    Survey of the Federal Government on Supervisor Practices in Employment of People with Disabilities

    In 1999, the Presidential Task Force on the Employment of Adults with Disabilities (PTFEAD) funded Cornell University to conduct a survey of federal sector HR and EEO representatives regarding their experience implementing the employment disability nondiscrimination requirements of the Americans with Disabilities Act of 1990(ADA) and the Rehabilitation Act of 1973, as amended. One of the recommendations from this research was to conduct a follow-up study of federal agency supervisors and managers about their experience in accommodation and employment of persons with disabilities in the federal sector, and in addition to inquire about their awareness of the series of Executive Orders issued in 2000 supporting employment and accommodation of individuals with disabilities in the Federal workforce. This report provides information on the results from this survey, which was conducted in 2001

A survey of U. S. federal agency HR/EEO responses to the employment disability nondiscrimination requirements of the Americans with Disabilities Act of 1990 (ADA) and the Rehabilitation Act of 1973 was completed in 1999. A follow-up study of federal agency supervisors and managers about their experience in accommodation and employment of persons with disabilities was initiated in Spring of 2001. This report is a summary of major findings from each of these surveys, and in addition includes a comparison across selected items where appropriate

    Studies of interstellar vibrationally-excited molecules

    Several molecules thus far have been detected in the ISM in vibrationally-excited states, including H2, SiO, HC3N, and CH3CN. In order for vibrational-excitation to occur, these species must be present in unusually hot and dense gas and/or where strong infrared radiation is present. In order to do a more thorough investigation of vibrational excitation in the interstellar medium (ISM), studies were done of several mm-wave transitions originating in excited vibrational modes of HCN, an abundant interstellar molecule. Vibrationally-excited HCN was recently detected toward Orion-KL and IRC+10216, using a 12 meter antenna. The J=3-2 rotational transitions were detected in the molecule's lowest vibrational state, the bending mode, which is split into two separate levels, due to l-type doubling. This bending mode lies 1025K above ground state, with an Einstein A coefficient of 3.6/s. The J=3-2 line mode of HCN, which lies 2050K above ground state, was also observed toward IRC+10216, and subsequently in Orion-KL. Further measurements of vibrationally-excited HCN were done using a 14 meter telescope, which include the observations of the (0,1,0) and (0,2,0) modes towards Orion-KL, via their J=3-2 transitions at 265-267 GHz. The spectrum of the J=3-2 line in Orion taken with the 14 meter telescope, is shown, along with a map, which indicates that emission from vibrationally-excited HCN arises from a region probably smaller than the 14 meter telescope's 20 arcsec beam

    Centaur Propellant Thermal Conditioning Study

    A wicking investigation revealed that passive thermal conditioning was feasible and provided considerable weight advantage over active systems using throttled vent fluid in a Centaur D-1s launch vehicle. Experimental wicking correlations were obtained using empirical revisions to the analytical flow model. Thermal subcoolers were evaluated parametrically as a function of tank pressure and NPSP. Results showed that the RL10 category I engine was the best candidate for boost pump replacement and the option showing the lowest weight penalty employed passively cooled acquisition devices, thermal subcoolers, dry ducts between burns and pumping of subcooler coolant back into the tank. A mixing correlation was identified for sizing the thermodynamic vent system mixer. Worst case mixing requirements were determined by surveying Centaur D-1T, D-1S, IUS, and space tug vehicles. Vent system sizing was based upon worst case requirements. Thermodynamic vent system/mixer weights were determined for each vehicle

    Determination of the Telluric Water Vapor Absorption Correction for Astronomical Data Obtained from the Kuiper Airborne Observatory

    The amount of telluric water vapor along the line of sight of the Kuiper Airborne Observatory telescope as obtained concommitantly on 23 flights is compared with the NASA-Ames Michelson interferometer and with the NOAA-Boulder radiometer. A strong correlation between the two determinations exists, and a method for computing the atmospheric transmission for a given radiometer reading is established

    Preservice Teacher Preparation in International Contexts: A Case-Study Examination of the International Student Teacher Programs

    This article examines the teacher preparation experiences of preservice teachers in six international contexts: China, Fiji, Kiribati, Mexico, Samoa, and Tonga. More specifically, it looks at the value-added components in an international teacher education program, with an emphasis on effective teaching and employability. Theoretically the study is based on Straus and Corbin’s (1998a) substantive grounded theory and Patton’s (1997) Theory of Action Framework. Verbal and non-verbal forms of feedback were identified as essential aspects of the international preservice training experience. Cultural diversity, teaching English as a second language, collaboration, and exposure to a different educational system were identified among several components as advantages to individuals who conduct their preservice teacher training in international settings.</jats:p

    Spectra of Nearby Galaxies Measured with a New Very Broadband Receiver

    Three-millimeter-wavelength spectra of a number of nearby galaxies have been obtained at the Five College Radio Astronomy Observatory (FCRAO) using a new, very broadband receiver. This instrument, which we call the Redshift Search Receiver, has an instantaneous bandwidth of 36 GHz and operates from 74 to 110.5 GHz. The receiver has been built at UMass/FCRAO to be part of the initial instrumentation for the Large Millimeter Telescope (LMT) and is intended primarily for determination of the redshift of distant, dust-obscured galaxies. It is being tested on the FCRAO 14m by measuring the 3mm spectra of a number of nearby galaxies.
