    AbstractThe aim of this research was to extend an Australian developed large group process which proved effective in engaging the general public on issues related to climate change, energy technologies, and the overall shift towards a low carbon society. The results from Australia, the Netherlands, Canada and Scotland found that in each of the geographic locations the context varied, and participants reported different experiences and understanding of each topic. This paper explores how context may have impacted on the results, the differences that arise and discusses the implications for policy makers and research developers

    Technology assessment and resource allocation for predictive genetic testing: A study of the perspectives of Canadian genetic health care providers

    <p>Abstract</p> <p>Background</p> <p>With a growing number of genetic tests becoming available to the health and consumer markets, genetic health care providers in Canada are faced with the challenge of developing robust decision rules or guidelines to allocate a finite number of public resources. The objective of this study was to gain Canadian genetic health providers' perspectives on factors and criteria that influence and shape resource allocation decisions for publically funded predictive genetic testing in Canada.</p> <p>Methods</p> <p>The authors conducted semi-structured interviews with 16 senior lab directors and clinicians at publically funded Canadian predictive genetic testing facilities. Participants were drawn from British Columbia, Alberta, Manitoba, Ontario, Quebec and Nova Scotia. Given the community sampled was identified as being relatively small and challenging to access, purposive sampling coupled with snowball sampling methodologies were utilized.</p> <p>Results</p> <p>Surveyed lab directors and clinicians indicated that predictive genetic tests were funded provincially by one of two predominant funding models, but they themselves played a significant role in how these funds were allocated for specific tests and services. They also rated and identified several factors that influenced allocation decisions and patients' decisions regarding testing. Lastly, participants provided recommendations regarding changes to existing allocation models and showed support for a national evaluation process for predictive testing.</p> <p>Conclusion</p> <p>Our findings suggest that largely local and relatively ad hoc decision making processes are being made in relation to resource allocations for predictive genetic tests and that a more coordinated and, potentially, national approach to allocation decisions in this context may be appropriate.</p

    What Difference Does a Visit Make? Changes in Animal Welfare Perceptions after Interested Citizens Tour a Dairy Farm

    Citizens’ concerns about farm animal welfare are often dismissed on the assumption that they are not well informed about farming practices. We conducted exploratory surveys of interested citizens (n = 50) before and after a self-guided tour of a 500-head dairy farm. ‘Before’ survey questions explored perceptions, concerns, and values about dairy cattle farming and welfare, in addition to a short knowledge-based quiz on dairy cattle husbandry. An ‘after’ survey explored the extent to which these constructs shifted after the tour. Before, most participants correctly answered quiz questions about general feeding and housing practices, but scores were low on questions about specific practices such as cow-calf separation. Participants considered several elements as necessary for a ‘good’ life for dairy cattle: fresh food and water, pasture access, gentle handling, space, shelter, hygiene, fresh air and sunshine, social companions, absence of stress, health, and safety from predators. These elements reflect a diverse conception of animal welfare that incorporates values for physical and mental well-being, natural living, and humane care. The visit had a mixed effect on perceptions of whether dairy cows had a ‘good’ life, improving perceptions for a quarter of participants, worsening perceptions in a third, with no shift in the remaining participants. The visit appeared to mitigate some concerns (e.g., provision of adequate food and water, gentle humane care) while reinforcing or eliciting others (e.g., lack of pasture access, early cow-calf separation). Moreover, animal welfare-relevant values held by participants (e.g., natural living, care) appeared to play an important role in influencing perceptions of farm practices. These results suggest that education and exposure to livestock farming may resolve certain concerns, but other concerns will likely persist, especially when practices conflict with deeply held values around animal care

    The Stem Cell Research Environment:A Patchwork of Patchworks

    Few areas of recent research have received as much focus or generated as much excitement and debate as stem cell research. Hope for the therapeutic promise of this field has been matched by social concern associated largely with the sources of stem cells and their uses. This interplay between promise and controversy has contributed to the enormous variation that exists among the environments in which stem cell research is conducted throughout the world. This variation is layered upon intra-jurisdictional policies that are also often complex and in flux, resulting in what we term a 'patchwork of patchworks'. This patchwork of patchworks and its implications will become increasingly important as we enter this new era of stem cell research. The current progression towards translational and clinical research among international collaborators serves as a catalyst for identifying potential policy conflict and makes it imperative to address jurisdictional variability in stem cell research environments. The existing patchworks seen in contemporary stem cell research environments provide a valuable opportunity to consider how variations in regulations and policies across and within jurisdictions influence research efficiencies and directions. In one sense, the stem cell research context can be viewed as a living experiment occurring across the globe. The lessons to be gleaned from examining this field have great potential for broad-ranging general science policy application

    Consumers and GM Food Labels : Providing Information or Sowing Confusion?

    Labeling policies for genetically modified (GM) foods are under intense scrutiny and development worldwide. The fact that Codex Alimentarius Commission (Codex) -- the international body primarily responsible for food standards including labeling practices -- has been unable to reach consensus on GM food labeling is indication enough that this has been a rather contentious issue. Consumers, on the other hand, appear to be in agreement about the need for labels, if public opinion surveys are any indication. If labels are indeed implemented, what sorts of labels would be useful and under what conditions?     A Public Consultation on Plant Molecular Farming

    Plant molecular farming (PMF) is another phase in the ongoing research and development of transgenic plants, offering possibilities of producing therapeutic and industrial proteins. However, this technology poses important social and policy challenges. A public consultation was held in four regions in Canada using a modified focus group approach. Respondents received a background document on the technology prior to discussions. Five specific applications were discussed to investigate views on food versus nonfood crops, medical versus industrial applications, and containment approaches. Public assessments were on a case-by-case basis but were also clearly based on balancing benefits and risks as well as considerations of environmental impacts and regulatory oversight.Includes bibliographical reference
