    Neighborhood effects, public housing and unemployment in France

    This paper is aimed to examine how individual unemployment is influenced both by location in a deprived neighborhood and public housing. Our identification strategy is twofold. First, because we estimate a simultaneous probit model of public housing accommodation, type of neighborhood, and unemployment, the formal identification of the model relies on non-linearities. Second, we take advantage of the location of the public housing sector in France, which allows us to use public housing accommodation as a powerful determinant of neighborhood choices. Our results show that public housing does not have any direct effect on unemployment. However, living within the 35% more deprived neighborhoods does increase the unemployment probability significantly. As expected, the effect of neighborhood substantially decreases when dealing with the endogeneity of neighborhood and when using public housing as a determinant of neighborhood choice.full information maximum likehood; neighborhood effects; public housing; simultaneous probit models; unemployment

    In order to test for the effect of public housing occupancy on unemployment, we estimate a simultaneous probit model of unemployment and public housing. On a first sample, we instrument public housing with the gender composition of children. On a second sample, the instrument is the share of public housing at the city level. We also perform a robustness check that consists in measuring the correlation between unobservables that could explain the effect of public housing on unemployment.     The aim of this paper is to test for the influence of neighborhood deprivation on individual unemployment probability in the case of Lyon (France). We estimate a bivariate probit model of unemployment and location in a deprived neighborhood. Our identification strategy is twofold. First, we instrument neighborhood type by the gender composition of household’s children and the spouse’s workplace. Second, we use the methodology proposed by Altonji et al. (2005), that in our case consists in making hypotheses as to the correlation between the unobservables that determine unemployment and the unobservables that influence the selection into neighborhood types. Our results show that the effect of neighborhood deprivation is not significantly different from zero in the bivariate probit with exclusion restrictions. We also show that a correlation of the unobservables as low as ten percent of the correlation of observables is sufficient to explain the positive neighborhood effect that is observed when endogeneity is not accounted for.neighborhood effects, unemployment, simultaneous probit models, instrumental variables, selection on unobservables

    This paper is aimed to examine how individual unemployment is influenced both by location in a deprived neighborhood and public housing. Of course, measuring neighborhood effects raises the issue of location choice endogeneity, which generates correlated effects (Moffitt, 2001; Durlauf, 2004). Indeed, individuals with similar socio-economic characteristics, labor-market outcomes, and unobservable traits tend to sort themselves into certain parts of the urban space. In this paper, we investigate the possibility to deal with endogeneity of location choices by means of a non-linear model, that offers conditions under which group effects may be identified (Brock, Durlauf, 2003 and 2004). Specifically, in a preliminary data analysis step, we classify neighborhoods as deprived or not deprived and then estimate a simultaneous probit model of (i) public housing accommodation, (ii) type of neighborhood, and (iii) unemployment, allowing for non-zero correlations between the error terms of the three equations. The large share of public housing units in France and their concentration in poor neighborhoods, where they may represent as much as two thirds of housing units, allow us to use public housing accommodation as a powerful determinant of location in these neighborhoods. Estimations of this simultaneous probit model by simulated maximum likelihood are performed on a sample of approximately 10,000 individuals, taken from the 1999 French Census and representing about five percents of households' heads participating in the labor-market in Lyon, the third largest city in France. Our results show that public housing does not have any direct effect on unemployment. However, living within the 35% more deprived neighborhoods does increase the unemployment probability significantly. Our estimate is comparable to that Topa (2001) obtained for Chicago. As expected, the effect of neighborhood substantially decreases when dealing with the endogeneity of neighborhood and when using public housing as a determinant of neighborhood choice.

    This paper shows that living in public housing has no effect on the probability of being unemployed in France, once we account for the endogeneity of public housing. We estimate a simultaneous probit model of unemployment and public housing. On a first sample for Lyon, we instrument public housing with the gender composition of children. On a second national sample, the instrument is the city-level share of public housing.     Sustainability and change in the institutionalized commute in Belgium: exploring regional differences

    This paper examines regional differences in commute-energy performance in Belgium, and explores their relationships with spatial characteristics such as the distribution of population and housing, the metropolitan influence of the Brussels agglomeration, and the compactness of cities and towns. We also investigate contradictions between Belgian state-wide commute policy and regional differences in average commuting distance and mode choice. Against a background of long-term federal measures that traditionally encourage long-distance commuting in Belgium, we find striking discrepancies between the structure and the development of commuting patterns in the three administrative regions of Flanders, Wallonia and Brussels. Residents of Brussels show the most sustainable commuting patterns, due to the metropolitan spatial structure. Residents of Wallonia represent the least sustainable commute. Given the rather weak regional economy of Wallonia compared with Flanders, commuters must frequently seek employment far from their residence. Population changes and consequent developments in the housing market seem to exacerbate this competitive disadvantage, since most growth occurs in relatively remote rural areas that are nevertheless within reach of the main employment centres

    Screencast Feedback for Essays on a Distance Learning MA in Professional Communication

    This action research explored the potential of audio-visual screencasting for assignment feedback on a distance learning (DL) course. A screencast is a combination of voice recording and screen capture, which can be played in any browser, like a video. Here it is used to capture a tutor’s editing and highlighting activities in a document, whilst simultaneously recording spoken feedback. Research suggests that audio-visual feedback may resolve some of the current problems with written feedback. A pilot study is reported which trialled screencasting for essay feedback on a master's level DL module at Sheffield Hallam University. Fourteen students participated and were randomly divided between two groups to receive either written or screencast feedback first. After receiving the first feedback type, students completed a short questionnaire online. The second type of feedback was then distributed to the students, who completed the same questionnaire for the second type of feedback. The results suggest that feedback is received more positively in the richer media of audio-visual screencasting and that this may encourage emotions more conducive to receiving and processing feedback and help to socialise students within the learning context by giving them a sense of belonging to the community. Simultaneous visual cues and explanations appear to help with understanding, and it is quicker to capture screencasts than it is to write feedback. However, preferences for written feedback were related to the holistic overview of a document, which could be scanned and revisited, and which was not confined to a linear delivery, nor time-limited. Audio-visual screencasting will therefore only be adopted for formative feedback during modules, and will be structured with spoken overviews
