    Fermenting Change: Development in Eugene's Whiteaker Neighborhood

    81 pagesIn the past 10 years, craft fermented beverage businesses – breweries, urban wineries, cideries, meaderies, and distilleries – have proliferated in Eugene’s Whiteaker neighborhood. This study documents the changes that have occurred in the neighborhood and the community’s perceptions of those changes. Based on these observations, I draw out lessons to help community and economic development practitioners better harness the benefits and mitigate the impacts of neighborhood-scale change. Although the Whiteaker’s transformation has been far from painless, the neighborhood’s experience offers insight into conscientious development. Land use changes have resulted in an emerging economic prosperity without completely undermining the neighborhood’s identity

    Crawford Crossing: A Park Concept Plan

A new residential development will soon increase the city’s housing stock by about a third, presenting new opportunities for community and economic development in Turner. Among these opportunities is the chance to develop 40 acres around Crawford Lake into a beautiful lakeside park with access to fishing, boating, hiking, picnicking, and outdoor enjoyment. This document outlines a vision and concept for this new park, based on extensive input from Turner area residents both young and old. The City of Turner and interested community groups can use the park design concept and resources presented here as a guide for building out the park over the coming years. About the Concept Plan Crawford Lake, located in northern Turner, began its life as a quarry excavated by Riverbend Sand and Gravel. The quarry was retired in 2008 and has gradually filled with water to form what is now the 70- acre Crawford Lake. After almost a decade, the land around the lake is being developed, adding 203 new single family homes and 131 apartment units to the Turner residential community. The “Crawford Crossing” development offers more than the promise of residential growth: as part of the project, the City of Turner is receiving 40 acres of donated land on the southern end of Crawford Lake to develop as a public park.     Four Visions for the Jackson County Health Site Redevelopment Plan

    69 pagesIn the fall term of 2013, graduate students in the Department of Planning, Public Policy and Management (PPPM) at the University of Oregon developed concept plans for the Jackson County Health Site in Medford, Oregon. This document will refer to the Jackson County property as the “Catalyst Site” because redevelopment of the Site was intended to spark redevelopment and revitalization throughout the East Main Neighborhood. The students were asked to create a long-term plan for the Catalyst Site, taking into account the context of the surrounding neighborhood and the City of Medford as a whole. These plans were to address land use, transportation, economic development, and other factors by considering site layout, building uses, and circulation as urban design concepts. Students were divided into four teams. Each team developed a final report detailing their recommendations. This report summarizes those recommendations
