    Do Financial Incentives Affect Fertility?

    This paper investigates how fertility responds to changes in the price of a marginal child and in household income. We construct a large, individual-level panel data set of married Israeli women during the period 1999–2005 that contains fertility histories and detailed controls. We exploit variation in Israel’s child subsidy program to identify changes in the price of a marginal child (using changes in the subsidy for a marginal child) and to instrument for household income (using changes in the subsidy for infra-marginal children). We find a significant and positive price effect on fertility: the mean level of marginal child subsidy produces a 7.8 percent increase in fertility. There is a positive effect within all religious and ethnic subgroups, including the ultra-Orthodox Jewish population, whose social and religious norms discourage family planning. There is also a significant price effect on fertility among women who are close to the end of their lifetime fertility, suggesting that at least part of the price effect is due to a reduction in total fertility. As expected, the child subsidy has no effect in the upper range of the income distribution. Finally, consistent with the predictions of Becker (1960) and Becker and Tomes (1976), we find that the income effect is small in magnitude and is negative at low income levels and positive at high levels.

    We analyze individual satisfaction with life as a whole and satisfaction with the personal financial situation for Israeli citizens of Jewish and Arab descent. Our data set is the Israeli Social Survey (2006). We are especially interested in the impact of the religions Judaism, Islam and Christianity, where we are able to differentiate between individuals who vary in religiosity between secular and ultra–orthodox. We find a significant effect of religiosity on happiness. With respect to Jewish families it is most striking that the impact of family size on both life and financial satisfaction seems to vary with religiosity. This might be a reason for differentiation in family equivalence scales. For Arab families we did not find this effect. First-generation immigrants are less happy than second-generation immigrants, while there is no significant difference between second-generation families and native families.     Atmosphere-Ionosphere Response to the M9 Tohoku Earthquake Revealed by Multi-Instrument Space-Borne and Ground Observations. Preliminary Results

    We retrospectively analyzed the temporal and spatial variations of four different physical parameters characterizing the state of the atmosphere and ionosphere several days before the M9 Tohoku Japan earthquake of March 11, 2011. Data include outgoing long wave radiation (OLR), GPS/TEC, Low-Earth orbit ionospheric tomography and critical frequency foF2. Our first results show that on March 8th a rapid increase of emitted infrared radiation was observed from the satellite data and an anomaly developed near the epicenter. The GPS/TEC data indicate an increase and variation in electron density reaching a maximum value on March 8. Starting on this day in the lower ionospheric there was also confirmed an abnormal TEC variation over the epicenter. From March 3-11 a large increase in electron concentration was recorded at all four Japanese ground based ionosondes, which returned to normal after the main earthquake The joined preliminary analysis of atmospheric and ionospheric parameters during the M9 Tohoku Japan earthquake has revealed the presence of related variations of these parameters implying their connection with the earthquake process. This study may lead to a better understanding of the response of the atmosphere/ionosphere to the Great Tohoku earthquake

    Sequential nonadiabatic excitation of large molecules and ions driven by strong laser fields

    Electronic processes leading to dissociative ionization of polyatomic molecules in strong laser fields are investigated experimentally, theoretically, and numerically. Using time-of-flight ion mass spectroscopy, we study the dependence of fragmentation on laser intensity for a series of related molecules and report regular trends in this dependence on the size, symmetry, and electronic structure of a molecule. Based on these data, we develop a model of dissociative ionization of polyatomic molecules in intense laser fields. The model is built on three elements: (i) nonadiabatic population transfer from the ground electronic state to the excited-state manifold via a doorway (charge-transfer) transition; (ii) exponential enhancement of this transition by collective dynamic polarization of all electrons, and (iii) sequential energy deposition in both neutral molecules and resulting molecular ions. The sequential nonadiabatic excitation is accelerated by a counterintuitive increase of a large molecule's polarizability following its ionization. The generic theory of sequential nonadiabatic excitation forms a basis for quantitative description of various nonlinear processes in polyatomic molecules and ions in strong laser fields.Peer reviewed: YesNRC publication: Ye

    Costs and Benefits of Marginal Reallocation of Tax Agency Resources in Pursuit of the Hard-to-Tax

    As a public sector project carried out by the tax administering agency, pursuit of the hard-to-tax is subject to a cost-benefit analysis. However, considerable intrinsic uncertainty of this project and endogenous dynamic relationship between costs and benefits make the standard model of cost-benefit analysis cumbersome and barely applicable. Two handy techniques may be used instead. One, encompassed by the concept of Marginal Efficiency Cost of Funds, is built around the expected return on the inspectors time invested in the audit process. As an analytical tool, this technique is potent in identifying a gradient of possible efficient reallocation of the tax agency resources; as an administrative tool, it tends to equalize the inspectors yield in the audit process. Both aspects are illustrated on the Israeli Income Tax Administration data. The second technique of cost-benefit analysis is Feinstein's econometric Detection Controlled Estimation model. Amended here to include both type I and type II errors of incorrect detection of tax non-compliance.Working Paper Number 03-23
