The Role of Risk: Mentoring Experiences and Outcomes for Youth with Varying Risk Profiles

This report presents results from the nation's first large-scale study to examine how youth's levels and sources of risk may influence their mentoring relationships and the benefits they derive from participating in mentoring programs. More and more, mentoring programs are being asked to serve young people who are considered "higher risk." And while mentoring has a strong research base generally, until now relatively little has been known about programs' capacities to serve and produce benefits for these youth.Funded by the Bill & Melinda Gates Foundation, the study involved more than 1,300 youth, drawn from seven programs serving young people in Washington State. Oversight and support for the project were provided by Washington State Mentors. The study looked closely at the backgrounds of participating youth and their mentors, the mentoring relationships that formed, the program supports that were offered, and the benefits youth received -- and examined how these varied for youth with differing profiles (i.e., levels and types) of risk."The Role of Risk" describes the study's methods and findings and considers their implications for practitioners and funders. L'expérience du programme Dimensions sociales de l'ajustement : apports méthodologiques et réflexions d'ensemble

Initié en 1988 et pour 4 ans, le programme Dimensions sociales de l'ajustement avait pour objectif d'aider les pays d'Afrique subsaharienne à prendre en compte l'impact social dans la formulation de leurs politiques macro-économiques. Pour ce faire, un cadre théorique a été élaboré sur la relation entre les niveaux de décision macro-économique et ceux méso et micro-économique où apparaissent les impacts sociaux. Une stratégie comprenant quatre lignes d'action a été mise au point : enquêtes auprès des ménages, analyse économique, élaboration de programmes d'actions sociales, et actions de formation. Une vingtaine de projets nationaux ont ainsi été élaborés pour un montant de près de 250 millions de dollars US, présentant de nombreuses innovations conceptuelles et méthodologiques : système d'information hiérarchisé, système d'enquêtes intégré, plans d'analyse sectoriels, modélisation sociale, restructuration des dépenses publiques, fonds sociaux, etc. De nombreux programmes d'actions sociales visant à soulager les populations les plus pauvres face aux conséquences de l'ajustement structurel sont en place. Toutefois, l'objectif fondamental du programme, à savoir faire évoluer les politiques d'ajustement dans un sens plus social, n'a pu être que partiellement atteint en raison de la durée limitée du programme. Observatoires du développement, observatoires pour le développement

La notion d'observatoire ne saurait être fixée. Son évolution reflète l'évolution des problèmes disciplinaires et des méthodologies adoptées pour les résoudre au cours des quatres dernières décennies. Toutefois, l'adoption d'un nouvel outil n'implique pas toujours l'élimination des instruments existants. Cette double évolution explique la relativité des apports liés à l'emploi d'un observatoire par rapport à l'évolution des théories et des méthodes. Cet instrument particulier permet à la fois un mode particulier d'intégration des dimensions macro et microscopiques et un mode particulier de comparaisons entre catégories sociales. La notion d'observatoire permet donc de penser plus efficacement aux différentes significations du concept de représentativité qu'il faut relier à la distribution synchronique du phénomène comme à son évolution, mais aussi à la variété de ses symptômes. Du coup, la représentativité suscite une réflexion en profondeur sur les sondages à employer, les méthodes de collecte des informations et la fréquence comme la durée des observations. Un examen détaillé de trois facettes d'Ocisca, l'observatoire du Cameroun illustre la variété et les limites des solutions choisies pour satisfaire à cette notion de représentativité. (Résumé d'auteur
