    On Atmospheric Electricity

    An attempt was made during the summer of 1930 to check results claimed by Christofleau, Vincent, and others relating to the effect of atmospheric electricity on the growth of plants. The results were negative. During the course of these experiments, it was found that, except during the very driest part of the summer, the fair weather current was upward, a result which directly contradicts the work of other investigators in other parts of the world. No accurate comparison could be made with Simpson\u27s value or the total currant between earth and air on account of the type of apparatus used

    Observations on the directions of current from earth to air have shown that up to July 1 there was little or no loss of negative charge. The weather from July 1 to September 15 was generally fair and during most of this period there was a very small loss of negative charge. At no time between September 15 and March 28 has there been any indication that the earth was losing negative charge, although there have been many days which would be classed as fair weather

    Problematizations in alcohol policy: WHO's "alcohol problems"

    This article examines how the issue of alcohol use has been problematized using past and current World Health Organization reports and associated publications as illustrations. The 2010 Global Strategy to Reduce the Harmful Use of Alcohol serves as a salient example. Applying an approach to policy analysis called ‘‘What’s the Problem Represented to be?’’ this article highlights grounding presuppositions in selected alcohol policies and policy proposals. Particular attention is directed to the genesis and continually evolving and changing key concept ‘‘alcohol problems’’ (or ‘‘alcohol-related problems’’ and other variations). The objective is to raise questions about the implications of public health frameworks of meaning around alcohol policy for how governing takes place and for governed subjects. On the basis of this analysis, this article signals the importance of interrogating the meaning and role of taken-for-granted categories of analysis.Carol Bacch
