    Organizational Capacity Survey: Capturing an Extension System\u27s Current State and Pinpointing Areas for Improvement

    An organizational capacity survey (OCS) can reveal gaps in what an organization is doing and what an organization\u27s employees feel the organization should be doing. Mississippi State University (MSU) Extension conducted an OCS to assess perceptions of MSU Extension\u27s vision and commitment, plan of work, working relationships, diversity and pluralism, public value, personnel knowledge and expertise, and training needs. Questions were designed to measure perceptions of how MSU Extension is currently and how it should be ideally. This design allowed discrepancy scores to be calculated to identify areas in which capacity development was needed or desired that could then be addressed through state-based professional development

    A Process Evaluation of the HappyHealthy SocIal Marketing Campaign

    Social marketing campaigns are effective in promoting health behavior changes in individuals and communities. Mississippi State University Extension Service’s (MSU Extension) Office of Nutrition Education launched a statewide social marketing campaign branded HappyHealthy to target nutrition and healthy lifestyle-related behaviors of Supplemental Nutrition Assistance Program-eligible individuals and families. In this study, a process evaluation was conducted with MSU Extension staff to assess perceptions of the campaign’s relative advantage, compatibility, complexity, trialability, and observability. In the early stages of the campaign, external evaluators conducted in-depth interviews with MSU Extension staff members (n = 17). After the campaign had been active for several months, the same external evaluators developed a web-based survey instrument for administration with MSU Extension staff (n = 54). Interview and survey responses were interpreted in accordance with Roger’s diffusion of innovation theory. Staff responses indicated it is important that campaign messages and materials align with and enhance staff members’ job responsibilities and that campaign messages are consistent with other education being delivered. Allowing staff to get familiar with some campaign materials before they are responsible for using them may also be advantageous for successful adoption and implementation

    Formative Research to Inform the Development of a Healthy Eating Social Marketing Campaign in Mississippi

    Mississippi leads the nation in child obesity, chronic diseases, poverty, and food insecurity. Stemming the long-term consequences of high obesity rates will require a cultural attitude and behavioral shift towards healthy eating. This study explored the perceptions, beliefs, practices, and self-efficacy towards healthy eating among limited resource Mississippi parents to inform a SNAP-Ed social marketing campaign. A statewide telephone survey was conducted with income-eligible or current SNAP recipients who provided or prepared food for children in their household. Likert-type scale questions measured intrapersonal factors, self-efficacy, and practices regarding healthy eating, such as shopping and meal planning. A total of 206 surveys were analyzed. Seventy-nine percent (n=163) of participants were currently receiving SNAP benefits. Healthy eating was perceived as balanced meals and fruits and vegetables. Though 60% agreed that cost was a barrier to eating more fruits and vegetables, 90% of participants had positive attitudes and beliefs towards healthy eating. In summary, Mississippi parents with limited resources were interested in providing healthy balanced meals but faced cost as the major barrier. A social marketing message with this population can be effective in emphasizing affordable healthy meals

    Revising Curricula Through the Use of Lesson Study

    The lesson study methodology allows Extension educators to reflect on instructional practices and gather formative data that can be used to refine curricula. We trained Extension educators and formed a community of practice (CoP) of agents who used the lesson study method to inform improvements of a 4-H coding curriculum. The CoP planned and set goals, implemented the lesson, shared formative data, and strategized on how to improve subsequent lessons. They found the lesson study method to be an effective tool for engaging the specialist, other agents, and youths in meaningful dialogue so that curriculum goals could be met

    Food Availability and Cost Patterns in Mississippi Retail Stores Participating in the Supplemental Nutrition Assistance Program

