    Higher Education Collaboratives for Community Engagement and Improvement

    Our society is in a period of dramatic change with the transition from an industrial-based to a knowledge-based economy, as well as technological advances, fiscal challenges of higher education, and cultural shifts in society as a whole. Increasing collaborations between communities and universities in order to influence the public good becomes paramount during this time of dramatic change. As frustratingly slow as the movement to strengthen the relationship between higher education and society sometimes seems to be, few social institutions are better situated than colleges and universities to stimulate significant community improvement. Individually and collectively, institutions of higher education possess considerable resources—human, fiscal, organizational, and intellectual— which are critical to addressing significant social issues. Additionally, these institutions are physically rooted in their communities. Therefore, investing in the betterment of their immediate environments is good for both the community and the institution. However, it is recognized that higher education institutions often fall short of making a real impact in their home communities. Therefore, a conference was convened to examine the current and evolving role of higher education institutions, particularly those operating within the context of coalitions, consortia and state systems, to catalyze change on issues affecting communities and society as a whole. Specifically, the focus of the conference was to develop and strengthen an understanding of how higher education might work more effectively with communities and we believe that consortia or collaboratives of higher education institutions, along with community partners, can learn from one another. Cooperation between efforts is important. The papers offered in this monograph are the result of the Wingspread Conference on Higher Education Collaboratives for Community Engagement and Improvement, conducted on October 27-29, 2004, in Racine, Wisconsin. The conference, the second of a three-part series, was sponsored by the National Forum on Higher Education for the Public Good at the University of Michigan School of Education, the Johnson Foundation, Atlantic Philanthropies, and the W.K. Kellogg Foundation. The first conference in the series held in October 2003 and titled Public Understanding, Public Support and Public Policy focused on higher education’s role in society and the concluding conference will be held in the fall of 2005

    Parental Rights and Religious Liberty: Examining New Conflicts Between Parents and the State

    The Supreme Court has articulated that parents have the unenumerated right rooted in the Fourteenth Amendment to direct the care, custody, and upbringing of their children since the 1920s in such cases as Pierce v. Society of Sisters, Meyer v. Nebraska, Parham v. J.R. and Troxel v. Granville. However, the precise contours of the right have long been uncertain, as has the level of scrutiny to be applied. In Dobbs v. Jackson Women’s Health Organization, the Supreme Court established a clear threshold for unenumerated rights, that they must be rooted in history and tradition and essential to ordered liberty. The Court noted that its decision does not call into question its line of cases on parental rights. Nevertheless, the question remains: do parental rights meet the Court’s threshold? Are there reasons to believe that parental rights will be affected by the Dobbs decision? The Dobbs decision comes as a new series of conflicts between parents and the state are arising in education and healthcare around the country. Many of these conflicts over ideas about gender and race. These new conflicts implicate parental rights and are raising questions for courts such as: Who has the primary responsibility for the formation of a child’s identity and values? Do parental rights extend beyond the schoolhouse gate to include instruction and policies in schools? And who gets to decide the treatment of a child’s mental health, including gender distress? These questions and more have been raised in a series of recent lawsuits against school districts over policies concerning race and gender-based curriculum and policies where challengers have invoked parental rights theories.     Ethnic Patriotism: Boston's Irish and Jewish Communities, 1880-1929

    Thesis advisor: Kevin KennyThis dissertation examines the development of ethnic consciousness in Boston's Irish and Jewish communities in the late nineteenth and early twentieth centuries, focusing on several interrelated areas of analysis: religion, public service, ethnic nationalism, and popular culture. As the city's leading non-Protestant groups, Irish and Jews challenged ideas of Yankee superiority, arguing they could retain their ethnic culture and still be respected, patriotic citizens. Both groups consisted of a small middle class of businessmen and professionals and a large immigrant working class. From these factions emerged the competing voices of individuals who sought to find the best way to promote the compatibility of their religion, culture, and ethnic nationalist aspirations with American loyalties. After decades of trying to achieve full acceptance, Irish and Jews saw World War I as the ultimate test of ethnic patriotism; instead of conforming to a prescribed notion of Anglo-Protestant citizenship, they insisted on the centrality of their religion and culture to civic identity. Yet while their war service brought confidence in their rights as ethnic Americans, it did not bring total acceptance. By the 1920s, the Irish controlled local public life, but assumed a defensive posture toward the Yankee elite; Jews, meanwhile, were optimistic regarding interfaith cooperation, despite increasing antisemitism. This study expands on and moves beyond present studies of immigrant acculturation by adding a new comparative dimension. It examines the contested expressions of ethnic patriotism based on class, gender, and generation within two ethnic communities, demonstrating how ethnic groups utilized similar strategies to project a positive public image and articulate their place in society. It also shows the intersection of local, national, and international concerns in the development of ethnic consciousness. Irish and Jews created hybrid ethnic cultures rooted in religion, cultural practices, and mass consumerism that would survive for decades in the city's entrenched ethnic neighborhoods.Thesis (PhD) — Boston College, 2010.Submitted to: Boston College.
