Systematic framework and measures of economic policy in function of Serbian agriculture improvement requirements

One of the most significant economic activities in Serbia is agriculture, which also represents the base for food industry and some other branches of processing industry. In this field Serbia finds its developmental opportunity in future period. Inclusion of the country in EU, as well as in the World Tourist Organization, implies appropriate preparation and qualification in this field, so there could be more successful deal with rising competitiveness of foreign goods, in conditions of increasing liberalization level of foreign trade. Therefore, domestic regulatory rules must be adjusted to EU regulatory rules, like as concrete measures regarding agriculture and rural development improvement must be adjusted to the measures in the Joint EU Agrarian Policy. Serbian agriculture is in quite bad condition, and financial possibilities of the state, to expedite its development by abundant assets, are still insufficient. In terms of recession, caused by world economic crisis, too, incentive assets reduce, while making business in this field become more and more aggravated. This paper points out, in short, to significance and condition of agriculture in Serbia, on regulatory rules and future plan documents important for this field, as well as on concrete measures, which have to be undertaken in order to improve this activity.agricultural production, legislature in the field of agriculture, developmental documents, rural development, incentive measures.

Uloga ekološkog savetodavstva u razvoju organske proizvodnje u Srbiji

Modern business conditionsrequire establishing a network between economic, social and ecological criteria of resources allocation. Using the ecologicalconsulting, which respects a situational approach in the paper, can make a balance between economic efficiency, socially responsible business and organic production standards.Approaching to the EU market imposes stricter business conditions, which reflect in tougher competition and numerous regulations in the field of the environment protection, protection of producers and consumers, etc.Consequentially, this paper had an ambition to point out to the significance of ecological consulting in the organic production affirmation in Serbia.Savremeni uslovi poslovanja zahtevaju uspostavljanje veze između ekonomskih, socijalnihi ekoloških kriterijuma alokacije resursa. Pomoću ekološkog savetodavstva koje uvažava situacioni pristup u radu može se postići balans između ekonomske efikasnosti, društveno odgovornog poslovanja i standarda organske proizvodnje. Agrotehnička opremljenost i skladišni kapaciteti u funkciji razvoja voćarsko-vinogradarske proizvodnje u Smederevu

The aim is to score agro technical equipment and the development of storage and additional processing capacity on the areas of the city of Smederevo, in order to consider the possibilities for improving fruit and wine production. Agro-technical equipment of farms is not satisfactory in terms of the existing machinery that is old and worn out. Storage and finishing facilities in Smederevo are also underdeveloped. Consequently, you need a large distribution center with a trademark and uniform packaging. At the same time, we should support the purchase of "cold flow" in which the temperature of the pedigrees of agricultural products at a level that is required for transport and export to the international market.Cilj rada je ocena agrotehničke opremljenosti i razvijenosti skladišnih i doradnih kapaciteta na područja grada Smedereva, kako bi se sagledale mogućnosti za unapređenje voćarsko-vinogradarske proizvodnje. Agrotehnička opremljenost poljoprivrednih gazdinstava nije na zavidnom nivou u pogledu postojeće mehanizacije koja je stara i dotrajala. Skladišni i doradni kapaciteti u Smederevu su takođe nedovoljno razvijeni. Shodno tome, potreban je jedan veliki distributivni centar sa zaštitnim znakom i uniformnom ambalažom. Istovremeno, treba podržati kupovinu „protočnih hladnjača” u kojima bi se temperatura poljoprivrednih proizvoda obarala na nivo koji je potreban za transport i izvoz na međunarodno tržište

In this paper we have shown the importance of obtaining integrated permits and working with possession certificate QMS, EMS, OHSAS and EnMS. Compliance with internationally recognized standards ISO 9001, ISO 14001:2015, OHSAS 18001:2008 and SRPS ISO 50001 thus become inevitable. Should this be set in context with the management of changes in the environment, the management of significant aspects of the environment, the management of risks to the environment and health of people and energy factors, then emphasizes efficiency and effectiveness that enables business systems and organizations, to implement and achieve the concept of sustainable development.U radu smo pokazali značaj dobijanja integrisane dozvole i funkcionalnu vezu sa posedovanjem sertifikata QMS, EMS, OHSAS i EnMS. Usaglašenost sa međunarodno priznatim standardima ISO 9001: 2015, ISO 14001: 2015, OHSAS 18001: 2008 i SRPS ISO 50001 samim tim postaje neminovnost. Ukoliko se to postavi u kontekst sa upravljanjem promenama u životnoj sredini, upravljanjem značajnim aspektima životne sredine, upravljanjem rizicima po životnu sredinu i zdravljem ljudi i energetskim faktorima, onda se potencira efikasnost i efektivnost koja omogućava poslovnim sistemima i organizacijama, da primenjuju i dostignu koncept održivog razvoja

Upotreba alternativnih izvora energije u poljoprivredi u cilju zaštite životne sredine

Due to modern economic, technological and social development, the science encounters numerous problems, the solutions of which should provide clear guidelines for further existence. This intention represents a starting point in finding solutions and providing answers to numerous questions. One of the above-mentioned questions is the one related to exploitation of well-known and widely exploited energy sources. The objective of this paper is the attempt to provide answers and solutions that should point the way to use of alternative energy sources, especially in the segment of agriculture, which, along with other fields, appears in the capacity of a large energy consumer. In this sense, the insufficiently exploited energy sources, such as solar energy, water, wind, biomass energy and other, joined with institutional support of the state represent the only path to sustainable development.Zahvaljujući savremenom ekonomskom, tehnološkom i društvenom razvoju, pred naukom se nalaze brojni problemi čija rešenja treba da daju jasne smernice za dalju egzistenciju. Sa takvom namerom se kreće u iznalaženje rešenja i pružanje odgovora na brojna pitanja. Jedno od njih je i ono u vezi sa iscrpljivanjem poznatih i široko eksploatisanih izvora energije. Cilj ovog rada je pokušaj pružanja odgovora i rešenja koja bi trebalo da upute na korišćenje izvora energije alternativne prirode, a naročito u segmentu poljoprivrede koja se kao i druge oblasti pojavljuje u ulozi velikog potrošača energije. Serbia has small number of producers which have encircled production system (from primary production to processing), which do business successful, introduce marketing strategy and production standards, registered their products' mark of origin, succeed to export on EU market, use internet or has its own internet domain, etc. For creation of such, competitive and modern agricultural producer, there is necessity for production specialization, any kind of cooperation and better organization. In same time, there is more space for bigger financial support of state, as expert and consultative support „created“ through strong partnership between public and private sector, i.e. tough and constructive cooperation of state and farmers sector, like as institutions of education, science, research and consultative work. In the paper was given review of number and territorial dispersion of educational institutions, current scientific-research work and consultative functions in agriculture in Serbia, than was pointed out main problems in their functioning and previous work and also proposed concrete suggestions for overcoming of existing limitations, as for modernization /reorganization of those institutions, in a way to be more useful for agricultural producers