    Research has suggested that availability of healthful food varies according to rurality/urbanicity, Supplemental Nutrition Assistance Program (SNAP) participation, and sociodemographic variables. We investigated differences in variety and cost of fruits and vegetables in convenience stores, grocery stores, and supermarkets across Mississippi. We collected data using the Nutrition Environment Measures Survey–Corner Store. Among stores surveyed (n = 453), fruit and vegetable variety was greater in nonmetro versus metro areas for convenience and grocery stores but not supermarkets. Elucidation of food availability in retail establishments serving SNAP Education (SNAP-Ed) clients is valuable for planning outreach efforts; smaller retailers may be important partners in rural settings

    Water Conservation: Extension Agents’ Perceptions of Issue Importance, Professional Abilities, and Landowner Needs

    The Extension Service is one of many agencies charged with increasing awareness and knowledge of research-based agricultural conservation practices. A regional survey of Extension agents with agriculture and natural resources responsibilities was conducted to assess the need for in-service training on 11 water resource conservation topics. The highest priority training needs were for topics related to complex interactions and drivers of agricultural water pollution. This article highlights the implications of these results and offers broader perspective on bringing the Borich model of needs assessment into the agricultural and natural resources realm of subject matter expertise

    An Extension Application of the RE-AIM Evaluation Framework

    RE-AIM is an evaluation framework that has been widely used by public health professionals for over 15 years and is well documented in public health literature. RE-AIM evaluates health promotion programs on five dimensions—reach, effectiveness, adoption, implementation, and maintenance. Although some Extension professionals have used the framework, it has been undocumented in Extension literature. To encourage wider use of RE-AIM in Extension, we briefly describe the framework and present an application of it to a two-state, grant-funded 4-H Healthy Living program. We conclude by identifying benefits of more widespread use of RE-AIM within Extension

    Programmatic Environmental Scans: A Survey Based on Program Planning and Evaluation Concepts

    Within Extension, environmental scans are most commonly used to assess community or organizational issues or for strategic planning purposes. However, Extension has expanded the use of environmental scans to systematically identify “what programs exist” on a given topic or focus area. Yet, despite recent attention to the topic of environmental scanning in Extension, survey instruments used to conduct environmental scans have not been published. Given the emphasis on implementation of evidence-based practices and programs, having a ready-made survey that can be used to identify programs on a specific topic and that could subsequently lead to an evaluability assessment of those programs would be a useful resource. To encourage the use of environmental scans to identify existing evidence-based programs, this article describes a survey instrument developed for the purpose of scanning for 4-H Healthy Living programs ready for rigorous outcome evaluation and/or national replication. It focuses on the rationale for survey items, as well as provides a summary and definition of those items. The survey tool can be easily adapted for future programmatic environmental scans both within and outside Extension

    Assisting After Disaster: A Volunteer Management and Donations Management Training

    Stakeholders in Mississippi perceived that Extension could lead volunteer management and donations management after a natural disaster. In response, Mississippi State University Extension professionals developed a training on volunteer management and donations management to supplement the existing Incident Management System/Incident Command System (ICS) curriculum. The training includes education on connecting volunteer management and donations management to local emergency planning, managing volunteers, managing goods and monetary donations, operating within ICS, and developing relationships between volunteer organizations and partners. The training has been pilot tested in Mississippi with promising preliminary results. Extension professionals elsewhere may benefit from similar trainings

    Informing Youth Health and Well-Being Programs: A National 4-H Healthy Living Evaluation Study

    4-H Healthy Living programs address healthy eating; physical activity; social-emotional health and well-being; alcohol, tobacco, and other drug use prevention; and injury prevention. Using the Systematic Screening and Assessment Method, this paper identified 32 4-H Healthy Living programs across the nation ready for comprehensive outcome evaluation and/or national replication based on 6 criteria. Weaknesses in an additional 78 programs that did not meet the criteria were also identified. Programs that failed to meet the criteria did so primarily because they lacked a clearly delineated theory of change or appropriate evaluation. Implications for practice include ways to strengthen program planning and use of a comprehensive evaluation framework. Specific attention is given to professional development for 4-H professionals
