The Strength of a Weak State: The Rights Revolution and the Rise of Human Resources Management Divisions
Since the passage of the Civil Rights Act of 1964, federal policy has revolutionized employment rights. Equal employment opportunity law, occupational safety and health legislation, and fringe benefits regulation were designed to create employee rights to equal protection, to health and safety, and to the benefits employers promise. In event-history analyses of data from 279 organizations, this research finds that these legal changes stimulated organizations to create personnel, antidiscrimination, safety, and benefits departments to manage compliance. Yet as institutionalization proceeded, middle managers came to disassociate these new offices from policy and to justify them in purely economic terms, as part of the new human resources management paradigm. This pattern is typical in the United States, where the Constitution symbolizes government rule of industry as illegitimate. It may help to explain the long absence of a theory of the state in organizational analysis and to explain a conundrum noted by state theorists: the federal state is administratively weak but normatively strong.Sociolog

Equal Opportunity Law and the Construction of Internal Labor Markets
Internal labor markets have been explained with efficiency and control arguments; however, retrospective event-history data from 279 organizations suggest that federal Equal Employment Opportunity (EEO) law was the force behind the spread of formal promotion mechanisms after 1964. The findings highlight the way in which American public policy, with its broad outcome-oriented guidelines for organizations, stimulates managers to experiment with compliance mechanisms with an eye to judicial sanction. In response to EEO legislation and case law, personnel managers devised and diffused employment practices that treat all classes of workers as ambitious and achievement oriented in the process of formalizing and rationalizing promotion decisions.Sociolog

The Legalization of the Workplace
This study uses longitudinal data on nearly 300 American employers over the period 1955-85 to analyze the adoption of disciplinary hearings and grievance procedures for nonunion salaried and hourly employees. Hypotheses are developed from an institutional perspective that focuses, first, on uncertainty arising from government mandates concerning equal employment opportunity and affirmative action and, second, on the role of the human relations professions in constructing employment-relations law and prescribing models of compliance. Event-history techniques are used to test these hypotheses against competing arguments concerning the internal structure and labor market position of employing organizations. Culture, cognition, and collaborative networks in organizations
Abstract: This paper examines the interplay of culture, cognition, and social networks in organizations with norms that emphasize cross-boundary collaboration. In such settings, social desirability concerns can induce a disparity between how people view themselves in conscious (deliberative) and less conscious (automatic) cognition. These differences have implications for the resulting pattern of intra-organizational collaborative ties. Based on a laboratory study and field data from a biotechnology firm, the authors find that: (a) people consciously reported more positive views of themselves as collaborative actors than they appeared to hold in less conscious cognition; (b) less conscious collaborative-independent self-views were associated with the choice to enlist organizationally distant colleagues in collaboration; and (c) these self-views were also associated with a person's likelihood of being successfully enlisted by organizationally distant colleagues (i.e., of supporting these colleagues in collaboration). By contrast, consciously reported collaborative-independent self-views were not associated with these choices. The study contributes to our understanding of how culture is internalized in individual cognition and how self-related cognition is linked to social structure through collaboration choices. It also demonstrates the limits of self-reports in settings with strong normative pressures and represents a novel integration of methods from cognitive psychology and network analysis
Factors Influencing the Statistical Power of Complex Data Analysis Protocols for Molecular Signature Development from Microarray Data
Critical to the development of molecular signatures from microarray and other high-throughput data is testing the statistical significance of the produced signature in order to ensure its statistical reproducibility. While current best practices emphasize sufficiently powered univariate tests of differential expression, little is known about the factors that affect the statistical power of complex multivariate analysis protocols for high-dimensional molecular signature development.We show that choices of specific components of the analysis (i.e., error metric, classifier, error estimator and event balancing) have large and compounding effects on statistical power. The effects are demonstrated empirically by an analysis of 7 of the largest microarray cancer outcome prediction datasets and supplementary simulations, and by contrasting them to prior analyses of the same data.THE FINDINGS OF THE PRESENT STUDY HAVE TWO IMPORTANT PRACTICAL IMPLICATIONS: First, high-throughput studies by avoiding under-powered data analysis protocols, can achieve substantial economies in sample required to demonstrate statistical significance of predictive signal. Factors that affect power are identified and studied. Much less sample than previously thought may be sufficient for exploratory studies as long as these factors are taken into consideration when designing and executing the analysis. Second, previous highly-cited claims that microarray assays may not be able to predict disease outcomes better than chance are shown by our experiments to be due to under-powered data analysis combined with inappropriate statistical tests

The diffusion of financial supervisory governance ideas
Who is watching the financial services industry? Since 1980, there have been multiple waves of thought about whether the ministry of finance, the central bank, a specialized regulator or some combination of these should have supervisory authority. These waves have been associated with the convergence of actual practices. How much and through what channels did internationally promoted ideas about supervisory 'best practice' influence institutional design choices? I use a new dataset of 83 countries and jurisdictions between the 1980s and 2007 to examine the diffusion of supervisory ideas. With this data, I employ Cox Proportional Hazard and Competing Risks Event History Analyses to evaluate the possible causal roles best practice policy ideas might have played. I find that banking crises and certain peer groups can encourage policy convergence on heavily promoted ideas
Factors Associated with Revision Surgery after Internal Fixation of Hip Fractures
Background: Femoral neck fractures are associated with high rates of revision surgery after management with internal fixation. Using data from the Fixation using Alternative Implants for the Treatment of Hip fractures (FAITH) trial evaluating methods of internal fixation in patients with femoral neck fractures, we investigated associations between baseline and surgical factors and the need for revision surgery to promote healing, relieve pain, treat infection or improve function over 24 months postsurgery. Additionally, we investigated factors associated with (1) hardware removal and (2) implant exchange from cancellous screws (CS) or sliding hip screw (SHS) to total hip arthroplasty, hemiarthroplasty, or another internal fixation device. Methods: We identified 15 potential factors a priori that may be associated with revision surgery, 7 with hardware removal, and 14 with implant exchange. We used multivariable Cox proportional hazards analyses in our investigation.
