the use of a robust reaction rate package, radiation trapping is determined to play a key role in reducing Ar(1s5) metastable loss rates through the reaction sequence Ar(1s5)+eā ā Ar(1s4)+eā followed by Ar(1s4) ā Ar + āĻā . Collisions with He are observed to be responsible for Ar(2p9) mixing, with nearly equal rates to Ar(2p10) and Ar(2p8) ā . Additionally, dissociative recombination of Ar2+ is determined to be the dominant electron loss mechanism for the simulated discharge conditions and cavity size
