    Volunteer Driver Programs in Minnesota: Benefits and Barriers

    In FY 2016, the Minnesota Council on Transportation Access (MCOTA) requested a study of Volunteer Programs in Minnesota, with the objectives of documenting the organizations that use volunteer drivers to help meet the transportation needs of their clients, how they organize and fund their volunteer driver programs, and the challenges these organizations face in continuing to provide these services with volunteer drivers, including issues with insurance coverage. Once these were documented, MCOTA requested recommendations regarding which of the identified barriers would be most productively addressed, and what methods would help providers address these barriers. Researchers from the University of Minnesota’s Humphrey School of Public Affairs sought to meet these objectives through a survey of providers that use volunteer drivers in Minnesota and review of current regulations, including insurance. This report covers the background and need for this study in more detail, the survey method followed, a discussion of the results and conclusions from the survey data, and recommendations for how the identified barriers might be addressed

    Opportunities and Challenges for Deploying Connected and Automated Vehicles to Address Transportation Disparities in Urban Areas

    As the development and testing of connected and automated vehicles (CAV) accelerates, it is important for government stakeholders, planners, and policymakers to have a better understanding of the challenges and opportunities CAVs will bring to infrastructure, communities, and lifestyles. There is general consensus among scholars and transportation practitioners that CAV will “disrupt” transportation systems, land use patterns, and socioeconomic power structures as they exist today.The implications of CAV on transportation infrastructure have been the subject of numerous academic and professional studies, suggesting both positive and negative effects may occur. Furthermore, in an American context, transportation planning has historically contributed to the vast socioeconomic and racial inequities still seen today, so particular emphasis should be given to the potential for CAV development to compound equity issues. Regardless, the rapid development of CAV technology has led to a compressed timeline for planners and policymakers to put policies, plans, and infrastructure into place to prepare for the mainstreaming of CAVs, and the evolution of the current transportation system. In order to identify strategic ways to leverage CAV to best support communities of all scales, researchers at the University of Minnesota have gathered information from community members and stakeholders across the state. Building on previous research and community discussions surrounding CAV opportunities in Greater Minnesota, this project sought to understand the needs of transportation disadvantaged communities that have limited access to transportation due to level of income, ability, or service extent, and explores whether CAV could be an appropriate solution. This research particularly focused on such communities in the “East Metro” of the Twin Cities, with particular focus given to the east side of Saint Paul, downtown, and Frogtown areas. Much of the equity-related research conducted in the Twin Cities metropolitan area is focused on Minneapolis, and there is a relative gap in the literature for evaluating transportation challenges of the East Metro. Transportation is undoubtedly an issue for everyone, but these challenges are most difficult for individuals with limited access to transportation due to income, ability, or extent of service area. CAVs have the potential to mitigate some of these transportation challenges, but the policy measures discussed in this paper should be considered to ensure that CAV deployment does not recreate or exacerbate the inequities of today\u27s transportation system

    Identifying and Reconciling Stakeholder Perspectives in Deploying Automated Speed Enforcement

    Speeding is a public-health crisis, making up approximately a third of roadway deaths each year in the United States. One countermeasure with clearly documented efficacy to reduce speed is automated speed enforcement (ASE). Public acceptance of ASE, however, has been marginal with many drivers calling into question its need and legality. This project used surveys and interviews to better understand public rejection of ASE and to strategically provide individualized information to determine whether opinions can be shifted toward a more favorable view of ASE. Statistically significant movement on ASE opinion was achieved after respondents engaged with a tailored survey addressing their particular ASE concerns. Those who changed their opinion were more engaged (e.g., considered the opposite of their current stance more fully) and were persuaded by evidence of safety benefits resulting from reduced speeds and effective speed reduction with ASE deployment

    The SDVs Are Coming! An Examination of Minnesota Laws in Preparation for Self-Driving Vehicles

    Self-driving vehicles (SDVs) are predicted to be the future of automotive transportation. The significant potential benefits of SDVs to safety, congestion reduction, land use, and productivity are hard to ignore. Although fully automated vehicles are still a ways away, the technology is rapidly advancing and becoming more legally accepted. For example, the National Highway Traffic Safety Administration (NHTSA) requires all newly manufactured cars to have at least a low-level of autonomous vehicle technology and suggests widespread adoption of more advanced technology by 2020. Four states and the District of Columbia have some form of legislation expressly allowing SDVs or the testing of such vehicles within state boundaries. In fact, two states—California and Nevada—have even issued comprehensive regulations for both private use and testing of SDVs. Several companies, most notably Google, are aggressively pursuing the technology and advocating for legal changes in support of SDVs. But what does this all mean for Minnesota drivers, laws and lawmakers, and local economies? This Article explores the development of SDVs and related technology and how states have responded to this development as context for more substantive discussion about why and how Minnesota might move to adopt and adapt to this transformative technology. Specifically, this Article will explore how current laws may already permit SDVs and how the law could be, or in some cases must be, modified to authorize testing and use of SDVs in the state. Finally, this Article will describe why SDVs and the related legal changes needed to support their development and adoption can greatly benefit Minnesota’s citizens and economy

    Dakota County Human Services Research and Transportation Planning: Strategic Action Plan

    Transportation is essential to a full life: providing access to jobs, school, medical care, recreation, and other basic needs. Those who can afford and are able to use personal vehicles do not experience significant barriers to getting where they need to go. For those who cannot drive a personal vehicle, the story is very different. Dakota County engaged a team from the University of Minnesota, led by the Center for Transportation Studies, to conduct collaborative stakeholder engagement, data collection and analysis, emerging practices research, and strategic planning in order to assist County government with identifying strategic opportunities to facilitate improved transit and client transportation services in Dakota County. The work was conducted from October 2013 through February 2014. This report summarizes the results of the research and engagement activities, and outlines seven recommendations for the County to improve the coordination, availability, accessibility, efficiency, cost-effectiveness, and safety of human service transportation.Dakota Count

    Evaluating the Effectiveness of State Toward Zero Deaths Programs

    Since 2001 approximately 30 U.S. states have adopted programs to reduce traffic fatalities to zero with names such as Vision Zero, Target Zero, or Toward Zero Deaths (TZD). TZD is now being promoted as a national strategy by a coalition of transportation and safety groups. Successful TZD programs have five characteristics: 1) an ambitious goal of eliminating traffic fatalities and serious injuries; 2) high levels of inter-agency cooperation in pursuit of the TZD goal among state departments of transportation, public safety, health, and other relevant agencies; 3) a comprehensive strategy addressing all 4 E’s – engineering, enforcement, education, and EMS elements of traffic safety; 4) a performance-based, data-driven system of targeting resources and strategies where they will have the greatest impact in reducing traffic fatalities; and 5) policy leadership from relevant entities, including the Governor, the state legislature, and the heads of state agencies. While many of the state TZD programs are relatively new and emerging, four state programs have been around long enough to have enough years of crash data to evaluate the impacts of the programs – Minnesota, Idaho, Utah and Washington. Statistical tests on these four programs support the conclusion that implementing TZD programs accelerates the reduction of fatality rates. The acceleration rate varies from state to state, taking time for a new program to gain its full effect. Although each state has different degrees of temporal effect of its TZD program, the average effect is more and more apparent over time.Center for Transportation Studie
