    ANALYSIS OF THE SEISMIC AND IONOSPHERIC EFFECTS OF THE KUDARINSKY EARTHQUAKE ON DECEMBER 9, 2020

    According to the data obtained on the equipment of the IEC SB RAS complex monitoring base for hazardous geological processes "Buguldeika" (Shared Research Facilities "Geodynamics and Geochronology" of IEC SB RAS) and Shared Research Facilities "Angara" of ISTP SB RAS an analysis of the characteristics of the Kudarinsky earthquake (09.12.2020) and the behaviour of the ionosphere during this event was carried out. The source parameters of the earthquake were obtained – the seismic moment of the earthquake (M0=3.02·1017 N·m), the moment magnitude (Mw=5.6), the source radius (2.43 km), and the stress drop (1.26 MPa).The analysis of the ionosphere behaviour carried out using GPS/GLONASS receivers did not reveal disturbances caused by the Kudarinsky earthquake, which is most likely due to the relatively small magnitude of this earthquake. An analysis of the observation series related to the Kudarinsky earthquake showed the efficiency of using the Core Facilities Centre equipment and complex monitoring bases for studying seismicity, which is the most dangerous natural process for the Baikal region

    Regional Models on Managing the Public-Private Partnership Projects in Housing and Communal Complex

    Due to the crisis in Russia and the lack of sufficient financial resources, the problem of interaction between the state and the subjects of housing and communal services in the regions is rather urgent and requires an elaboration of an effective management model of public-private partnerships. The purpose of this article is to develop a management model of public-private partnership in the housing and utilities sector. Using econometric analysis methods, authors of this paper have analyzed regional projects of public-private partnership in housing and communal complex. The basic models and mechanisms of interaction were identified, a new scheme of interaction between the subjects of public-private partnerships were developed. These developments can be applied in the territorial and sectoral planning scheme, as well as in regional development programs of various regions. The significance of this article is defined by the fact that applying the developed models of public-private partnerships the responsibilities and risks between the subjects of PPP projects can be divided. Increased interaction with the state will increase the number of social projects, enable to extend the implementation of existing projects, as well as give financial stability of the newly created infrastructural projects and provide them with the necessary governmental guarantees.     Regional Programs on Energy Saving and Energy Efficiency: The National Construction Sector

    The research is aimed at identifying patterns of implementation of regional programs for energy saving and increasing energy efficiency in the context of innovative development of the construction industry. Authors held a critical analysis of the existing regional programs in the field of energy saving, the development of proposals for improvement of existing and development of new energy efficiency programs for the building complex, including low-rise housing construction. The study applies economic and statistical methods as to establish quantitative relationships and evaluation of existing programs for the development of new instruments of territorial-sectoral development. The conclusions are made on the overall inefficiency of the implementation of existing regional programs on energy saving and energy efficiency, as well as the need to change them in terms of the introduction of industrial components. Implementation of the results can lead to performance improvement of both the regional energy efficiency programs, and the development of the construction industry.     Clinical diagnostic criteria of efficiency for combined etiopathogenetic therapy in patients with chronic Epstein–Barr virus infection

    Treatment of chronic viral infections accompanied by permanent virus persistence in the target epitopes of the oral cavity, skin, urogenital tract is complicated by virtual lack of available drugs exerting combined systemic virulicidal and immunomodulatory effects. Here we demonstrate clinical and immunological efficacy of combined therapy in treatment of Epstein–Barr virus (EBV)-associated chronic infections. The aim of the study was to evaluate the clinical and immunological efficacy of combined etiopathogenetic therapy using the Acegram cosmetic product in patients with EBV-associated chronic infections. Materials and methods. There were enrolled 40 patients monitored before treatment as well as 20 patients followed up after combination therapy (cycle therapy consisted of oral valaciclovir (Valtrex) applied at dose of 500 μg twice a day for 10 days, glucosaminylmuramyldipeptide (Licopid) — 10 mg 2 twice a day for 10 days, topical irrigation for mucous membranes with granulocyte-macrophage colony-stimulating factor active center-derived peptide (Acegram-spray) 3 times a day for 10 days. If necessary, treatment courses were repeated 20 days after the onset. All patients were examined for the presence of EBV genomes in the oral fluid and blood using the qualitative and quantitative polymerase chain reaction (PCR) using the DNA technology test system (Russia) on a DT-Lite device prior treatment and 30, 60 days post-therapy time points. In addition, serum samples were analyzed for level of class G immunoglobulins specific to the EBV nuclear and capsid antigens by using enzyme immunoassay (test systems manufactured by CJSC Vector Best, Russia) as well as immune status (clinical methods, enu flow cytometry evaluation of the phagocytic activity of neutrophils, ELISA method). Results. Use of single or two course combination therapy in subjects with fully eradicated EBV carriage associated with reversed clinical symptoms was accompanied by recovered immune system status (T and B cells, T-helper cells, CD3+ CD25+  cells, phagocytosis parameters). A non-invasive approach proposed for controlling virus elimination in the oral fluid by using polymerase chain reaction method may serve as to objectively monitor therapeutic efficacy

