    The thesis explores the connection between cultural wars and right-wing populism in Brazil by investigating how debates on education were mobilised around essentialist notions of national identity as a means for Bolsonarismo to secure power under the leadership of Bolsonaro. It investigates how specific discourses around race, gender, sexuality, national identity and education have contributed to, and were central to the rise and successful installation of Bolsonarismo. Bolsonarismo has used a very specific notion of national identity to identify enemies (the progressives) and to present Bolsonarists (Bolsonaro supporters) as the “good nationals”, the “good citizens”. Bolsonarismo used its narrative, the one it has created around the curriculum, the education system and structures as a central pillar for incepting itself in the minds of its followers through fear, through fomenting of cultural wars and fake news. It placed education at the centre of its “fear crusade” as a critical tool for shaping the national and/or political identity of Brazilian society

    Explaining Bank Failures in Brazil: Micro, Macro and Contagion Effects (1994-1998)

    We apply duration (survival) models with exponential hazard and exponential piecewise-constant hazard functions to study the determinants of bank failure over the period 1994 to 1998 in Brazil. The models deal empirically with left censoring in the data. We control for macroeconomic conditions and contagion effects, besides bank-specific factors. Our results indicate that foreign banks have distinct empirical survival functions relatively to other banks. For Brazil, macroeconomic and bank-level covariates explain the likelihood and timing of bank failure. Our indicator of system-wide financial fragility (IFF) suggests that the banking industry faced increased fragility after November 1995. We find evidence that the Program of Incentives to the Restructuring and Strengthening of the National Financial System (Proer) was able to distinguish solvent from insolvent banks.

    An experimental analysis of grandfathering vs dynamic auctioning in the EU ETS

    This study constitutes a first attempt to experimentally test the performance of a 100% auction versus a 100% free allocation of CO2 permits under the rules and parameters that mimic the EU ETS (imperfect competition, uncertainty in emissions’ control, and allowing banking). It also incorporates a first attempt to include in the analysis measures of the risk preferences of subjects participating in emission permits experiments. Another distinctive feature of this study is the implementation of a theoretically appropriate auction format for the primary allocation of emission permits. Our experimental results indicate that the EU ETS has the potential to reduce CO2 emissions, achieving targets considerably more restrictive than the current ones at high efficiency levels, both with auctioned and free emission permits. Auctioning, however, reveals a clear potential to do better than grandfathering the initial allocation of permits. In addition, the results reveal that concerns about undue scarcity, and corresponding high prices, in secondary markets generated by a primary auction market are not warranted under the proposed dynamic auction format.EU ETS, auctioning, grandfathering, banking, Ausubel auction
