    Improving performance through HEI–industry engagements in the built environment

    The poor performance and inefficiencies of the construction industry are well recognized and documented. Through a variety of combined industry and government initiatives there has been a continual expression in the UK over the last decade of the urgent need to address the fragmented nature of the industry to improve its performance. A major challenge is for education and industry stakeholders to create closer and more effective relationships with each other to facilitate greater mutual understanding. ‘Accelerating Change in Built Environment Education’ (ACBEE) is a sponsored initiative designed to encourage the closer working together of industry, education and professional bodies to provide more relevant training and education. This paper introduces ACBEE, along with an evaluation framework for measuring the performance of engagements at various levels. This is followed by an analysis of the application of this performance measurement framework through case studies of industry–education engagement. A number of case studies were identified as operating at the grades of ‘strategic alliance’ and ‘partnership’ (as classified in the ACBEE evaluation framework). The analysis of these cases focuses on the drivers behind and the purpose of the engagement, and how these are aligned with the business strategy of the collaborating organizations and measurement of the activity. Evidence of meeting the explicit business needs and strategic objectives and the contribution to good practice knowledge are also discussed

    Infrared emission from interstellar dust cloud with two embedded sources: IRAS 19181+1349

    Mid and far infrared maps of many Galactic star forming regions show multiple peaks in close proximity, implying more than one embedded energy sources. With the aim of understanding such interstellar clouds better, the present study models the case of two embedded sources. A radiative transfer scheme has been developed to deal with an uniform density dust cloud in a cylindrical geometry, which includes isotropic scattering in addition to the emission and absorption processes. This scheme has been applied to the Galactic star forming region associated with IRAS 19181+1349, which shows observational evidence for two embedded energy sources. Two independent modelling approaches have been adopted, viz., to fit the observed spectral energy distribution (SED) best; or to fit the various radial profiles best, as a function of wavelength.     If Numbers Can Speak, Who Listens? Creating Engagement and Learning for Effective Uptake of DRR Investment in Developing Countries

    Introduction: With a renewed emphasis on evidence-based risk sensitive investment promoted under the Sendai Framework for Disaster Risk Reduction 2015-2030, technical demands for analytical tools such as probabilistic cost-benefit analysis (CBA) will likely increase in the foreseeable future. This begs a number of pragmatic questions such as whether or not sophisticated quantitative appraisal tools are effective in raising policy awareness and what alternatives are available. Method: This article briefly reviews current practices of analytical tools such as probabilistic cost-benefit analysis and identifies issues associated with its applications in small scale community based DRR interventions. Results: The article illustrate that while best scientific knowledge should inform policy and practice in principle, it should not create an unrealistic expectation that the state-of-the art methods must be used in all cases, especially for small scale DRR interventions in developing countries, where data and resource limitations and uncertainty are high, and complex interaction and feedback may exist between DRR investment, community response and longer-term development outcome. Discussion: Alternative and more participatory approaches for DRR appraisals are suggested which includes participatory serious games that are increasingly being used to raise awareness and identify pragmatic strategies for change that are needed to bring about successful uptake of DRR investment and implementation of DRR mainstreaming

    Stochastic series expansion method for quantum Ising models with arbitrary interactions

    A quantum Monte Carlo algorithm for the transverse Ising model with arbitrary short- or long-range interactions is presented. The algorithm is based on sampling the diagonal matrix elements of the power series expansion of the density matrix (stochastic series expansion), and avoids the interaction summations necessary in conventional methods. In the case of long-range interactions, the scaling of the computation time with the system size N is therefore reduced from N^2 to Nln(N). The method is tested on a one-dimensional ferromagnet in a transverse field, with interactions decaying as 1/r^2.Comment: 9 pages, 5 figure

    Forest carbon projects in the Ukrainian carpathians: An assessment of potential community impacts and benefits

    Reducing emissions from deforestation and degradation (REDD+) is a frequently promoted climate change mitigation strategy. As forest carbon projects proceed, we are learning how they affect local sovereignty and resource access, particularly in developing economies. Central and Eastern Europe’s temperate forests offer potential for projects, yet little is known about how the sociopolitical context of these transitional economies may influence project success. In this article, we enhance understanding of potential community impacts and explore opportunities for fair benefit distribution in Ukraine’s Carpathian Mountain region. Through a thematic qualitative and interpretive analysis of interviews and observational data, we: (1) describe what community-level forest uses and tenure rights may be affected by forest carbon projects; and (2) explore the opportunities and obstacles of fair benefit distribution and community engagement in projects in the region. Our data show that local communities in the region are important forest-dependent stakeholders, relying on the forest for fuelwood, non-timber forest products, recreation, and other intangible benefits. This indicates the need for strong social safeguards in developing forest carbon projects. While no mechanisms exist for direct revenue sharing, communities could derive other benefits that improve the local social, economic, and ecological situation. Our results further suggest that lessons from projects in developing economies can be informative to project development in post-socialist, transitioning economies

    Cognitive Computation sans Representation

    The Computational Theory of Mind (CTM) holds that cognitive processes are essentially computational, and hence computation provides the scientific key to explaining mentality. The Representational Theory of Mind (RTM) holds that representational content is the key feature in distinguishing mental from non-mental systems. I argue that there is a deep incompatibility between these two theoretical frameworks, and that the acceptance of CTM provides strong grounds for rejecting RTM. The focal point of the incompatibility is the fact that representational content is extrinsic to formal procedures as such, and the intended interpretation of syntax makes no difference to the execution of an algorithm. So the unique 'content' postulated by RTM is superfluous to the formal procedures of CTM. And once these procedures are implemented in a physical mechanism, it is exclusively the causal properties of the physical mechanism that are responsible for all aspects of the system's behaviour. So once again, postulated content is rendered superfluous. To the extent that semantic content may appear to play a role in behaviour, it must be syntactically encoded within the system, and just as in a standard computational artefact, so too with the human mind/brain - it's pure syntax all the way down to the level of physical implementation. Hence 'content' is at most a convenient meta-level gloss, projected from the outside by human theorists, which itself can play no role in cognitive processing

    Damned if they do, damned if they don't: negotiating the tricky context of anti-social behaviour and keeping safe in disadvantaged urban neighbourhoods

    Young people's relationship with anti-social behaviour (ASB) is complicated. While their behaviours are often stereotyped as anti-social (e.g. ‘hanging about’), they also experience ASB in their neighbourhood. In this study, we explore young people's own perspectives on ASB, comparing results from ‘go-along’ interviews and focus groups conducted in disadvantaged neighbourhoods in Glasgow, Scotland. This article discusses how young people's everyday experience of ASB was contextualised by social factors such as cultural stereotyping of marginalised groups, poor social connectivity and spatial marginalisation within their neighbourhood. Furthermore, we found that these social factors were mutually reinforcing and interacted in a way that appeared to leave young people in a ‘no-win’ situation regarding their association with ASB. Participation in ASB and attempts to avoid such involvement were seen to involve negative consequences: participation could entail violence and spatial restrictions linked to territoriality, but avoidance could lead to being ostracised from their peer group. Regardless of involvement, young people felt that adults stereotyped them as anti-social. Our findings therefore provide support for policies and interventions aimed at reducing ASB (perpetrated by residents of all ages); in part by better ensuring that young people have a clear incentive for avoiding such behaviours