Получены значения очаговых параметров землетрясения – сейсмический момент землетрясения (M0=3.02·1017 Н·м), моментная магнитуда (Mw=5.6), размеры очага (2.43 км), величина сброшенного напряжения (1.26 МПа).Проведенный с помощью приемников GPS/ГЛОНАСС анализ поведения ионосферы не выявил возмущений, вызванных Кударинским землетрясением, что, вероятнее всего, обусловлено относительно малой магнитудой этого землетрясения. Анализ рядов наблюдений в отношении Кударинского землетрясения показал эффективность использования оборудования центров коллективного пользования и пунктов комплексного мониторинга для исследования сейсмичности, которая является наиболее опасным природным процессом для Байкальского региона

    A clinical case of post-COVID-19 myoendocarditis and arrhythmic syndrome at the outpatient stage

    Background: Infection with the SARS-CoV-2 virus entails the development of complications which affect the prognosis of the underlying disease. More than 40% of COVID-19 complications represent diseases of the cardiovascular system, most of which are the rhythm and conduction disturbances. In order to avoid these complications, it is necessary to detect cases of infection in a timely manner at the outpatient stage. Clinical case description: A 40-year-old patient came to the clinic with complaints of interruptions in the heart rhythm that appeared after the coronavirus infection. The laboratory examination (CBC) revealed signs of systemic inflammation (leukocytosis 12.6×109 U/l; erythrocyte sedimentation rate 18 mm/h, C-reactive protein 18 mg/l); the instrumental examination of the heart revealed the rhythm disturbances in the form of frequent ventricular ectopic activity and weakness of the SA node. The patient received propafenone (150 mg, 3 times a day) as a therapy with a positive effect. Against the background of improvement in the patient’s condition and despite the history of myocarditis and a positive result of enzyme immunoassay for antibodies to SARS-CoV-2 (IgG, 10 BAU/ml), the patient was prescribed immunization with the CoviVac vaccine. After the immunization, the condition worsening was observed in the form of an increase in the rhythm disturbances, which required an inpatient treatment. A clinical diagnosis of recurrent ventricular arrhythmia — ventricular extrasystole was established, and the therapy was corrected. The outcome was favorable. Conclusion: Myocarditis is one of the most common complications of SARS-CoV-2 and should be kept in mind at all stages of medical care. This clinical case demonstrates the importance of the correct diagnosis and treatment of post-COVID myocarditis, as well as the need to assess contraindications for SARS-CoV-2 vaccination in patients with cardiac complications

