    The role of information systems in human resource management

    Persistency of the organization, competitive advantage and realization of extra profit, in contemporary environment, are directly connected with balance of the resources available to the firm. One of the key issues of successful business is human resource management and that process is under great influence of modern information technology. Human Resources Information Systems (HRIS) are systems used to collect, record, store, analyze and retrieve data concerning an organization’s human resources, but it is not merely reduction of administrative procedures. The importance of HRIS system is multifaceted, ranging from operational assistance in collecting, storing and preparing data for reports, simplifying and accelerating the processes and controlling the available data, reducing labour costs for HR departments, and providing timely and diverse information to the management of the company, based on which it is possible to make quality strategic decisions related to human capital. The aim of this paper is to highlight the importance of HRIS and to give a comprehensive insight of the subject. Special focus in the paper will be on companies in Serbia, which have started to apply this concept, but in most situations not widely, but just partially.     Common Agricultural Policy has a major impact on the Romanian agricultural sector, being one of the most important European policies affecting such an important part of the economy and population, and now it is passes through a new reform. Reconsidering the perspective of Common Agricultural Policy (CAP) during the next financial framework 2014-2020, will impose new conditions, both in the European agricultural sector reform and to the Romanian one as well, including adaptation to the new realities imposed by the CAP philosophy. The paper presents a short analysis regarding the possible effects on the Romanian agriculture in the perspective of the new CAP reforms, taking into account two main aspects: reform of direct payments system and the greening measures adopted for 1st CAP Pillar

The pollution generated burning fossil fuels for industrial development and the limited character of energetic fossil resources imposes the necessity to replace them with other sources of energy. The renewable energy sources have some specific characteristics that involve a process of implementation adapted to the region particularities. The paper present a scenario for implementing the renewable energy sources into the Romanian economy, taking account to the specific socio-economic aspects of Romanian society.     Heuristic Methodology for Estimating the Liquid Biofuel Potential of a Region

    This paper presents a heuristic methodology for estimating the possible variation of the liquid biofuel potential of a region, an appraisal made for a future period of time. The determination of the liquid biofuel potential has been made up either on the account of an average (constant) yield of the energetic crops that were used, or on the account of a yield that varies depending on a known trend, which can be estimated through a certain method. The proposed methodology uses the variation of the yield of energetic crops over time in order to simulate a variation of the biofuel potential for a future ten year time period. This new approach to the problem of determining the liquid biofuel potential of a certain land area can be useful for investors, as it allows making a more realistic analysis of the investment risk and of the possibilities of recovering the investment. On the other hand, the presented methodology can be useful to the governmental administration in order to elaborate strategies and policies to ensure the necessity of fuels and liquid biofuels for transportation, in a certain area. Unlike current methods, which approach the problem of determining the liquid biofuel potential in a deterministic way, by using econometric methods, the proposed methodology uses heuristic reasoning schemes in order to reduce the great number of factors that actually influence the biofuel potential and which usually have unknown values
