Infrastructural support for development of the territorial petrochemical cluster

The paper covers the issues relating to setting up and development of clustered formations in the petrochemical sector within one of the largest industrial regions of the Russian Federation as represented by the Republic of Tatarstan. In reliance on the best practice in setting up various innovative infrastructural elements as well as based on findings of the studies of possibilities and prerequisites of a petrochemical cluster formation within the territory of a particular municipal district, the authors offer a methodology for assessment of clusterization process effectiveness. Furthermore, a number of missing infrastructural elements are identified that are essential for successful operation of a cluster in the region

Performance results of Companies in territorial and industrial clusters of Russia in many ways determine the different level budgeting, including in particular regional ones, dramatically influencing the development of the social and cultural sectors of the region. Therefore, it’s no coincidence that their efficiency in performance is in the focused attention of regional administration authorities. A number of external and internal factors influence the operating efficiency of the companies in regional clusters. Recently, a particularly strong influence on the final results of their work has a constant rise in prices for energy resources, suppressing the growing competitiveness of the products in the world markets. The article analyzes the dynamics of changes in the main indicators characterizing the efficiency of energy use of the large industrial company, forming the core of the petrochemical cluster in one of the Russian regions. The factors with the greatest impact on improving production energy efficiency have been identified. The perspectives to reduce energy consumption in the conditions of electricity and power market liberalization have been reviewed. It is shown, that the adaptation of the companies’ activity in regional clusters to the changes in macroeconomic conditions of economic entities functioning, predetermine the necessity to address a whole range of fundamentally new methodological problems, methodic and organizational strategies to build their behavior in competitive electrical power market

All rights reserved.In the current environment, clustering of the economy represents a key factor in improving the competitive ability of the business entities functioning within the area whilst enhancing the interconnections between them and giving a new impulse to development of the regions. This paper offers a proven model of comprehensive evaluation of clustering potential of the regional economic systems, including a method of calculation and analysis of the parameters relating to production and resource, manpower, investment and financial potentials. Furthermore, effects of creation of an industry cluster are determined with respect to each individual participant and territory on the whole, which include economic, research and technology, innovative, social and environmental aspects. Future priority orientations of development of the region are also defined. In the authors’ opinion, formation and growth of the territorial clusters will provide a number of advantages for the regional economy, such as creation of new job places, manufacturing new types of products, development of the regional infrastructure, improvement of research and development (R and D) level, effectiveness of R and D findings implementation etc