    ОБ АЛГОРИТМИЧЕСКИХ ПРОБЛЕМАХ В ГРУППАХ КОКСТЕРА

    The main algorithmic problems of group theory posed by M. Dehn are the problem of words, the problem of the conjugation of words for finitely presented groups, and the group’s isomorphism problem. Among the works related to the study of the M. Dehn’s problems, the most outstanding ones are the work of P. S. Novikov who proved the undecidability of the problem of words and the conjugacy problem for finitely presented groups as well as the undecidability of the problem of isomorphism of groups. In this regard, the main algorithmic problems and their various generalizations are studied in certain classes of groups. Coxeter groups were introduced by H. S. M. Coxeter: every reflection group is a Coxeter group if its generating elements are reflections with respect to hyperplanes limiting its fundamental polyhedron. H. S. M. Coxeter listed all the reflection groups in three-dimensional Euclidean space and proved that they are all Coxeter groups and every finite Coxeter group is isomorphic to some reflection group in the three-dimensional Euclidean space which elements have a common fixed point. In an algebraic aspect Coxeter groups are studied starting with works by J. Tits who solved the problem of words in certain Coxeter groups. The article describes the known results obtained in solving algorithmic problems in Coxeter groups; the main purpose of the paper is to analyze of the results of solving algorithmic problems in Coxeter groups that were obtained by members of the Tula algebraic school ’Algorithmic problems of theory of the groups and semigroups ’ under the supervision of V. N. Bezverkhnii. It reviews assertions and theorems proved by the authors of the article for the various classes of Coxeter groups: Coxeter groups of large and extra-large types, Coxeter groups with a tree-structure, and Coxeter groups with n-angled structure. The basic approaches and methods of evidence among which the method of diagrams worked out by van Kampen, reopened by R. Lindon and refined by V. N. Bezverkhnii concerning the introduction of R-cancellations, special R-cancellations, special ring cancellations as well as method of graphs, method of types worked out by V. N. Bezverkhnii, method of special set of words designed by V. N. Bezverkhnii on the basis of the generalization of Nielsen method for free construction of groups. Classes of group considered in the article include all Coxeter groups which may be represented as generalized tree structures of Coxeter groups formed from Coxeter groups with tree structure with replacing some vertices of the corresponding tree-graph by Coxeter groups of large or extra-large types as well as Coxeter groups with n-angled structure.Основными алгоритмическими проблемами в теории групп, поставленными М. Дэном, являются проблемы равенства, сопряженности слов в конечно определенных группах и проблема изоморфизма групп. Среди работ, связанных с исследованием проблем М. Дэна, наиболее выдающимися являются работы П. С. Новикова, доказавшего неразрешимость проблем равенства, сопряженности слов в конечно определенных группах, а также неразрешимость проблемы изоморфизма групп. В связи с этим основные алгоритмические проблемы и их различные обобщения изучаются в определенных классах групп. Группы Кокстера введены Х. С. М. Кокстером: всякая группа отражений является группой Кокстера, если в качестве образующих взять отражения относительно гиперплоскостей, ограничивающих ее фундаментальный многогранник. Х. Кокстер перечислил все группы отражений в трехмерном евклидовом пространстве и доказал, что все они являются группами Кокстера, а всякая конечная группа Кокстера изоморфна некоторой группе отражений в трехмерном евклидовом пространстве, элементы которой имеют общую неподвижную точку. В алгебраическом аспекте группы Кокстера изучаются с работ Ж. Титса, которым решена проблема равенства слов в произвольных группах Кокстера. В данной статье рассматриваются известные результаты, полученные в решении алгоритмических проблем в группах Кокстера, основной же целью работы является анализ результатов по решению алгоритмических проблем в группах Кокстера, полученных членами Тульской алгебраической школы "Алгоритмические проблемы теории групп и полугрупп" под руководством В. Н. Безверхнего. Дан обзор утверждений и теорем, доказанных авторами статьи для различных классов групп Кокстера: групп Кокстера большого и экстрабольшого типов, групп Кокстера с древесной структурой, групп Кокстера с n-угольной структурой. Приводятся основные подходы и методы доказательства, среди которых метод диаграмм, введенный ван Кампеном, переоткрытый Р. Линдоном и усовершенствованный В. Н. Безверхним, в части, введения R-сокращений, специальных R-сокращений, специальных кольцевых сокращений, а также метод графов, метод типов, введенный В. Н. Безверхним, метод специального множества слов, разработанный В. Н. Безверхним на основе обобщения метода Нильсена на свободные конструкции групп. Рассмотренные в статье классы групп включают все группы Кокстера, которые либо принадлежат данным классам групп, либо могут быть представлены как обобщенные древесные структуры групп Кокстера, образованные из групп Кокстера с древесной структурой заменой некоторых вершин соответствующего дерева-графа группами Кокстера большого или экстрабольшого типов, а также группами Кокстера с n-угольной структурой
